Amending Chapter 165, Land Development Code, District Map by Changing the Parcel of Land at 32 Cottage
Street from Urban Residence 1 (URD-1) to Urban Residence 2 (URD-2).
Summary
This ordinance would change a .28 acres parcel of land located at 32 Cottage Street from URD-1 to URD-2 to
allow for more units to be allowed. Currently, the building has 2 units on the property and has non -conforming
protections for the second lot. The zone change would allow up to 4 units on the property if other lot
requirements are met.
This is a request from the subject property owner, Isidore and Shelly Okere residing at 243 Fox Hollow Lane in
Bangor,. The 2012 Comprehensive Plan did call this lot out as URD-1. The policy of the City Council has been,
in the last few years, to create housing units where feasible.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map by Changing the Parcel of Land
at 32 Cottage Street from Urban Residence 1 (URD-1) to Urban Residence 2 (URD-2).
WHEREAS, the subject lot is over 10,000 SF to accommodate more units; and
WHEREAS, the City Council has a policy to create new residential units where feasible;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor is amended as follows:
The Zoning District Map is hereby changed by changing the parcel of land at 32 Cottage Street from Urban
Residence 1 (URD-1) to Urban Residence 2 (URD-2). Said parcel contains approximately .28 acres in size and
being more particularly indicated on the map attached hereto and made a part hereof.

Please accept this memorandum as the recommendation from the Planning Board for the noted item.
The Planning Board considered this item in a duly noticed public hearing on January 4, 2022.
The meeting was conducted in the Council Chambers at City Hall. Members in attendance were the
Chair, Ken Huhn, and Members Reece Perkins, and Don Meagher. Alison Coladarci, Lisa Shaw, and
Mike Bazinet attended by Zoom.
The applicants Isidore and Shelly Okere presented the application. There was no public comment.
Board member Reece Perkins indicated he feels these applications are spot zoning. He also remains
concerned that the city is considering zoning changes during the comprehensive plan process. He
recognizes the need for more units of housing but wants whole neighborhoods to be analyzed.
Member Shaw indicated the Comprehensive Plan shows the neighborhood as a developing area and
is supportive of the change.
Member Meagher made a motion, with a second from Member Shaw, to recommend to the City
Council that the zone change ought to pass. The motion carried 5.1 with Member Perkins dissenting.
