This resignation is submitted In order to allow me to assume the position of Director of the Iowa State Highway Department. The effective date of this resignation, December 1, will allow sufficient time for an orderly recruitment and selection procedure for a re- placement; will permit me to remain on this job throughout the 1967 budget preparation; and will permit me to complete my term as President of the International City Managers' Association which will expire with the annual conference in October. My twelve and a half years with the City of Bangor have been pleasant nes indeed and it was with great difficulty that the decision to accept this w position was made. The decision was all the more difficult because it requires not only that I leave the city of Bangor but that I leave the state of Maine and the city manager profession as well. Additionally, it is difficult to leave Bangor at a time when so many larger programs are beginning to come into fruition. The Urban Renewal projects, the pollution abatement program, the reuse of Dow Air Force Base, the Comprehensive Planning Program, the 5% development of higher educational facilities and the City's Economic Develop- ment Program all provide very exciting potentials and Bangor should continue to develop vigorously over the next few years. I should have liked very much to remain a part of this development. Honorable City Council -2- August 10, 1966 However, the exceptional opportunity for professional advancement and the very attractive salary arrangements offered by the new position, made it impossible for me to decline.
