To: Mr. Jay R. Alley, City Clerk
The Housing Authority has completed plane for providing e
full-time security police patrol through the Capebert area.
This hes been coordinated with, and has received the full
approval of the City Manager and the Chief of Police. Rather
than use one of the regular Patrolmen for this purpose, it WE
decided to appoint a well qualified individual a constable
to perform this service. Our beet x mmendation fs
this r -
pect is Louie E. Coffey --he appears to have an outstanding
background in police work and comes highly recommended by the
Police Department.
Request that you expedite his appointment as Constable
through the City Council at your earliest convenience.

TO: The Honorable City Council

AN Hogan Road Zone Change (Agricultural to
G.B.) City Council Order No. 184-R
Gentlemen:
Please be advised that the Planning Board held a Public Hearing June
15, 1970 on the above request.
The Planning Board gave very careful consideration to the proposal, to
its effect on the area,
and the Problems involved. play also considered the
proposal in relation to the Comprehensive Plan and the desirability of such
modification.
Because the Board felt there were problems in the area relative to the
City's access oad to the treatment plant, access to the Industrialand, problems
related cos needs ands need for widening l of Hogan Road, they felt it
improper to approve the entire request.
Considering these factors, the Planning Board voted to approve the request
fora charge from Agricultural to General Business subject to modification of
the area to read as follows:
Beginning at the southerly corner of Hogan Road and
Stillwater Avenue; thence in a southwesterly direction
by and along the southeasterly side line of Stillwater
Avenue to a point 50 feet northeasterly of Penjajawoc
Stream; thence in a generally southeasterly direction and
remaining 50 feet parallel to the center line of
Penjajawoc Stream to the northwesterly line of a right
of way of the City of Bangor; thence by and along the
northwesterly line of the said right of way In a
generally northeasterly direction to a point on the
westerly side of Hogan Road; thence in a generally northerly
direction by and along the generally westerly line of Hogan
Road to the point of beginning.
The Honorable City Council Page 2 June 19, 1970
Recognizing the need for future widening of Hogan Road which i necessary
for the proper deve Lopment of that a and which becomes m imperativewith
the Incec
sed c ial development, the Planning Board unanimously recommended
that the City should acquire such necessary additional right of way landothe
westerly side of Hogan Road by dedication.
