Land Development Permit Application for Conditional Use – Site Development Plan - 915 Odlin Road, Map-Lots R10-002-A, R10-001, R09-008-B, R10-001-A, R10-002, R10-003 – Eurovia Atlantic Coast, LLC dba Dirigo Materials - Land Development Permit Application for Conditional Use renewal approval for existing quarry operations located at 915 Odlin Road, Map- Lots R10-002-A, R10-001, R09-008-B, R10-001-A, R10-002, R10-003, in an Urban Industry District. Conditional Use Permit received from City of Bangor Planning Board in March 2017, under the name of The Lane Construction Corporation. In 2018, Lane was purchased by Eurovia Atlantic Coast, LLC. Mining is to continue within the current boundaries of the quarry for the foreseeable future and no changes are proposed. Applicant: Eurovia Atlantic Coast, LLC dba Dirigo Materials. They were acquired by Eurovia Atlantic Coast, doing business in Maine as Dirigo Materials and Northeast Paving. Quarry active since 1950s Is asking to extend conditional use approvals for another 3 years Maintainsblasting permits with the City, SLODA through DEP, Industrial Stormwater Permit, and Emissions Licenses Reviewedsite plan as presented with application materials New site plan not created.Overlaidplanfrom 2017 on current aerial imagery to see that they are within theboundaries Since 2017,has doneexcavation along south and north wallsandevened out quarry of the floor o Have not gone any deeper since 2017andstayed within boundaries No questions or concerns from Planning Board. Land Development Permit Application – Site Development Plan – Corporate Drive, between Texas Avenue and Venture Way, R25-037 - Bangor Water District-Land Development Permit Application for new booster pump station to replace Crane Booster pump station, proposed floor area 1,344 sq.ft. at Map-Lot R25-037, located on Corporate Drive, between Texas Avenue and Venture Way, in a Government & Institutional Service District (G&ISD). Applicant; Bangor Water District. Agent; Wright-Pierce. Darrin Lary with Wright-Pierce presented the following via Zoom: 3 phases to project o First phase, replacement of significant length of water mains in the BIA area Page 2 | 4 City of Bangor Planning Division Planning Board Meeting Minutes – February 15, 2022 o Second phase, construction of pump station to replace aging Crane Booster pump station o Third Phase, construction of new water storage tank Application is forpump station replacement, to feed higher elevation water zones and provide clean reliable water to upper zone of BIA area 1,300 sq. Ft. brick building that will allow duplex pumps, emergency power generator inside to manage noise, feed system with new tank Building will be un-manned, with daily checks, limited traffic, limited parking, limited needs for the site Member Brush inquired about the scope of the project- agenda shows 1,344 sq. Ft., but in section 3, on page 3-1, it indicated 1,120 sq. Ft. Confirming the size of the project. Applicant indicates that the project is 1,344 sq. Ft. Vice Chair Perkins didn’t see anything about noise- it is a pump station and is aware that there are no residents nearby, except Hope House. Asked about what noise will be generated. Will be using electric motors, which are very quiet. Can carry on a conversation inside the building with pumps running. Only time there would be noise would be during a power outage when they would utilize a gas-powered generator. To minimize noise, will be enclosed within the brick structure; can provide the decibel range if needed/requested. This would only be during a power outage or 15-20 minutes a week when an exercise is needed. Otherwise you’ll not hear these pumps running outside. No further staff comments. Member Brush asked about two recommended conditions in the memo. Planning Office Krieg stated that the revised set of plans addresses the requested conditions, so no conditions are being requested. Member Brush moved to approve the Land Development Permit Application for new booster pump station to replace Crane Booster pump station, proposed floor area 1,344 sq. Ft. at Map- Lot R25-037, located on Corporate Drive, between Texas Avenue and Venture Way, in a Government & Institutional Service District (G&ISD). Applicant; Bangor Water District. Agent; Wright-Pierce. The motion wasseconded by MemberBazinet. Member Shaw had question about verbiage around motionand whether the Board needs to make it pursuant to City Council item 21-210 since that hasn’t yet been added to the current publication of land code. Per City Solicitor Szewczyk, doesn’t think the motion needs to include that; the order is part of the law now, it just hasn’t been added to actual code. No further discussion. Comprehensive Plan Check-in – Form-Based Code Lecture on February 16, 2022, 7pm –Speaker from Ithaca, NY 6. Meeting Minutes –Member Bazinet moved to approve the meeting minutes of February 1, 2022 with no changes/additions, seconded by Member Brush. All members in favor. Roll call vote not taken.
