R LVBD, WHEREAS, the City Council On June 22, 1964, passed arsolution
approving the Urban Renewal Plan and the feasibility of relocation for Project
No. Me. R-): and
WHEREAS, the Bangor Urban Renewal Authority on December 23, L964,
entered Into a loan and grant contract with the United States of America to
Parry out the provisions of the Plan for the Renduakeag Stream Urban Renewal
roject; and
WHEREAS, the Bangor Urban Renewal Authority on May 19, 1966, passed
solution amending the Urban Renewal Plan by revising the property map, the
legal description of the project boundaries, and the Land use map, as shown on
the exhibits annexed hereto; and
WHEREAS, it has been determined by the Department of Rousing and Urban
Development that said modification constitutes a major modification in the Urban
Renewal Plan as approved by the City Council:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bangor:
THAT: It is hereby found and determined that the changes, as described
n the exhibits annexed hereto, will not affect the overall scope of the Eenduskeag
Stream Urban Renewal Plan or the proposed budget for carrying out said Plan, but

ofland within the project area, to aid in the
AND BE IT FURTHER RESOLVED THAT:
Said modifications to the Urban Renewal Plan for the aforementioned
project having been duly reviewed and considered are hereby approved and the
City Clerk be and Is hereby directed to file said copy of said modifications
to the Urban Renewal Plan with the minutes of this meeting.

The City Planning Board las reviewed the first amendment to the
Kenduakeag Stream Urban Renewal Project (Me. R-)), legal descriptions and
maps, as well as the City Council's Order 135-T which describes said union.

The Planning Board reviewed said amendments and find them to be
in conformity with the Plan and purpose of the Kenduskeag Stream Urban
Rena wal Project, a well as the Comprehensive Plan for the development of
theCity of saner.

PLANNING BOARD MEETING

The Planning Board Meeting was called to order by Howard Cousins, Vice Chairman,
on Sane 1, 1966, at 4 P.M., Planning Office, City Hail.
Present: Howard Cousins, Felix Ranlett, Francis Role, Walter Hersey, and
Everett Cray
Absent: David Buchanan
Others attending the meeting were Carl Rosebud, Planning Director; Edward Maxaimic,
Planner; Richard Neugraf, Resident Planner; and Herold Thurlow, Urban Renewal Director.
Item I - PROPOSED FIRST AMENDMENT 1'O THE KENDUSKEAG STREAM URBAN RENEWAL PROJECT
The Planning Director presented to the Board for their c nsidereti" a proposed
Eitel amendment to the Kenduskeag Stream Urban Renewal Project Plan. The amendment is
restricted to property map changes, and proposed boundary changes, as described in the
City Council's Order 135-T, dated May 23, 1966.
Mr. Marlow explained the changes, and that the changes would require approval
from the Planning Board and the City Council.
Changes,
Parcel 5 - Involves correction of boundary line
Parcel 4-21 - Alley way not owned by Freese
Parcel 11-3 - the original description was not aceurate--changedyto reflect
accurate inform tion
Parcel 16 - Railroad station property reflects a boundary change. On the former
map, the Line ended at the bridge end the owners,
own beyond this.
The appraisers' opinion that the change Should be made; otherwise,
severance damage would have to be paid and would equal the value of
theland, so this additional area should be included. The "use would
be the same as the original parcel.
Mr. Thurlow seated that all the miners accepted the changes.
It wammu ved by Howard Cousin and seconded by kalter Hersey, THAT the Board
approve the first amendment to the Kenduskeag Stream Urban Renewal Project Plan
a
presented, and find,that it is in Conformity with the Comprehensive Plan for theCity
of Bangor.
The motion was adopted unanimously --all members present voting.
