In its consideration the Board took note of the proposed location and the proposed lot layout phase. The Planning Board recommended against approval of the application. 1. Plan as presented does not meet a number of requirements of the Mobile - home Ordinance such as front ran lots undersized R -O -W not 30' short streets do not end in a Cul -de -Sac rear raw not 75' from highway 2. Use not consistent with land use being proposed by 117011. In addition from a visual aspect the raw of trailer parallel to Stillwater Avenue and the rbacking up to Interstate 95 would not be an asset to either the cities image or to possible development in that area. The Board reviewed the revised plan submitted by the proponents and had considerable discussion and review of previous meetings. The Planning Board unanimously voted to recommend that the permit be denied. In recomiending against the permit the Board considered many aspects of the problems including the following: 1. The '70Ls Land Use Plan proposed that the area should be developed as an industrial Park. 2. The City has made a commi tment for development of that entire area in a compatible nature. 3. The existing Mobilehome Park still has substantial room for deve- lopment. 4. Considered that the Mobilebome Park development at this site is not in the best interest of the City of Bangor. Rosobud, Planning Director RE: Mobllehme Park Permit - Stillwater Avenue The Planning Board, has before It for consideration. a request for a permit to establish a Mobilehome Park on the southeast aide of Stillwater Avenue, in the triangle formed with Interstate 95. There are several questions that need clarification from a legal point: 1. It is my feeling that the requirement to set back 751 from a street or highway - means the property line or right-ofway line. Because of the wince of a Mobilebme Park, and that it does not Te - quire a subdivision but my in fact be as permanent - the intent was to move them back away from the roadway. To me this nems a very reasonable requitement for such a development, and an effort to help soften the effect of a group of trailers into an area, with addiciwas l screening. 1. Aspect of zoning the area Industrial Park In the "701". The -1701" has proposed that this entire area be zoned for Industrial Park Development. Considering the need for prime interstate location for high grade development, which we need to off -set the economic lose of DOW, and the fact that this area and across Interstate 95 is in effect the my such available land - this should bea very important consideration. We do need to replace the economic loss of DOW with mew industry - and we need available sites with whichto interest prospective chants. This upper end of the triangle •erviceable by existing severe pointed to as the first choice location by n industry that was onsidering Bangor. It would seem prudent to give such prospective development a chance - in fact this is the primary bases for long-range planning. To obtain the best development, an area may have to renin open for a period of time. It seems to me more logical that if there is need for additional trailer sites in this a - they could best be developed in Conjunction with the existing park and not spread out to both aides of Stillwater Avenue. It would also s from the and advantageous frthe developers standpoint - s well e a hefter total development for that entire section of the City, considering the proposed uses for Parke, Industrial Parks, and Cc®elCial Areas. As you have tenatively at least agreed to the land use pattern, if you approve this Residential use you are yourself setting a precedent that will very likely be thrown back at you In the future when question of conforming to the Master Plan coas up. I feel that the Board should reco®end that the permit be denied because: 1. There is considerable apace to be filled In the existing development across Stillwater Avenue. 3. The beat use of the land would be for Industrial Development. J. Any increase In site should be done in conjunction with the existing area rather than spreading on both aides of Stillwater Avenue. 4. If in several years it appeared that it would not be feasable site for Industrial use - then another use could be considered. 5. Act the Air Force leaves there will be acme additional apace available in Singer. In recent months, I have had the opportunity of shoring this area to a rel firms conducting surveys for plant locations in this area each of which have Commented that this arve would suit their needs.
