IN RE: REPORT ON PARKING METER REVENUES AND COSTS
In accordance with Order 86-T -- Preparing Report on Parking Meter
Passed by the City Council on March 28, 1966, I submit herewith the
pertinent information relative to the costs of parking both on -street and off-
street In the City of Bangor, as well as the revenues, for the fiscal years
1964 and 1965.
1, Parking Operations
The City of Bangor, during the year 1965, provided 1726 metered park-
ing spaces. On -street spaces totaled 838, off-street spaces totaled 888.
All metered spaces are located practically within the business core and
provide convenient accessibility. VVIdle the space -hour demand for cities
in Bangor's population group exceeds 4000, the demand during 1965 has
been adequately Provided for during normal parking conditions.
During the latter part of 1964, October and November respectively,
maJor changes were enacted in the parking program which became apparent
during 1965. 276 metered spaces were removed from Abbott Square Annex;
the enforcement time limit for all meters was changed from (8:00 A.M. -
6:00 P.M.) to (9:00 A. M. - 5:00 P.M.); 620 one-hour on -street meters
were changed to two-hour phase, thus providing 788 two-hour meters, 38
twelve -minute and 12 five-hour on -street metered spaces as of January 1,
1966.
Further changes during 1965 were made in off-street meters in Ken-
duskeag Plaza and Abbott Square; 38 two-hour spaces in Abbott Square
were changed to the ten-hour limit; 40 two-hour spaces in Kenduskeag
Plaza were changed to the ten-hour limit.
Off-street Parking Spaces provided by the City as of January 1, 1966 are
as follows:

2. operating and Depreciation Cost
Budget Account 30-05 is entitled Police Department - Parking Division.
The function of this division is to operate and maintain all on -street and off-
street parking areas in the City of Bangor, including summer and winter
maintenance of parking lots, enforcement of parking meter regulations, col-
lection of parking motor revenues and fees and follcw-up and prosecution of
Parking meter violations.
The Personal Services directly attributable to the operation of the park-
ing function includes three patrolmen, one meter maintenance man, one
maintenance worker, and one clerk -stenographer -I.
Supplies include meter supplies, pats, posts, etc. and office supplies
including parking tickets. (You will note that In 1964 the supply item is
substantially higher than 1965. This is due to the fact that tickets are
ordinarily Purchased In two-year lots.)
Contractural Services includes primarily the cost of sweeping, plowing
and removal of snow from off-street parking lots by the Public Works Depart-
ment.
Comparative costs for the operation of all on -street and off-street
metered parking in the City of Bangor for 1964-1965 is as follows:

With reference to depreciation of the meters aid posts, the city presently
has installed the following equipment:

With the level of maintenance man provided by the Parking Division,
It is safe to assume a 20 -year life on all this equipment.
Thus, annual depreciation would cost approximately $3,733.
3. Amortization of Costs of Acquisition and Construction of Off -Street Lots
The City of Bangor is operating seven off-street parking lots (actually
six areas, because Columbia Street and High Street are on the same parcel
although at different levels), and of these, four of -.he areas were acquired
and/or Improved during the last seven years at a total cost of $1,970,000
as follows:

The $26, 000 differential between costs and revenues is, in affect, the
city's investment in providing parking facilities to Increase the value of
downtown commercial property. Without doubt, the city recovers far more
than this through increased property values because of the 1726 spaces
Provided.
