That Chapter VIII, Article 6 . Section 1 (4) of the Zoning Ordinance of the City of Bangor, Maine be emended by deleting the words of Section 1 (4) as follows, "Social club, funeral home, which meets all the requirements of the ordinance for residence buildings" AD substituting therefore, the following: "Social club, funeral home, insuzatrce office and reel estate office, which meets all the requirements of the ordinance for residence bulldi gee This request was presented by Mr. Howard Mullins to allow him to purchase a residence on Broadway and to mise Mat house as his home and to utilize a pert of maid property for operating his Real Estate and Insurance Office. 8. Council Item 82S referred to the Planning Board by the Council which substituted the words; "Social club, funeral home and insurance company office, which meets all the requirements of the ordinance for residence buildings" in Chapter Wire Article 6 . Section 1 (4). Please be advised that the Planning Board held a public hearing April 5e and gave careful consideration to the above requests. The Planning Board felt that, The Honorable City Cowncil .2. April 5, 1965 While the immediate application of these requests was for the Broadway area, the change would be city wide, in scope, in all Residence "c" Zones. Such streets as Grave, Forest, Pole, Essex, Pine, French, Cedar, etc., would be subject to similar office development. A change to allow additional types of office use would have a detrimental effect n the character of Broadway. Allowing such office use would, In reality, necessitate allowing any type of office use. This building will not be built by the insurance company but by a private develop or . to be leased for a period of time to an insurance company. Its use after such time, or before should the lease be terminated, would raise questions of possible reuse for allowable activities. Into change would make Residence "C", In reality, a commercial office zona and no longer act as a buffer zona between Residence and Commercial. In thle respect, there is probably need for a division of Residence "C" Where areas adjacent to General Business ire would allow office use in addition to other allowableuand ax of Residence "C" adjacent to Residence "B" or "A" Would prohibit any use other than Residence. In relation to such possibilities and the possible changes that may result from the Comprehensive Plan that the City is initiating, it spend prudent not to make major changes at this time. With a Comprehensive Land Use and Zoning Study to be an important part of the Comprehensive Plan, major changes now may make a good revision more difficult.
