That Chapter II, Article 9, be awarded to read as follows;
pec. 2.1.3 Bids Over $200.00 and Bader $1500.00. A bulletin board shall be

department, and in all cases,eptingn the .event
that the supplies, services or materials are such that it is im-

practicable to secure the mass by competitivebids, involving
an expenditure of two hundred dollars but less than fifteen hundred
dollars, purchases shall be made based upon competiCive bide
solicited by public notice posted on
said bulletin board for at
least three calendar days before dateof purchase. In addition,
the Purchasing Agent may solicit other and further bide in any manner
he may deem proper.
2.1.4 Bide over 1500.00. Whenever the Purchasing Agent may deem itadvis-
able and in all cases, except emergency or in the
ant that the supplies, services or
materials a such that it is
impracticable to secure the me b competitive bide, involving put -
canon of 1500.00 Or uch purchases shall be based upon mm
petitive bide solicited by a public notice posted on a bulletin
board, maintained by the Purchasing Department, for at least five
calendar days before the date of purchase, and by one or more public

addition the Purchasing Agent may solicit other and further bids in
any manner he may deem proper. However, no purchase of material,
supplies apparatus and property involving the expenditure of 1500.00
or more, shall be made without the written approval of the Finance
Committee, unless by order of the city council.
2.1.5 Opening Bids. All bide, eidddd�dditdid�d€�ldd€aA11j{, shall be filed
with the Purchasing Agent, and shall be opened by him
in the presence of a member of the proper committee of the Council.

2.1.7 A. Emergency Purchases. In case
of any emergency, the City Hanger,

Finance Committee, may require the immediate purchase of materials,
supplies apparatus or property in the open market at the lowest
price obtainable, provided such purchases be limited to funds
appropriated, and provided further, that a full statement of the
facts constituting the emergency and the action thereon be filed
for con ideratfon of the City Council at its next succeeding meeting.
