ORDERED,
THAT, WHEREAS, the City of Bangor is contemplating the
reconstruction of the Main Street sidewalks between Hawnond
Street and Union Street during the coming summer as a part of
the Kenduskeag Stream Urban Renewal Project, Project Me. R-9,
and,
WHEREAS, it has been recommended by previous planning
studies, and as a part of the Urban Renewal plan, that parking
be removed from Main Street so as to improve the flow of traffic,
and,
WHEREAS, some of the property owners and tenants on Main
Street have expressed concern regarding removal of parking, now
therefore, be it
ORDERED, that the proposed reconstruction plan for Main
Street be established as follows:
(1) The existing sidewalks on the west side from Hammond
Street to Union Street, and on the east side from Broad Street
to Union Street shall be widened by approximately 2 feet so as
to maintain four -lane, 48 foot wide travel way.
(2) Decorative planters, benches, or other street furni-
ture, shall be incorporated along the widened sidewalks to the
extent that the axisting Urban Renewal construction budget will
allow, and to the extent that it will not infringe upon the
effective clear width of the present sidewalk.
(3) Parking shall be prohibited on both sides of Main
Street within the above-mentioned limits between the hours
of 9:00 A. M. and 6:00 P. M. except on Sundays and holidays.
Said parking restriction shall also apply on occasions that
the majority of the stores a open for business beyond the
above-mentioned time limits, and on holidays, until scheduled
parades have been concluded.
(4) The above-mentioned parking restriction will not be
enforced until temporary off-street parking facilities a
provided on the City Hall lot, and in the so-called "flatiron"
block on Broad Street.
(5) The parking removal on Main Street shall be con-
sidered as permanent for a period of at least one year. At
that time, consideration may be given to the reestablishment
of parking o side only, with the understanding that the
roadway width will never permit the reestablishment of parking
on both sides.
(6) The curbside lane may be used for temporary stopping
for the purpose of discharging or taking on passengers, delivery
of mail, freight, or parcels, or emergency stops. Unattended
vehicles shall be considered to be in violation.
