SUBJECT: Schedule of Licenses and Permit Fees
On June 11, 1969, the City Auditor directed all department heads to make
recommendations regarding changes to up -date the various charges for
departmental estimated revenue. The Auditor has received the recommendations
and is in the process of incorporating them into a proposal for review by the
Finance Committee.
In regard to the schedule of license and permit fees, I have made a comparison
between the schedules of Bangor, Lewiston, and Portland (see attached) . These
schedules are far from being uniform in content and amount of fee charged. I
have recommended to the Auditor the up -dating of certain existing license and
permit fees (attached). These recommendations reflect the fees that are being
levied in other large Maine municipalities, namely Lewiston and Portland, as
well as the possible out-of-pocket expenses to the City in its regulatory
capacity in connection with the particular license or fee.
The regulatory responsibility of the city is limited to the areas of health, safety,
and welfare by Maine law. I feel that Maine law is quite limiting as to the
areas whereby municipalities may issue licenses and permits. There are certain
areas of licensing enjoyed for revenue purposes by other states that Maine does
not have. There are some areas of regulation in which licenses and permits are
being issued in Portland and Lewiston which, if not already under consideration
In Bangor, should be now considered. I have attached for your review a list of
these types with their respective fees as they are charged by Lewiston or
Portland. The City Solicitor should also review each of these for his opinion
on its feasibility under the general ordinance powers of the City.
In 1968, $67,555.90 was received by the City in fees for licenses and permits.
This amounted to about 4% of all re received excluding taxes, payments
in lieu of taxes, and grants-in-aid revenue
last review of fees was in 1959.
Most recent ICMA information indicates that on the average, at least 6% of
municipal revenue comes from licenses and permits.*

EXCEPT in the case of Pearl Cabs and Taxi Cab Drivers, applies-

Applications for Taxi Cab Drivers' licenses shall be made on Use

Section 109:
Exemotions. The provisions of this ordinance shall not apply to

confined or limited to members only of said associations, organ-
izations, clubs or societies.

premises to be used for private dances conducted by other persons.
Clubs, organizations or societies where no admission fee is
charged. -
Section 110:
Penalties. Each day any person operates any business after the
license £ee therefor becomes due and payable, without paring such
fee and securing a license for such business, shall constitute a
separate offense.
Bboever violates any provision of this ordinance, upon conviction,
shall be subject to a fine not exceeding one Hundred (4100) dol-
lars.
Section 111.
Enforcement. It shall be the duty of the Health Officer or his
subordinates at his direction, to infect all establishments

1. Cemetery Grave Opening Fees
Mr. Walter R. Byard, Jr., Superintendent of Cemeteries, has made
a
recommendation to the City Manager to raise the grave opening service
charge fees from $35.00 (summer) to $50.00; from $50.00 (winter)
to
$65.00. (See attached proposal.)

It is suggested the City of Bangor increase the amount charged Per
grave openings due to the fact of increased labor and equipment costs
since the present rates otere established in 1957.
