(TITLE.) (orkiCrt Laying Out and Establishing Grades Fourteenth Street Extension
By the City Casual of the City of Bangor:
ORDERED,
THAT WHEREAS, the municipal officers have previously voted
to construct a roadway extending from Ohio Street at the end
of Fourteenth Street to Valley Avenue, and,
WHEREAS, the right-of-way, for said roadway has been pre-
viously laid out and accepted from Ohio Street to the westerly
line of Holland Street, and,
WHEREAS, construction plans have been completed so as to
indicate the desired location of the roadway between Holland Street
and Valley Avenue, now therefore, be it
ORDERED, that the city Engineer, acting for and on behalf of
the municipal officers according to law be and hereby is directed
to lap out by metes and bounds and to establish a grade for said
Fourteenth Street Extension from the easterly terminus of the
previous laying out at the westerly line of Holland Street to
Valley Avenue, including the necessary
sary adjustments and realign-
ment of the existing right-of-way line of Valley Avenue, and
be it further
ORDERED, that the City Engineer, acting for and on behalf of
said municipal officers, proceed to give written notice ofsuch
r
intentions of said municipal officers by posting notices for seven
(7) days in two public places in the city of Bangor and in the
vicinity of the proposed laying out, and the City Engineer is
further
ORDERED, to make a written return of said proceedings con-
taining bounds and ad -measurements for said street, together with
a list of damages' allowed to each person for all land so taken o
for any benefits resulting to the property owners as a result of

the laying out, all i accordance with the laws of the State of
Maine, said report to become a part of this order.

the City Engineer gave written notice by notices attached to copies of said order posted for seven
days prior to the ..8th of S ptember 1967
in two public places in the City of Bangor and in the vicinity of said sheet, to wit:

And that the said City Engineer met at the time and place of meeting specified in the noticee
and proceeded to lay out said Fourteenth Street Extension as follows:

Beginning at a point formed by the intersection of the
northerly line of Holland Street and the southwesterly line of
the Fourteenth Street Extension as previously laid out and
established by Council Order 56-5, passed Feb. 24, 1965; thence
S'84" 36' 59" E for a distance of 105.83 feet; thence S 630 46' 58" E
for a distance of 92.00 feet; thence 5 470 33. 03" E for a distance
of 100.00 feet; thence S 390 00' 40" E for a distance of 371.16 feet
to a point on the westerly line of Valley Avenue as hereinafter
adjusted and described; thence N 130 52' 50" W along said westerly
line of Valley Avenue as readjusted for a distance of 211.27 feet
to a point; thence N 391 05' 40" w for a distance of 233 feet
more r less; thence N 460 58' 51" W for a distance of 118.00 feet
to a point; thence N 630 29' 08" W for a distance of 128.87 feet to
a point on the easterly line of land owned by Laura M. Potter;
thence N 11° 20. 00" W along said easterly line of land of Laura M.
Potter for a distance of 30.25 feet; thence in a westerly direction
along the northerly line of said land of Laura M. Potter for a
distance of 53.50 feet to a point, said paint being on the northerly
line of said Fourteenth Street Extension as laid out by Council
Order 66-5, passed Feb. 24, 1965; thence continuing along the west-
erly line of said land owned by Laura M. Potter for a distance of
84.36 feet to a point on the northerly line of Holland Street;
thence in
awesterly direction along the northerly line of Holland
Street for adistance of 54.55 feet to the point of beginning.
The City Engineer proceeded to realign the existing right-of-
way of a portion of Valley Avenue as follows:
Beginning at an angle point in the westerly line of said Valley
Avenue located approximately 75 feet south from the southerly shore
of Kenduskeag Stream at the so-called Maxfield's Bridge; thence
continuing in a southerly direction along a projection of said
westerly line of Valley Avenue for a distance of 26 feet more o
less to a point; thence S 501 07' 10" E for a distance of 116 feet
more or less; thence S 421 40' 57" E for a distance of 91.32 feet;
thence S 251 27' 12" E for a distance of 120.00 feet; thence
S 151 39' 40" E for a distance of 112.48 feet to the intersection
of the northerly line of the Fourteenth Street Extension as hereto-
fore described; thence S 131 52' 50" E for a distance of 211.27
feet to the southerly line of said Fourteenth Street Extension as
heretofore described; thence 5 330 18' 359 E for a distance of
161.26 feet; thence S 270 21' 30" E for a distance of 341.02 feet;

thence S 210 57' 04" E for a distance of 150.00 feet; thence
S 100 48' 12" E for a distance of 150.00 feet; thence S 00 02' 06" E
for a distance of 139.16 feet; thence inan easterly direction at
right angles to the last described line for a distance of 90.00
feet to a point, said point being approximately 19 feet east from
the easterly line of Valley Avenue as formerly laid out; thence
N 01 02' 06" W for a distance of 155.09 feet; thence N 10" 48' 12" W
for a distance of 166.27 feet; thence N 210 57' 04" W for a distance
of 166.27 feet; thence N 270 21' 30" W for a distance of 605.39 feet;
thence N 150 39' 40" W for a distance of 190.49 feet; thence
N 25" 27' 12" W for a distance of 144.83 feet; thence N 420 40' 57" W
for a distance of 110.22 feet; thence N 500 07' 10" W for a distance
of approximately 115 feet to the easterly line of Valley Avenue as
originally laid out and said point being approximately 3 feet north
from the angle point in said right-of-way which is opposite to the
angle point described as the point of beginning. Meaning and in-
tending to describe the widening of the existing 49.5 foot right -o£ -
way of Valley Avenue to a width of approximately 73 feet between
Maxfield's Bridge and the Fourteenth Street Extension intersection,
and the widening to a width of approximately 90 feet for a portion
of said Valley Avenue right-of-way east of said Fourteenth Street
Extension intersection.
The above-described laying out requires the partial acquisition

The above-described laying out, including the specific
properties
involved, is shown on City of Bangor Plan No. 764,"Right-Of-Nay
Plan
for Valley Avenue and Fourteenth Street Extension," dated July, 1967,
which
is on file in the office of the City
Engineer.

The City Engineer proceeded to lay out a grade for said
Fourteenth Street Extension as follows:
Beginning at the southerly terminus of the new roadway on
Valley Avenue at station 6 + 00 at elevation 37.45; thence as-
cending
ending on a 300 foot vertical curve having an external Of 1832
feet to elevation 41.89; thence ascending on a grade of 3.24%
for a distance of 150 feet to elevation 46.75; thence ascending
on a 250 foot vertical curve having an external of 0.83 feet to
o
elevation 51.55; thence ascending on a 250 foot vertical curve
having an external of 2.03 feet to elevation 61.18; thence as -
reading on a grade of 7.10% for a distance of 625 feet to eleva-
tion 105.37; thence ascending on a 500 foot vertical curve having
an external of 2.04 feet to elevation 132.72; thence ascending
on a grade of 3.84% for a distance of 625 feet to elevation 156.72;
thence ascending on a 150 foot vertical curve having an external
of 0.38 feet to elevation 160.98; thence ascending on a grade
of 1.84% for a distance of 50 feet to elevation 161.90 at Ohio
Street.
The City Engineer also laid out aesed grade for valley
Avenue between the intersection With the Fourteenth Street Ex-
tension at station 15 + 06.41 and the Maxfield's Bridge as
follows:
Beginning at the intersection of the realigned Valley
Avenue and the Fourteenth Street Extension at elevation 61.00;
thence ascending on a 130 foot vertical curve having an external
of 1.54 feet to elevation 63.56; thence descending on a grade
of 2.72'% for a distance of 350 feet to elevation 54.04; thence
descending along a 160 foot vertical curve having an external
of 1.54 feet to elevation 51.86 at the south end of the Max -
field's Bridge.
The above-described elevations refer to Bangor City Datum.
There appeared at the time and place set for the meeting,
the following: Mrs. Laura Potter, M/Sgt. Alberic S. Robichaud, Sr.,
M. Stanley F. Holbrook, representing Mylan Company, M. Charles
xanMn, representing The Bangor Savings & Loan Association,
Mr. Richard H. .Melvin, M. Edward C. Russell, Mr. Frank D. Lyons,
M. David Rapaport, Thomas Needham, Associate City Solicitor, and
Sohn T. Frawley, City Engineer.
The plans of the proposed new
e
roadway w reviewed with
those present and the recommended damages to be paid to each
were revealed. None of those present objected to the laying
out.
It is, therefore, recommended that the new rights -o£ -
way be established and that the recommended damages be paid
as outlined above. It is further recommended that the right-
of-way from Ohio Street to Valley Avenue be added to the Official
Map to be named and known as Fourteenth Street.
