ASSISTANT CITY SOLICITOR
DEFINITION
This is professional legal work in furnishing counsel to the city
government.
The employee assists the City Solicitor in the performance of his duties
as legal representative of all municipal legislative and administrative officials
and in a wide variety of legal duties related to the operation of the city
government. Although emphasis in the work is upon legal advice to departments
and officials, the work also Involves responsibility for civil and criminal
litigation in which the city is involved, and for the preparation of opinions,
ordinances, and resolutions. Duties require the exercise of considerable
Independent judgment and knowledge of the law, and is subject to only general
administrative and judicial review.
EXAMPLES OF WORK PERFORMED (My one position may not Include all of the
duties listed, nor do the listed examples include all tasks which may be found
in positions of this class.)
Prepares and drafts ordinances, contracts, and related legal documents.
Advises legislative and administrative officials of the city on legal
matters and requirements.
Prosecutes violation of local and state laws as required.
Renders opinions concerning the legality of contracts, bond issues, and
other municipal matters.
Prepares briefs for court cases, and in the absence of the City Solicitor
represents the city in all cases where the city is Involved.
Attends council meetings In the absence of the City Solicitor, and
renders legal advice upon request.
Performs related work as required.
REQUIRED KNOWLEDGES. SKILLS AND ABILITIES
Extensive knowledge of the principles and procedures of civil and criminal
law, especially as they relate to municipal government and the ability to apply
this knowledge to varied legal problems.
Thorough knowledge of the principles, methods, and practices of legal
research.
Considerable knowledge of local ordinances and of state and federal
laws and constitutional provisions affecting municipal operations.
Working knowledge of municipal government structure and operations and
the relationship to other public jurisdictions.
Ability to establish and maintain effective working relationships with
officials and employees of the city, courts, officials of other governmental
Jurisdictions, and the general public.
Ability to analyze, appraise, and organize facts, evidence, and precedents
concerned in cases and skill in court presentation and other hearings.
DESIRABLE EXPERIENCE AND TRAINING
Extensive experience in professional legal work including experience in
dealing with municipal legal problems; and graduation from a recognized school
of law.
