And that the said City Engineer met at the time and place of meeting specified in the notices
and proceeded to lav out. said Strickland Road widening, as follows:
Beginning at a point on the centerline of the existing 49.5
foot wide right -o£ -way, said point being approximately 1750 feet
east from Aenduskeag Avenue at station 36 + 0, as shown on City
of Bangor Right -Of -Nay Plan No. R-856;
thence North 550 9' 30" East along the centerline of the
existing right-of-way for a distance of 564.02 feet to a point;
thence along a curve to the right having a deflection angle
of 14" 23' 53", said curve having a radius of 3B19.72 feet for a
distance of 959.87 feet to a point, said point being on tangent;
thence North 69° 33' 23" East for a distance of 1137.00 feet
to the centerline of the right-of-way of Broadway. The new
Strickland Road right-of-way has been laid out 80 feet wide,
measuring 40 feet at right angles to either side of said line.
The City Engineer proceeded to lay out a grade for said
right -o£ -way, as follows:
Beginning at station 38 + 0 at elevation 152.00, said point
being the beginning of a 400 foot vertical curve, having an ex-
ternal of 1.11 feet;
thence proceeding along said curve to elevation 157.57 at
elation 42 + o;
thence continuing to ascend along a tangent to said curve
to elevation 159.40 at station 48 + 50;
thence ascending on a 500 foot vertical curve having a
external of 1810 feet to elevation 165.11 at station 53 + 50;
thence continuing to ascend
sendo a grade of 2.04 percent for
a distance of 94.93 feet to elevation 166.13;
thence ascending on a 400 foot vertical curve having an ex-
ternal of 0.95 feet to elevation 170.51;
thence continuing to ascend on a grade of 0.148 percent to
station 64 + 39 at elevation 171.43;
thence continuing an additional 26 feet more or less to the
existing grade at the centerline of Broadway.
The above-described laying out requires the acquisition of
additional right-of-way, slope easements, and drainage easements,
all as shown on City of Bangor Plan No. R-856, Strickland Road
Reconstru Rion Right -of -Way Plan, dated June 22, 1970, on file
n the office of the City Engineer, and more fully described as
follows:
Land Acquisition
Land Owned by Husson College, Parcel No. 5
Beginning at a point on the southerly line of the axisting
Strickland Road right-of-way at the easterly terminus of the
previous widening as recorded in Penobscot Registry of Deeds,
Volume 2170, Page 114 said point being opposite station 38 + 0,
as shown on City of Bangor Right -of -Way Plan N0. R-856;
thence North 550 09' 30" East along said existing right-cf-
way line for a distance of 1040.00 feet to a point;
thence continuing along said right-of-way line on a bearing
of North 700 06. 30" East for a distance of 1576.44 feet to the
westerly right-of-way line of Broadway;
thence South 690 33' 23" West for a distance of 1100.25 feet
to a point, said point being the beginning of a curve to the left
having a radius of 3779.72 feet;
thence along said curve
e for a distance of 949.80 feet to a
point, said point being on tangent;
thence South 550 09' 30" West on a line parallel to and 15.25
feet south from the existing right-of-way line of Strickland Road
for a distance of 564X02 feet to a point;
thence in a northerly direction at right angles to the last
described line for a distance of 15.25 feet to the point of be-
ginning. The above-described parcel contains 0.875 acres
and i
a part of the same premises conveyed to Hueeon College by Coffin 6
Wimple, Inc. by deed dated June 22, 1966, and recorded in Penob-
scot Registry of Deeds, Volume 2059, Page 201.
Recommended damages: $2190.00
Land Owned by "-' "' Florence H. Grant, Parcel No. 1

Beginning at a point on the northerly right-of-way line of
Strickland Road at the easterly terminus of the previous widening
as recorded in Penobscot Registry of Deeds, volume 2170, Page 114,
said point being opposite station 38 + 0, as shown on City of
Bangor Plan No. R-856;
thence in a
northerly direction at right angles to Strickland
Road right-of-way line for a distance of 15.25 feet;
thence North 55" 09' 30" Bast o a line parallel to and
15.25 feet north from said northerly line of Strickland Road for
a distance of 564.02 feet;
thence continuing along aee to the right, said curve
having a radius of 3859.72 feet for a distance of 343.22 feet to
a point intersecting the existing right-of-way line of Strickland
Road;
thence South 550 09' 30" west along said northerly line of
Strickland Road for a distance of 706.79 feet to the point of
beginning. Fhe above-described parcel contains 0.255 acres,
and
HBa part of the same premises obtained by Judson M. and Florence
Grant from Joseph and Stella M. Wozneak by deed dated December
3, 1959, and recorded in Penobscot Registry of Deeds, Volume 1704,
Page 133.
Land to be Vacated, Parcel 2-A
A portion of the existing Strickland Road right-of-way
is to be vacated, to revert to Rm==Pat and Florence H. Grant,
described as follows:
Beginning at a point formed by the intersection of the
easterly line of said Grant property with the northerly right-
of-way line of Strickland Road;
thence ina southerly direction along a projection of Said
easterly line of said Grant property for a distance of 18 feet
more or less to the northerly line of the proposed new right-of-
way;
thence in a westerly direction along said new right-of-way
line along a curve to the left having a radius of 3859.72 feet
for a distance of 163 feet mo r less to the intersection
with the existing right-of-way line of the Strickland Road;
thence North 551 091 30" East along said northerly line of
Strickland Road for a distance of 146.19 feet more or lees to
a point;
thence North 700 06' 30" East for a distance of 17 feet more
r less to the point of beginning on the easterly line of said
Grant property. The above-described parcel contains 0.27 acres.
The net area to be acquired is, therefore, 0.228 acres, and
the recommended damages are $570.00
Land Owned by Mildred Weiler Parcel No. 3
Beginning at a point formed by the intersection of the
easterly line of said Weiler property with the northerly right-of-
way line of Strickland Road;
thence in a northerly direction along said easterly line of
said Weiler property for a distance of 23.24 feet to a post,
said point being on the northerly line of the proposed new
Strickland Road right-of-way;
thence South 690 331 23" West for a distance of 338.3 feet
more or less to a point;
thence continuing along a curve to the left having a radius
of 3859.72 feet for a distance of 356.60 feet to a point, said
paint being at the intersection of the existing Strickland Road
right-of-way line;
thence North 70" 06' 30" East for a distance of 694.4 feet
more or less to the point of beginning at the easterly line of
said Weiler property; The above-described parcel contains 0.279
and isa part of the same premises conveyed to Earl Weiler
by the G. B. Derby Co., Inc. by deed dated October 27, 1931, and
recorded in Penobscot Registry of Deeds, Volume 1057, Page 408.
A portion of the existing Strickland Road tight -of -way
s to be abandoned, to revert to said Mildred Weiler, more fully
described as follows:
Beginning at a point formed by the intersection of the
westerly line of said Weiler land with the northerly line of the
existing Strickland Road right-of-way;
thence in a southerly direction on a projection of said
westerly line of said Weiler land for a distance of 16 feet more
or lees to the intersection with the northerly -

line of the proposed new right-of-way;
thence in
an easterly direction along said new right-of-way
line on a curve to the right having a radius of 3859.72 feet for
a distance of 116 feet more r less to the intersection with the
northerly line of the existing right-of-way;
thence South 701 06' 30" West for a distance of 115 feet
more or less to the point of beginning. The above-described parcel
contains 0.016 acres.
The net area to be acquired is, therefore, 0.263 acres, and
the total recommended damages are $660.
Land Owned by Hollis and Harriet L. Higgins, Parcel No. 4
Beginning at a point formed by the intersection of the west-
erly line of said Higgins property with the northerly sight -of -way
line of Strickland Road;
thence in a northerly direction along the westerly line of
said Higgins property for a distance of 23.24 feet to a point,
said point being on the northerly line of the proposed new
Strickland Road right-of-way;
thence North 691 33' 23" East for a distance of 762.37 feet
to the westerly right-of-way line of Broadway;
thence in a southerly direction along said westerly right-
of-way line of Broadway for a distance of 30.65 feet to the
northerly line of the existing Strickland Road right-of-way;

thence South West along the northerly line of
the existing Strickland Road right-of-way for a distance of
760 feet to the westerly line of said Higgins property at the
point of beginning. The above-described parcel contains 0.484
acres and is a part of the se premises obtained from Almon B.
Stewart by deed dated ,June 27,, 1950, and recorded in Penobscot
Registry of Deeds, Volume 1323, Page 19.
The total recommended damages are $1210.
All of the above-described land acquisition is shown o
City of Bangor Plan 90. R-856, Strickland Road Reconstruction,
Right -of -Way Plan, dated June 22, 1970.
Slope Easements
In addition to the above-mentioned land acquisition, certain
slope easements are necessary to permit the City of Bangor or its
agents to enter the landoutside of the right -o£ -way limits to
construct and maintain slopes of the highway, as long as they are
necessary for highway purposes on land outside of and adjoining
the right -o£ -way lines of Strickland Road, within the limits de-
fined by the construction limit lines shown on said City of Bangor
Right -of -Way Plan No. R-856. Said slope easements are as follows:
On land of Mildred Weiler, between station 49 + 49+ and
50 + 42±, and between station 53 + 43t and 54 + 29:t.
On land owned by Hollis and Harriet L. Higgins, between
station 63 + 80± and station -1 + 74:L on Broadway.
On land owned by Husson college, between station 59 + 86M+
and station 0 + 85± on Broadway.
No damages are recommended for the above-described elope
easements.
Drainage Easements
In order to properly install and maintain a new 18 -inch
culvert at station 50 + 28±, said culvert being a replacement
and extension of existing culvert, drainage easements are es-
tablished as follows:
on the land of Mildred Weiler, the perpetual right for the
City of Bangor or its agents to enter upon the land outside and
adjoining the boundaries of the Strickland Road tight -of -way at
about station 50 + 28 for all purposes necessary to install inlet
ditches to said culvert.
On the land of Husson College, the perpetual right for the
City of Bangor or its agents to enter upon the land outside of
and adjoining the boundaries of said Strickland Road right -o£ -
way at about station 50 + 28 for all purposes necessary to es-
tablish and m, intain drainage ditches from the outlet of said
culvert; alsogranting the right to flow water through, over,
and across
said Husson land outside of the boundaries of Strick-
land Road in a generally southerly direction along the existing
drainage channel.
No damages are recommended for the above-described drainage
easements.
There appeared at the time and place set for the hearing
Mr. Lawrence Tibbetts, representing Hasson College. The proposed
construction project was explained to him as well as a description
of the proposed land acquisition, and the recommended damages.
Mr. Tibbetts indicated that Musson College was not opposed to
the land acquisition. No other person appeared at the time and
place of the hearing.
It is, therefore, recommended that the new right-of-way
line and grade be established as described above and that the
damages be paid, as noted herein.
