Effective) seminar, 1, 1968 airman, City CvsoclI BANGOR SEWER DEPARTMENT Sheet No. 3 RATE SCHEDULE NO 1 RULES AND REGULATIONS The following rules and regulations we hereby established, which rules and regulations shall be considered a part of the contract between the City and every person and corporation who uses the sewers of the City, and every such person and corporation by connecting or maintaining a connection of any premises which such sewers shall be considered to express assent to be bound thereby. 1. All rates are due from the owner of the premises and such owner shall be held responsible. The City may, if requested by the owner and occupant, send the bill to the occupant. To secure payment of rates, fees and charges for the use of sewers furnished, or to be furnished, procedures established by Title 30, Chapter 237, Sections 4453 and 4454 of the MRSA shall apply. 2. All rates shall be due and payable in screws M the City offices. Quarterly bills shall be due on the first day of the following quarter, monthly on the first day of the following month. Failure of the con- sumer to receive his bill does not relieve him of the obligation of Its payment nor from the consequences of non-payment. 3. The City may impose a penalty for non-payment within 30 days after the due date of any unpaid bill at the rate of 6% per annum. 4. No person shall make any connection to the City sewers except persons employed or authorized by the City. 5. New installations, repairs and maintenance of the connection from the point outside the cellar wall where building installation according to the State plumbing regulations ends, W the point of entrance to the City sewer shall be at the expense of the owner of the premises, subject to the rules and regulations of the City in accordance with Chapter VI, Article 8 of the City Ordinances. The City shall have the right of free access to enter at all reason- able hours upon any property connected with the sewer for the purpose of examining the property and sewer connections; to ascertain the purposes for which the sewer is used; to determine the proper rates to be paid; and to enforce these miss and regulations. y. No person or corporation shall cause or allow any sewage (includ- ing industrial waste), containing any substance which by the superin- tendent is deemed deleterious by reason of its composition, consistency, temperature or in any other respect, in the operation of the sewer system, to enter the system. S. Applications for connection with the sewers are to be made by either the owner or occupant of the property at the office of the depart- ment. If the application is made by the occupant he must present to the City a permit in writing signed by the owner authorizing the City W enter the premises to do the necessary work. 9. Except in case of emergency, no connections will be installed during winter conditions which will increase the cost of the work, unless payment of the extra expense above the ordinary cost is assumed by the owner or occupant. 10. The City may require the owner, tenant, or occupant of land who is obligated to pay rates, fees or charges for the use of or for the services furnished, or to be furnished, by the sewer system, to make a reasonable deposit with the municipality in advance to insure the payment of such rates, fees or charges, and to be subject W application to the payment thereof, if and when delinquent. 11. No person other than an authorized representative of the depart- ment shall open, close or tamper with any of the manholes or sewer pipes of the City. 12. No person or corporation shall cause or a_low any sub -surface water collected by means of an under drain system of piping to enter a City sewer. 13. Abatement for use of water for lawn sprinklers and garden hoses may be made on application to the City. The adjusted billing deter- mined for the normal sprinkler and base season shall not be less than the highest billing during the previous three quarters.
