That Chapter VSII of the Revised City Ordinances, as amended, be further amended by the addition of the following new article,lOA: CHAPTER VIII ARTICLE 10A - AIRPORT ZONE (AP) Section 1 Statement of Purpose. The Airport Zoe is established to accommodate those uses which because of locational requirements or operational characteristics are appropriate to locate at or in close proximity to an airport. hncluded within this zone are these parts of Bangor International Airport (formerly Bow Air Force Base) and adjoining properties which are occupied, or proposed to be occupied in accordance with the Comprehensive Plan, bylaviacio uses as well a certain manufacturing, retail, and service uses which generally would be considered compatible with an airport complex. Land used or occupied, and buildings or structures erected, altered, used, or occupied in the Airport Zone shall comply with the following requirements: (t) Federal Aviation Agency Regulations, Part P. (2) Restrictive Covenants controlling development of municipally owed lands at Bangor International Airport. (3) Signs --all signs --shall conform to the requirements of Item 2 above as well as those of the Bangor Sign Ordinance (Chapter or, Article 3). Section 4 Supplementary Regulations. See Article 12. Item 2. Be 1t further ordained that Chapter VIII, Article 2 be amended as follows: Section 1 Be amended to incorporate the nev Airport Zone (AP) Zone as Item (IO). Section 2 That the use zones and map as described under Section 2 be amended to incorporatethe Airport Zone described as follows: Change to Airport Zone that portion of the former Cow Air Force Base being conveyed to the City of Bangor by the Federal Government for Airport purposes, more particularly described on the enclosed map. 4 Banger, the rent of Moine--the Gateway to Masser North Wemdi and Seashore Rawls 0tq of �9=0"e Amar January 10, 1969 TO: The Honorable City Council FRCP: The Planning Board RR: Amending Zoning Ordinance, Airport Zone (City Council Order 43-W) Gentlemen: Please be advised that the Planning Board held a public hearing o the above request on January 6, 1969. Me Planning Board very carefully considered the proposed "Airport" Zone. After considerable discussion on the possible effects of such a broad zone, which had little control on development, and reviewing the set of Restrictive Covenants proposed for the property, the Planning Board tabled the motion for further consideration. Me Board met again on January 9 for further consideration. Preceeding its meeting, the Board met with the Council's Airport Committee, the City Manager, and Airport Manager for a better understanding of the problems as well as proposal. After considerable discussion of the problem, the Planning Board voted four to 0 that the order be approve_d subjectto deletion of the sentence "Included within this zone are those parts of Bangor International Airport (formerly Dow Air Force Base) and adjoining properties which are row occupied, or proposed to be occupied iw accordance with the Comprehensive Plan, by" and the insertion in its place the phrase "this zone is for. The Planning Board further felt the c mittal letter to Council should indicate that the Board is not satisfied with this result, that more adequatezing i important and critical, but the Planning Board cognizes the immediate need to eleviate the pressing problem. Further that the division of the airport area into r ral m appropriately zoned areas should be an immediate task. ConsideringChat the development The Honorable City Council 2 January 10, 1969 of the airport, in effect, is an economic development of a substantial land area with tremendous influence and effect upon the City of Bangor, very serious consideration must be given to proper planning of such developmetnot only r to immediate problems, but the much larger and more important long-range development issue.
