CITY OF BANGOR, MAINE Engineering Department February 24, 1966 To: the Municipal Officers Pursuant to Council Order 59-T, passed January 10, 1966, directing the City Engineer to make the necessary surveys, plans and cost estimates for the extension of Garland Street for a dis- tance of one hundred fifty (150) feet east from its present ter- minus, together with a list of possible assessments, the following report is submitted: Toe present roadway is terminated approximately five hundred (500) feet east of Summit Avenue. The proposed one hundred fifty (150) foot extension would require considerable filling to meet the previously accepted grade, and the installation of a twenty- two (22) foot wide tar surface on an eighteen (16) inch gravel base. Six (6) fact gravel shoulders would be provided on each side. The total cost of this construction is estimated to be three thousand dollars ($39000), of which one-third, or one thou - Sand dollars ($1,000), may be assessed against the properties benefited. A breakdown of the estimated assessments Is as follows: Paul Rudman North Side 150 Ft. $500.00 Isura D. Brown South Side 150 Ft. 500.00 Mr. Redman, the original petitioner, IS in favor of the pro- posed construction end the estimated assessment. Mrs. Laura Brown, however, is opposed to the construction and the assessment inas- much as she feels that the roadway would be of no benefit to her property. It is her feeling that inasmuch as her land is as much ra twelve (12) feet lower than the roadway extension, that the oadway construction willodeduct, rather than add, to the value of her property. It is the opinion of this office that her land is too low to permit immediate use of the roadway. However, it is possible that placement of fill material on her property would probably permit the development of at least one saleable let. It is therefore suggested that the assessment of Laura D. Brown be deferred until such time as her property is developed provided that she submit a suitable recordable instrument t0 that affect. As requested by the original petitioner, a study was made to determine the benefit of acquiring additional right of way at the easterly terminus of the proposed construction for the installation of a turn -around to facilitate maintenance of the roadway. It is not considered that a turn -around will be necessary. It SS therefore recommended that the roadway be constructed and that the cost be assessed as outlined above. Respectfully submitted, T.
