1. One meter space at No. 20 Water Street, formerly occupied by
Meter No. S.
2. One meter space in front of W . S. Emerson Co. on Exchange St.
formerly occupied by Meter No. I.

SUPPLEMENTAL COOPERATION AGREEMENT
BETWEEN
BANGOR URBAN RENEWAL AUTHORITY
AND
CITY OF BANGOR
THIS AGREEMENT entered Into this day of 1965,
by and between the BANGOR URBAN RENEWAL AUTHORITY ----------Ch—ereinafter called the a uthoritya),
a public body, politic and corporate, duly organised and existing under the provisions
of the Urban Renewal Authority Lav of Maine as set forth in the Private and Special
Laws of 1957, Chapter 168, and acts emendatory thereto, (hereinafter called the ^Authority
Laws) and having its usual place of business in the City of Bangor, County of Penobscot
State of Maine, and the CITY OF BANGOR, a public body, politic and corporate, (hereinafter
called the "City"), witnesseth that:
WHEREAS, The Cooperation Agreement between the Bangor Urban Renewal Authority
and the City of Bangor dated the 23rd day of April, 1962, relating to the Stillwater
Park Project (Me. R-4) remains in effect, and
WHEREAS, events have occurred and circumstances have changed since the execution
of said agreement whereby the parties have agreed that it is desirous to emend and
supplement some Of the terms, conditions, and provisions of the original Cooperation
Agreement
NOW, THEREFORE, IT IS HEREBY AGREED BY AND BETWEEN THE PARTIES HERETO AS
FOLLOWS:
FIRST
Paragraph (a), TRANSFERS OF LAND, of Paragraph 3 on Page 4 of said original
Cooperation Agreement is hereby rescinded, and the following paragraph is substituted
in place thereof:
(a) TRANSFERS OF LAND: When the Authority e1be11 require possession
thereof In execution of the Redevelopment Project, the City will
abandon and convey to the Authority all of its interest in those
parcels of lend designated below by reference to the Property Maps
Black and Parcel Numbers, and the City shalt receive full credit
on Its obligations hereunder for the appraised fair market value
thereof as approved by the Government as follows:

SECOND:
Paragraph (b), SUPPORTING FACILITIES, on Page 5, Subparagraphs (1)., (2), and
(3) of said original Cooperation Agreement are Mreby rescinded, and the following
Paragraph is substituted in piece thereof:
(b) SUPPORTING FACILITIES: The City of Bangor has constructed approximately
160 feet min in Mt. Hope Avenue from the eastern boundary of
the project On Mt. Hope Avenue t0 the existing drain systems. The City
Is to receive credit for these improvements based on their utility to
the project e as determined by Housing and Nome Finance Agency.
(Present estimateof credit is $],158)
THIF➢:
In Paragraph (e), SITE V1P60VEdEN19, Paragraphs (2) and (3) on Page 5 of said
original Cooperation Agreement we hereby rescinded, and the following paragraphs are
substituted in place thereof:
(c) SITE IMPROVEMENTS:
(2) The City of Bangor will contribute to the proposed development
of the playground on Howard Street as proposed In the Urban
Renewal Plan to the extent of the difference between total
estimated cost (presently estimated to be $5,010.00) and the
annuat approved by Housing and Home Finance Agency a eligible
site Smp[ovemen[. (Presently estimated to be $2,505600)
(3) The City of Bangor will contribute to the proposed construction
of storm desire in Stillwater Avenue as shown on the attached
schedule, to the extent of 507. of the total coat of such
construction. (Presently estimated to be $13,341.00)
FOURTH:
-Paragraph (c), SITE IMPROVEMENTS, which commences on Page 5 of said
original Cooperation Agreement is further emended by adding a new sub -paragraph (6)
at the end of subparagraph (5) on Page 6 as follows:
(6) The City of Bangor will receive credit in computing local
grants-in-aid for the total amount expended by the City of
Bangor, under its Site Improvement contract for Stillwater
Park project (Me. R-4) (Phase ^Ce) with Bridge Construction
Company dated May 6, L965. The mount of this credit is
presently estimated to be $120,000.00.
FIFTH:
Paragraph (d), Cash Grants, on Page 6 of said original Cooperation
Agreement is hereby rescinded, and the following paragraph is substituted in
place thereof:
(d) CASH GRANTS:
The City has made one ash payment in the amount of $188,812 which
when added to the estimated value of lees: non-cash gran[a-in-aid,
represented the City's one-fourth share a- the than approved net
project costs. That payment was made prior to February 1, 1964,
In accordance with the provisions of the Cooperation Agreement
dated April 23, 1962, which was than in e3fect. It is agreed
that upon Housing and Home Finance Agency approval of the let
Amendment to the Application for Lam and Grant, local grants -la -
aid will be recomputed and any cash payments which when added to
the approved non- ash grants-in-aid, exceed one-fourth of the approved
net project costs, will be returned to the City immediately. If,
on the other hand, additional cash is needed to make up the City's
me -fourth share, the City agrees to make such payment within six
months after Housing and Home Finance Agency approval of the aforesaid
Amendatory Application.

SIXTH:
Paragraph 4, On Page 6 of said original Cooperation Agreement is hereby
rescinded, and the following paragraph is substituted in place thereof:
4. It is understood and agreed that the City's financial obligation hereunder
Is to make a total Contribution Or grant equal co at least me -fourth of
the aggregate net project coat, to be computed in accordance with the
terms of the National Housing Act of 1949, a ended. The city's share
is presently estimated to be $401,828. Becauseofthe change in the
method of funding the Phase ^C" Construction costs, It is row estimated
that the City will have contributed $481,915 in cash and no ash grants.
In -aid. Upon Housing and Home Finance Agency approval, cash "Cass to
the required one-fourth local grants-in-aid, will be returned to the
City. (Preempt estimate is $80,08))
SEVENTH:
The Schedule on Page 8 of said original Cooperation Agreement is hereby
rescinded, and the following Schedule is substituted In place thereof:

EIGHTH:
IN WITNESS WHERFAF the City and the Authority have respectively
mused this Agreement to be duly executed in triplicate as of the
day and year first above written:
