In order to reflect the community concero for the needy, to provide welfare
enrollees with a more acceptable means of appeal, and provide the community at
large with a method to euggest new approaches for welfare service, a seven cam-
ber welfare advisory committee is proposed.
The composition of this ocardbtee will be as follows:
1. A Bangor public official (councilman or department head) to be
appointed by the Bangor City Council.
2. A Berger City Welfare Department recipfeht to be appointed by
the Bangor City Council.
3. One Bangor resident meeting O.Z.O. guidelines appointed by the
Bangor City Council.
4• One member from a social service agency, ( United Commnity
Service of Penobscot Valley or the Concealing Canter). The Bangor
City Council to appoint the agency. The agency to appoint a
member.
$. One member fben a local business appointed by Council (suggested
Chamber of Commerce.
6. One resident of Bangor to be appointed by the City Council.
7. One minister of a local church (Council of Churches). Council of
Churches should appoint minister.
The Director of the Welfare Department will be an ex-offico member.
Five members present will constitute a quorum. There shall be
three alternate members to be called in emergency situatione if a quorum
cannot be achieved.
This committee will meet each six months to review the welfare
policy manual and make recommendations to the welfare director and the
City Council and/or the City Manager.
This committee will meet he a monthly and/or emergency basis for the
purpose of reviewing cases appealed by recipients or persons applying for
aid. Recommendations will be given directly to the City Manager who has a
maximm of 21 days to make a decision. A letter stating the recommendations
and an explanation will be sent to the participant being reviewed. Veen
the request of the person appealing or the City Manager, recommendation shall
be sent to the Banger City Council.
The Welfare Advisory Committee during each six months' period will. re-
search and develop recommendations for methods to better aim welfare re-
soes problems epeci£ic to Banger residents. Research projects will
also provide the Welfare Department with methods for better utilization of
the total eemmeity resources.
Me Welfare Advisory Committee will be responsible for at least one
public meeting per 6 as. period to gain direct community input in its
recommendation for welfare policy and will keep the community informed
of welfare system changes.
The Committee within sixmonths should follow-up each reoommendatien to
determine if say action was taken and present new recommendations as deemed
necessary by the committee.

Welfare Advisory Committee
Section 6i There is hereby established a Welfare Advisory Committee which
shall consist of seven (7) members who shall be appointed by the
City Council.
6.1.1 Selection of Members
The composition of the committee Will reflect a broad cross-section of
the community, including at least one client of the forgot Welfare Depart -
meet and one citizen professionally qualified In the areas of human relations
and social welfare.
6.1.2 Lerma of office
Me appointments shall be for three year terms but the initial appointment
shall be as followsi three for three years, two for two years, and two for
one year.
6.2 Quorum
A quorum is four members of the appointed committee.
6.5 Etas rmen
The Chairman of the Welfare Advisory Committee shall be chosen annually
at the first meeting (in Jam ary) of each year by majority vote of the committee.
The coairman shall be responsible for calling emergency meetings and for insuring
that a quorum Is present. the committee may also choose a Vice -Chairman and
any other officers as it deems necessary from time to time.
6.4 Ex -officio Member
Me Director of the Welfare Department N11 serve as an ex -officio member.
6.5 Meetln s

6.6 Functions
It shall be the function of this round timet
To review the Welfare Policy Manual, to research
arch and develop r e
dations for the Welfare Director, to gain directcommunity input in its
research on welfare policies, to help aim welfare z at problems
specific to foment residents, to recommend projects thatwillseek to provide
the Welfare Department with better utilisation of the total community resources,
and to review actions taken concerning these recommendations.
Me Committee will provide copies of Its recommendations to the appropriate
City officials (City Welfare Director, City ymager, City council, etc., as
the recommendation may warrant).
