THAT the City Manager, on behalfof the City Council, is hereby authorized to contract with R. Murray Briggs, Richard W. Briggs and Allison J. Briggs, on such terms and conditions as are 1n the best interests of the City of Bangor, to include the grant of an exclusive franchise for a period of ten years for placing and maintenance of a Community Antenna Television System and appurtenances or parts thereof, along public ways in the city of Bangor, all to be in accordance with the provisions of Title 30,Section 2151, as 2h, Maine Revised Statutes as Amended and Chapter J, Article 3 of the Ordinances of the City of Bangor as Amended. Goff City Manager 58 Hammond Street - Room #24 Bangor, Maine 04401 Bear Mr. Goff It is our understanding that the City Council is prepared to consider anew the matter of granting a permit for the con- struction - struction andoperation of a community television cable system within the Bangor City limits. We also understand that the city tabled several applications three years ago in order to allow the Maine Courts and the State Legislature time to clarify certain laws and ordinances pertaining to the granting of cable television permits. Believing that we have the necessary capital, business exper- ience and technical knowledge to properly serve the residents of the city we respectfully request that the City Council authorize you to grant us a permit for construction and operation of a community cable television system. We would be happy to submit to your office any details such as construction costs, programming plans, proposed subscriber charges, etc. that you may desire. Sincerely,
