Frawley City Engineer City Hall Bangor, Maine 04401 Dear Mr. Frawley: In response to your recent request regarding a feasibility study for a refuse burning boiler plant to augment the steam plant at the Dow Airfield, we are pleased to submit herewith a proposal for engineering services Including a study and investigation of the problem. Engineering Services 1. Update refuse quantities from our 1964 Incinerator report. 3. Consider adaptation of an existing boiler to refuse burning. 3. Estimate the capacity, size, and available steam production for a new refuse -fired boiler plant. 4. Estimate construction and operating costs for proposed plant. 5. Prepare preliminary layout and suggested location of the proposed facility. Mr. John T. Frawley October 29, 1969 6. Compare estimated operating costs with present operating costa for existing boiler plant. 7. Submit the results of our study to the City in report form, ten (10) copies of which will be famished. Assistance by the Owner It is understood that the City of Bangor will furnish us, with- out cost, all available, existing and pertinent data relating to the existing boiler plant including costa of operation and maintenance. Period of Service Following authorization to proceed, the services indicated in this proposal will be started promptly and the work completed in about three months from date of authorization. Payments We offer to perform the engineering services stipulated herein for a lump sum fee of $6, 000, payable on the submission and acceptance of the final report. A signed copy of this proposal by an authorized official of the City of Bangor will be accepted as authorization to proceed.
