Introduced and flied by -A, ...h..//// C ` uncillmen MEMORANDUM March 10, 1966 TO: CITY COUNCIL FROM: CITY MANAGER IN RE: APPOINTMENT OF WELFARE DIRECTOR I am pleased to submit to you for conffrmatloa, the appointment of Mr. Edgar B. Brown to the position of Welfare Director for the City of Bangor. replacing Mrs. Helen Swett who has resigned. Ever since the announcement of Mrs. Swett's intended resignation, the Personnel Department has been actively engaged in the recruitment of a replacement. Advertisements were placed in both the Bangor and Portland newspapers and various professional organizations, including the State Department of Welfare, were contacted. Four acceptable applications were received and all of these people were carefully checked. Only one, the successful applicant, had both the formal education (Bachelor of Science from University of Maine, Portland) and the experience (5-1/2 years with the State Department of Health and Welfare as a Field Representative) that were felt to be necessary. Mr. Brown is a native of Portland, 46 years old, married, and has four children. He served in the United States Army for three periods, 1940-1941, 1943-1945 and 1950-1951. He attended Freeport High School and took his BS in Business Administration from the University of Maine in Portland in 1960. Since that time he has been employed asone'of seven Field Representatives for the Maine State Department of Health and Welfare . His territory has included City Council -2- March 10, 1966 southern Aroostook County and Washington County as well as part of northern Penobscot County. He has worked closely with municipal welfare departments In the determination of settlements and is thoroughly familiar with all aspects of welfare administration. I believe we are extremely fortunate to have been able to find a Welfare Director as fully qualified and professionally competent as Mr. Brown. JRC/hp jQ/
