Spears Department of Inland Fisheries and Game, be and is hereby received and, BE IT FURTHER ORDERED that the City Manager be and is hereby ordered to inform Commissioner Speers that the City Council will provide the necessary funds In the amount of $20, 000 to meet its share of the proposed rehabilitation project. Note: Attached hereto you will find a communication from Ronald T. Spears requesting that the City of Bangor commit the amount of $20,000 in 1968 for the rehabilitation of the fishway at the Bangor Salmon Pool. This is part of a major program which includes a $40, 000 total project cost at the Bangor Salmon Pool, and projects toward which the Penobscot Company has pledged $60,000 to match Federal money and Bangor Hydro has pledged $160, 000 for fishways at the dams at Milford and Veazie. The restoration of the Penobscot River as a sport fishery waterway is, it seems to me, of vital importance. Specifically, I am asking that the city be prepared to match Federal funds which will be available in 1968 for the rehabilitation and restoration of fishways i the city mored dem at the Bangor 'Amon deal. The cost of this rehabilitation end restoration work is estimated by our Department Engineers at approximately $40,000. 51 of this coat can be met with Federal funds so the city's participa- tion wmSd Amount to about $26,000. I have already received cemmitments from the Penobscot Company relative to their dams at Great Warks, and from the Bangor Hydro -Electric Company relative to the deme at Milford and Veazie. The Penobscot Company has pledged $660,000 to match Federal monies, and the Bangor Efdro-Electric Company has pledged $161 'or the two dams mentioned. In addition, Bangor Hydro -Electric Comp- any will put in about $1$,000 to match monies available for the construction of fish passage facilities at their Rowland dem. Present plans call for construction to 're done at Milford nud Great Works in 1967, and at Vea'zie and Bangor in 1968. With the completion of these fishways, the Penobscot River will ons again be open for the passage of Atlantic salmon from the ocean all the way up into the Aacutaquis and Pleasant River draimges, and worthwhile Done of Atlantic salmon should become a reality o again. our work will continue on the dame on the Fast Branch of the Powpecot In 1968-70. I know thI I do not have to stress to you what the rvh of a sports fishery for Atlantic salmon can mean to the recreation potential of the Bangor area, and I AEG certain that you are as pleased with the prospect as I nm.
