CITY OF BANGOR
(TITLE.) Mrbin=e, _. _ proposed ordinance

THAT Chapter lx, Article 14 of the Laws and ordinances of the City of Bangor
shall be amended as follows:
Section 13 Retirement: All firemen who are members of the State of Maine
Retirement System shall be entitled to a retirement benefit, as provided in
Title 5, Maine Revised Statutes Annotated, Section 1092, Sub -section 3, as
mended, after having completed twenty (20) years service with the Bangor Fire
department.
Section 14 Service Be end Twenty (20) years: Retirement after twenty -(20)
years of service, as provided in Chapter II, Article 14, Section 13, shell not
be mandatory for all firemen who are members of the State of Maine Retirement
System. All fireman desiring to continue employment beyond twenty (20) years
0f service shall file a written application for extension of employment with
the City personnel 0irectorsix months before completion of said twenty (20)
years.
Section 15 Service Review Committee: There shall be established a Service
Review Committee, hereinafter referred to as the "Ca®ittee",ceated for the
purpose of recommending to the City Manager action to be taken on applications
by Firemen desiring to extend their teams of service beyond twenty (20) years.
15.1 Membership: The Committee shall csist of five (5) members,
four (4) of which shall be appointed by the City
Council, snit fully, the City Council appointees
shall consist of one (1) medical doctor to serve
until January -1, 19705 one (1) member of the Civil
Service Commission to se until January 1, 1971.

The fifth (5) committee member shall be a duly
elected representative of the Fire Department.
Members of the Fire Department shall annually
elect a representative, 'plus a alternate, to
serve for one (L) year or until successors are
elected.
15.2 Function:
It shall be the function of the Committee to hold
meetings when required and to advise the City Merger
with respect to applications by members of the Fir
Department desiring to extend their terms of service
beyond twenty (20) years.
15.3 Vacancies:
If for any reason avacancy shall exist among the
City Council appointeesto the Committee, the City
Council shall appoint a replacement o similar
qualifications for the remainder of thunexpired
The elected alternate shall serve in place
of the representative of the Fire Doper omen. In
ant that the elected representative or the alternate
is unable to serve on the Committee, the Fire
Department membership shall elect replacements for
the remainder of the unexpired term.
L5.4 Compenhetioa:
The Committee shall serve without campeneacion,
but shall be reimbursedfor all necessary expenses
incurred in the performance of their duties.
15.5 Votes:
Each member of the Committee shall be entitled to
nsns e (1) voce. Four (4) member shall be idered
aquo um for purpose of taking action o any application.
Four (4) votes shall be necessary in order to pass on
any application.
15.6 Procedure:
Upon receipt of any application for extension of
employment, the City Personnel Director shall arrange
for a physical examination of the applicant and

written examination to be given within thirty (30)
days by the Civil Service Commission. The results
shall be forwarded directly to the Committee.
Within ten (10) days after the receipt of results

for all examinations, the Committee shall meat and

application. Me results of the

Committee's decision shall then be forwarded to the
City Murder for final disposition. In the event
the City Manager denies the application, the applicant
may appeal within ten (10) days to the City Council.

15.7 Annual Review In addition to the above procedures, the Cwaittee

w the status of all firemen who
have extended their employment beyond twenty (20)

ARTICLE 21A
RETIRKnENT
All firemen who are members of the Naive State Retirement System shall
be entitled to retire after having completed twenty (20) years of service
with the Bangor Fire Department, Retirement benefits shall be granted and
®pared in accordance with Chapter II, Article 14, Section 13 of the Laws
and ordinances of the City of Bangor.
As soon as is reasonably possible, the City shall make eery attempt
to provide for a similar retirement after twenty (20)years of service for
all firemen who are members of the City of Bangor Pension pian.
