(Ori rYt-.Indicating Intent, of City Council to accept Flight Facilities at Dow Air Force Base for a Municipal Airport By City Covnail oflAe Oft ofBnmor: ORDERED, TUT WHEREAS, the Secretary of Defense announced, on 19 November 1964, that Dcw Air Force Base, Bangor, Maine would be deactivated on 30 June 1968, and WHEREAS, the continuation of a first class airport to serve northeastern Maine is in the best interests of the City of Bangor, and WHEREAS, Dow Air Force Base will be declared surplus to federal needs upon or prior to the military deactivation, and WHEREAS, Section 13 (G) of the Surplus Property Act of 1944 provides for disposal of certain surplus airports to municipalities for use as civil airports without monetary consideration, and WHEREAS, the Federal Aviation Agency has prepared a preliminary Airport Plan dated March 1965 and has Included the Bangor Municipal Airport in the National Airport Plan, and WHEREAS, the Federal Aviation Agency In a letter dated 18 July 1965 (copy attached) to tie Bangor City Manager requested an early decision as to "whether or not the City of Bangor is interested In accepting the transfer of the property to be recommended under the terms and conditions that will apply to such airport operation and maintenance," NCW, THEREFORE, BE IT ORDERED that the City Manager be and is hereby authorized to inform the Federal Aviation Agency that it is the intention of the City of Bangor to accept title to the airport facility and operate it as a municipal airport upon conveyance of the facility from the Federal Government to the City and upon deactiva. tion of the military mission thereon, and BE IT FURTHER ORDERED, that the City Manager is hereby authorized to negotiate with the appropriate state and federal agencies to obtain title for the City of Bangor to the flight facility and other necessary income property Including all related personal property.
