No person, firm or corporation shall operate, or cause to be operated, any vehicle (except taxicabs and concern anal contract carriers soder the control of the Public Utilities Commission) for the transport- ation of property for hire from place to place within the City of Bangor, unless licenses therefor by w n lice,se under the signature of the City Clerk, and payment to theCity Clerk of annual license fee of fNtkd ten dollars for each vehicle.
