specifications; and review estimates for progress and final payments
to contractors.

cords of measurements of quantities; observe the work and materials
with respect to quality, suitability, and conformance with the desi;,r,
specifications, and contract requirements; approve progress and final
estimates of payments to contractors; observe and report relative to
field tests of the work and equipment; and prepare marked -up prints
for use in making record drawings.

C. periodically, as required, additional services of
engineers in commotion with structural and foundational matters,
mechanical or electrical work, equipment and tests, or in con-
nection with claims of contractors, shall be furnished by us.
Il. Upon completion of construction, if requested, we
would prepare record drawings for the works as built.
if. Work of the :;it
The City is W engage and pay for the services of a qualified
materials testing firm to make tests of specimens of material
delivered to the work, supervise the required inspections, tests,
and examinations required in connection with pipe, concrete, and
other materials to be furnished for incorporation to the work, and
to certify as to compliance with the specifications.
As required by the resident representative, the City is to
furnish qualified additional assistants to aid in performance of the
services indicated In vection 1-3. 1 h csty will also furnish sleno-
graphic and survey personnel who will work under the direction of
the resident representative.
Assistants to the resident representative, who are to be
furnished by the City, shall be satisfactory to the resident repre-
sentative. Any assistant whose performance of duties is ansails-
factory, shall be removed from the work and be replaced by a
suitably qualified person.
,The City is to engage and lay for the services of divers, if
required, to assist in determination of the conformance of the work
with design, specifications, and contract requirements of the
; eaduskeag Giver crossing. Such divers would perform services
as directed by the resident representative and repon directly to
him.
The City is to provide the hatial line and grade stakes and
reference points for the work, and check Ne lines, elevations,
reference marks, batter boards, etc., set by the engineer employed
by the contractor, as may be required.

IV. Litigation and Additional Work
..Nothing herein contained shall oollgate Wetcalf & Eddy,
Inc, to prepare for or appear in litigation on behalf of the City
of Bangor or otherwise, or to make investigations or reports
or supply engineering services on matters not covered by this
proposal, except in consideration of such additional compensa-
tion as may be mutually agreed upon.
Thank you for the opportunity of submitting this proposal
and for your consideration thereof. We shall be pleased to
answer any questions relating to the matters presented herein
or make such changes as may be required by the City.

Ill. Compensation
A. For the engineering services indicated under Section I -A,
consultation and advice in connection with the construction, composes -
link is to be the lump sum of $5,000, payable in five (5) monthly
Installments of $800 each, plus ane payment of $1,000. This compea-
sation is to be for services during a period of sic (6) consecutive
months following the date of the "Time of 9eglnolvg Work" by the
Contractor.
Por services of a resident representative furnished by
Metcalf & Eddy, Inc., as indicated under section i compensation
is W be on a time -charge plus expense basis. Our charges, payable
monthly as accrued, will be the a= of salary costs times a multi-
plier of 1.7 plus non -salary expenses. We suggest a budget allowance
of $17,000 be established for thin item.
C, Ior additional services of engineers and assistants, as
indicated in Section LC, and for preparation of record drawings as
indicated in Section i -n, and for other additional services required
to be furnished by Metcalf & Eddy, me., after six (6) consecutive
months following the said date of the "Time of Beginning V. ork
compensation will be derived by applying a multiplier of 2.2 to the
salary cost of personnel for time charged to the work plus non -
salary expenses. Such compensation &hall be payable monthly as
accrued.
U. Salary cost is defined an salary and wages paid to nor -
secret for time chargeable to the project plan a percentage covering:
allowances for sick leave, vacation and holiday pay; taxes and in-
surance premiums based upon payroll; and medical and retirement
benefits.
E. Non -salary expenses include such typical expenses as
costs of transportation and subsistence, long-distance telephone and
telegraph, printing and reproduction and identifiable supplies.
