Introduced aM filed by Co l /, 443 PUBLIC HOUSING_ AUTHORITY ASSISTANT DIRECTOR POR ADMINISTRATION DEFINITION This is responsible administrative and fiscal work Involving the applies tion of accounting practices and principles, and in the administration of the public housing project. The employee in this class is responsible for the development and con- tinuous maintenance of financial accounts and controls designed to produce accurate financial records and reports of fiscal status. This employee assists the Public Housing Director in budget formulation and execution, development and maintenance of the purchasing system, the borrowing and repay- ment of Agency funds, and the preparation of varied n - ncial and physical progress reports to the Housing Authority, and Housingand Urban Development Agency. Work is reviewed by Executive Director and Accounting Consultant, a well as the applicable federal agency. Supervision may be exercised over a few subordinate employees. Supervises the maintenance of accounting unting books covering all public housing financial tranSactions, plana, organizes and directs and reviews general procedures, methods and results of financial accounting; confers with Executive Director in budget preparation and execution, directs and supervises the preparation of financial and budgetary reports. Supervises and maintains the agency purchasing system. REQUIRED KNOWLEDGE, SKILLS An ABILITIES Knowledge of the objectives and procedures of the public housing program. DESIRABLE EXPERIENCE AND TRAINING Considerable experience in governmental accounting and office management, and training in college level course in the principles and practices of accounting and public finance. 444 ASSISTANT PROPERTY MMIWMRATOR DEFINITION This is technical and administrative work in the rental of housing units. M employee in this class serves to relieve the Administrator of some administrative details, prepares special reports on request, and assists in the property management program. Work is subject to general o specific Instruction and advice, depending upon the nature of the assignment. M employee in this class is responsible for supervising the agency property management program. This involves the joint responsibility for main- tenance of all financial records which deal with property rentals; arranging for property repair; and exercising of tenant eviction policy and leasing of agency property. EXAMPLES OF WORK PERFORMED (My one position may not include all of the duties listed, nor do the listed examples include all tasks which may be found in positions of this class.) Maintains an accurate up-to-date record of all tenantsinthe housing area.Prepares and submits numerous reports to local, regional, and federal agencies on the progress of rental activities, always striving to enhance the public image relative to the rental program. DESIRABLE EXPERIENCE AND TRAINING Considerable experience in real estate techniques and procedures; experience in dealing fairly and courteously with the public; experience in some farm of supervisory capacity. 529 PUBLIC HOUSING AUTHORITY MAINTENANCE SSUPERVISOR DEFINITION This is responsible administrative work in directing the maintenance activities of all buildings and grounds in the Public Housing Project. An employee of this class supervises in the maintenance, repair, alter- ation and remodeling of buildings and supervises a group of workers who carry out the building maintenance and repair activities. The employee is respon- sible for laying out work details, assigning duties, and inspecting the work of subordinates. Journeyman level skill in carpentry is essential, and the employee must be able to act as foremen in other building maintenance work, expecially painting. Assignments are received in the form of written work orders, pencilled sketches, and simpledesigns, or oral instructions from a supervisor. Employees in this class install, repair, and maintain steam heating utility systema including high and iw pressure heating systems. In performance of these duties employees may disassemble malfunctioning equip- ment, determine cause of malfunction, make repairs and reassemble; also repairs and replaces pumps, lines, traps, convertors, safety Valves, reducing valves, floats, etc. All work is performedunderthe direction of the City Electrician. EXAMPLES OF WORK PERFORMED (Any one position may not include all of the duties listed, nor do the listed examples include all tasks which may be found in positions of this class.) performs avariety of tasks in the repair and the maintenance of steam supply and returnlines, including the installation, maintenance and repair of steam supply lines and return lines,. including the installation, maintenance and repair of high and law pressure steam pumps, lines, traps, c ertors, safety valves, reducing valves. floats, receivers, blow out valves, gate and globe valves. Resolve by disassembling malfunctioning equipment, diagnosing the trouble and repairing them as necessary. Operates gasoline driven blowers and pumps to pump man holes mut when they are full of water end/or to cool the manholes down to permit entry. Maintains and repairs bailers,. pumps, and auxiliary equipment, removes bonnets to replace discs, repacks valves and pumps, disassembles flangVe replaces gaskets, adjusts floats, and does other related tasks. Replaces new pipe sections, valves, nipples, parts in various types of Pumps. Installs new steam traps, reducing valvae, etc. Measures, cuts, and threads either by hand or use of power threader. Connects pipes with nipples, elbows, tees, etc. Repairs or replaces insulation a necessary. Uses various hand and power tools of the trade such as power cutter, threader, hemmers, hacksaw, pipe wrenches, etc. REQUIRED KNONLEDGES, SKILLS AND ABILITIES Working knowledge of practical steam mechanics. DESIRABLE EXPERIENCE AND TRAINING Some experience in steam plant operation; and graduation from a standard high school. u STEAM PLANT OPERATOR nis is semi -skilled work in the operation of a steam plant on an assigned shift. An emp Layne In this class performs a variety of routine tasks involved in producing and maintaining a steam distribution system. The distribution system consists of all lines, pumps, manholes, valves up to and including the converters and condensate pump in each building. When not otherwise engaged, employees perform routine custodial teaks in maintaining the clean - lineae of the plant. All mark is performed under the direction of the City Electrician who regularly inspects the station and its electric equipment and who reviews charts and meters to assure that standard operating procedures are followed. EXAMPLES OF WORK PERFORMED (Any one position may not include all of the duties listed, nor do the listed examples include all teaks which may be found in positions of this class.) Operates bailers involving constant observation and adjustment of controls and instruments on camp lately automatic control board and Instrument panel that reflects boiler performance. Such devices include: start, stop, push buttons for programming operation of each boiler; purge timer interlocked with an air flow differential switch; electronic flame relay for each burner; proving timer; alarm; relays; flame sensing device; fuel shut off valves; fan interlocks, steam flow recorders; and charts; CO2 analyzers and charts; controls for switching better control from hand to automatic, stack temperature indicators; forced and induced shaft Indicators; fuel all atomizing steam pressure; and fuel oil temperature and pressure indicators. Operates and controls ever fixe air Injection system, soot blowers, forced and induced draft fans, continuous blow dean system and the operation of automatic heat generating equipment. Operates, controls and adjusts manual and automatic controls on Individual boiler control boards and instrument panels. These increase or decrease feed water to boilers, regulates flow of fuel through burners, or adjusts flow of air through forced draft fans to maintain maximum combustion efficiency. Places bailers In and out of service In accordance with condition o malfunctioning of boiler and/or based on load demand. Uses manual controls to place In or out of service all auxiliary equipment in proper sequence to start a shutdown boilers. At least once during each shift, makes a physical check of the entire beating plant. This includes an impection of boiler and all auxiliary equip- ment, takes corrective action to eliminate any malfunctioning of equipment and discusses unusual conditions with foremen. An employee in this class participates in the work and is in charge of mall group of men engaged in production and distribution of steam. Work assignments are received from the City Electrician in the form of general policy directives and oral instructions with authority delegated for operation of the plant. Foreman is available for consultation on unusual o unprece- dented problems from day to day activities subject only tospat check. All work is performed under the direction of the City Electrician who regularly in" sets the station and its equipment and who reviews charts and meters to Assure that standard operating procedures are followed. Directs a group of steam plant operators engaged in the operation, repair, and maintenance of the Central Heating Plant, and steam fitters engaged In the repair and maintenance of the distribution system. DESIRABLE EXPERIENCE AND TRAINING Experience in mechanical work preferably associated with the operation of steam plants including some experl ence in a supervisory capacity{ and graduation from a standard high school or trade school. 572 CARPENTER DEFINITION TMis is skilled carpenter work at the journeyman level. M employee in this class is responsible for the application of journey- s skills and knowledge in maintenance, repair, modification and minor nstructian of structures. Work is performed under the general supervision of a technical superior in accordance with standard trade practices and is inspected during process and upon completion. Work instructions may be written or oral and supervision may be exercised over other employees. EXAMPLES OF WORK PERFORMED (My one position may not include all of the duties listed, nor do the listed examples include all tasks which may be found in positions of this class.) Selects, measures, cuts and installs timbers for floor supports, wall studs, braces, rafters, etc. Checks structure for horizontal and vertical trueness and adjusts for proper leveling. Measures and cute doors and window frames and adjusts and fits doors and windows to frames. Installs hinges, locks and striking plates. Refers to blueprints and specifications for job requirements and for current and proposed location of utilities and electrical systema. Installs interior trim such as baseboards and molding to enhance appear- ance Sinks nails into trim and applies filler for smooth surface. Removes and replaces w r deteriorated material on interiors and exteriors of buildings, such as replacing broken steps and hand rails; removing and replacing wallboard, window frames, weather stripping, door stools, roofing shingles, floor boards, sills, ceilings, window panes, door panels, etc. Lays or replaces floor linoleum or tile. Installs or replaces ceiling the and aheetrock. Uses saws, levels, squares, planes, chisels, hummers and related hand tools. May use woodworking machinery and powered tools in shop. REQUIRED KNWLEDCES. SKILLS AND ABILITIES Considerable knowledge of standard practices, materials, processes, and techniques of the carpentry trade. Considerable knowledge of the hazards and safety precautions of the carpentry trade. Skill in the use of tools, equipment, and materials of the trade.
