ORDERED,
THAT The City Manager be authorized to enter into an agreement
with the International Association of Chiefs of Police for the purposes of
conducting a general survey of the Police Department of the City of Bangor
In accordance with a proposal, a copy of which is on file with the City
Clerk, and
BE IT FURTHER ORDERED that the sum of $10,BZ8 be appropriated from the
Contingent Account for this purpose.

AGREEMENT
This Agreement is made and entered into by and between the City of
Bangor, Maine, hereinafter referred to as the "City, " and the Field
Operations Division of the International Association of Chiefs of Police,
Inc., hereinafter referred to as the "Association."
WITNESSETH:
1. The Association, for and in consideration M the covenants here-
inafter set forth and the compensation to be paid to the Associa-
tion as hereinafter specified, agrees to conduct a general survey
of the Police Department of the City of Bangor. It is agreed that
this survey will include studies and recommendations in the
following areas:
A. An examination of crime and police problems, police
manpower and material resources, and community
attitudes and resources, to place the survey in proper
Perspective.
B. Organizational structure, to include a detailed des-
cription of the present structure and the recommended
structure.
C. Administrative and management procedures, to include
planning, direction, control, fiscal management, and
community relations.
D. Allocation and distribution of manpower by time,
function and area.
E. Perswmel management, to include recruiting and
selection, promotion, performance evaluation,
training, career development, salaries and other
working conditions, employee relations, and dia-
ciplinary procedures.
F. Operational procedures, to include evaluation of the
effectiveness of patrol, traffic, investigative and
vice control operations.
G. Communications, to include the use of radio, tele-
phone and teletype, and complaint recording and
dispatching.

H. Records management, to include investigative, identi-
fication, arrest and administrative records, report
processing, information retrieval and storage.
I. Service functions, to include custody of persons and
property; laboratory facilities, building space utili-
zation, adequacy and maintenance of equipment.
J. Relationships with other agencies, to include areas
in which the city and other agencies can mutually
improve police services by simple cooperative
agreements.
2, The Association agrees to begin this study and survey within
Six (6) months of the date this Agreement is executed by the
City or as soon thereafter as is mutually agreeable to the City
and the Association, and will complete the study and survey
with reasonable dispatch.
3. The Association agrees to prepare and deliver to the City
Twenty -Five (25) copies of the survey report reflecting the

results of the study and presenting recommendations for
improvements. The Association agrees further to provide,
on request by the City, the services of one of its consul-
tants for a period of time necessary for oral presentation
of the report.
4. The Association will conduct the survey at a cost of Ten
Thousand, Eight Hundred and Twenty Eight Dollars
($10, 828) to be paid the Association by the City as follows:
A. Thirty days after the date of the commencement
of the field work on this project, the sum of
Three Thousand Dollars ($8, 000) shall be due and
payable to the Association by the City.
E. Ninety days after the date of the commencement
of the field work on this project, the sum of
Three Thousand Dollars ($9, 000) shall be due and
payable to the Association by the City.

6. It is understood and agreed that the City will provide one or
more employees of the City, as required to make the neces-
sary tallies under the direction of an assigned staff member
of the Association for the purpose of tabulating the data nec-
essary to perform the manpower allocation and distribution
phase of the survey.
7. Neither the Association nor any employee of the Association
participating in the survey will be deemed an employee of the
City. The selection and designation of the personnel of the
Association to participate in this survey shall be made by
the Association and in all other respects the Association will
act in the capacity of an independent contractor and shall not
act under the direction or control of the City or any of its
officials or employees.
8. The City will indemldfy and hold harmless the Association
from all claims, demands, and suits that may be brought or
filed against the Association by anyone as a result of the
distribution by the City to third persons of any reports or
recommendations furnished to it by the Association.
IN WITNESS WHEREOF, the City of Bangor has caused this Agreement to
be executed by the proper officers on . 1968.
