U... � wncilm CITY OF BANGOR, MAINE Engineering Department Dec. 23, 1965 To: The Municipal Officers Pursuant to City Council Order 183-R, passed August 24, 1964, accepting the report of the City Engineer regarding the proposed installation of the sanitary sewer on Miller Street, the following information is submitted: The installation consisted of five hundred (500) feet of ten (10) inch pipe, with three (3) new manholes, extending west along Miller Street from the existing twelve (12) inch sewer on Hlldreth Street. The total actual cost of the installation was three thousand one hundred twenty-eight dollars and twenty-one cents ($3,128.21), of which 175%, or two thousand three hundred forty -sir dollars and sixteen cents ($2,'46.16) may be assessed against the property benefited. And Nat the said City Engineer met at thetime and place of meeting specified in the notices and proceeded to lay ouS as follows: Beginning at a copper pin on the southwesterly right of way line of Harlow Street located 327.89 feet southeast of the south- easterly right of way line of Harlow Court, as laid out and accepted on February 25, 1959; thence S 570-19'-41" W along the southeasterly property line of land owned by the United States of Amerlas-for a distance of 386.00 feet to a point; thence southeasterly at right angles to the above-desorlbed line for a distance of 11.00 feet to a point; thence N 570-19'-41" E on a line parallel to and 11,00 feet southeasterly of the first des- cribed line for a distance of 386.00 feet to the southwesterly right of way line of Harlow Street; thence N 380-20'-12" W along said right of way line of Harlow Street for a distance of 11.00 feet to the point of beginning. The land for the above-described laying out was previously obtained by an easement from the United States of America as accepted by City Council Order 33-T, passed December 13, 1965, and by dedication from Sampson-Rlplay, Inc. as accepted by the City Council by Order 34-T, passed December 13, 1965; and the City Engineer proceeded to lay out a centerline grade for said street, as follows: GRADB Beginning at a point on the southwesterly right of way line of Harlow Street at elevation 52,80; thence descending on a grade of -6.00% for a distance of 85.00 feet to elevation 47.70; thence continuing to descend on a 50 foot vertical curve having an ex- ternal of 0.32 feet to elevation 43.45; thence continuing to descend on a rising 50 foot vertical curve having an external of 0.24 feet to elevation 38.88; thence descending on a grade of -7.304 for a distance of 25.00 feet to elevation 37.05; thence continuing to descend on a 100 foot vertical curve having an external of 0.74 feet to elevation 32.70; thence continuing to descend on a grade of -1.404 for a distance of 50 feet to eleva- tion 32.00; thence descending on a grade of -0.384 for a distance of 26.00 feet t0 elevation 31.90. The above elevations refer to City of Bangor datum. There appeared at the time and place set for the meeting Mr. James Mitchell, Sec., Attorney representing the City of Bangor in the condemnation of the adjacent property by the Federal Govern- ment, and J. T. Frawley, City hhglneer. The procedure for the acceptance Of the roadway as a public way as related by the Maine Statutes was discussed and a review was made of the plan of the Proposed laying out. No other person appeared to claim damages as a result of the proposed layout. In this respect, no damages are recommended inasmuch as the lendfor the right of way has previously been dedicated by the adjacent property owners with the expressed intentthat roadway be constructed. It is therefore recommended that the street be laid out and accepted as a public way as described above, to be named and 'known as Sibley Court, and that said street be added to the Official Map Theroposed layout and grade is shown on City of Bangor Plan No. 905 Which is on file in the office of the City Bngineer.
