BANGOR CITIZENS ADVISORY COMMITTEE
Whereas, this Committee, having been officially appointed by the City Council
of Bangor, Maine, and having been officially designated as the Bangor Citizens
Advisory Committee, is desirous of operating In an organized manner,
Now, therefore, be It resolved that the following By -Laws be adopted and by the
passage of this resolution by majority vote are declared to constitute the official
By -Laws of the Bangor Citizens Advisory Committee, subject, however, to
ratification and approval by the City Council of the City of Bangor.
ARTICLE I - PURPOSE
The purpose of this Committee is to serve as the formal means through which
active citizen participation is provided to aid and support the development and
the carrying out of Community Improvement for Bangor. The functions of the
Committee will include (1) the use of the skills, knowledge, and experience of
its members and the organizations and groups they represent to assist and advise
the local government withrespect to programs for the orderly growth, development
and improvement of the community; (2) keep the general public informed about
conclusions and recommendations of the Committee.
ARTICLE 11 - MEMBERSHIP
Section 1. The membership of this Committee shall consist of 35 members as
originally appointed unless otherwise changed by the+ Jntdag city
Council of Bangor, a 1%nrity In which case this Section of the By -Laws as adopted
this date by the Bangor Citizens Advisory Committee will be
revised accordingly at the next regular scheduled or called meeting
subsequent to the action of the ,.pc_.ti;.;-autAor{q, city councii.
ARTICLE III - TERM
Members shall serve on this Committee in accordance with the term of office
specified by the at the time of appointment, subject,
however, to the termination of the Committee by the City Council.

ARTICLE 1V - VOTING
Section 1. Each member of the Bangor Citizens Advisory Committee shall be
entitled to one vote on all matters brought to a vote during a
regular or called meeting In which said member is present and
providing a quorum is present at the time as specified in Article V.
ARTICLE V - QUORUM
Section 1. A majority of the membership of the Bangor Citizens Advisory
Committee officially holding appointments from the appointing
authority shall constitute a quorum and a quorum shall be
necessary for the transaction of any official business by the
Committee.
ARTICLE VI - OFFICERS - ELECTION OF
Section 1. The officers of the Bangor Citizens Advisory Committee shall be a
chairman, vice-chairman, and secretary- trea surer and shall be
selected in accordance with Section 2 of this Article.
Section 2. Officers shall be nominated, with the advice of the appeWftaI city
council of Bangor awtheFitq, by a nominating committee selected by the chairman, or
in the case of the first meeting by the temporary chairman. Addi-
tional nominations will be permitted from the floor after the
nominating committee has reported but before final action is taken.
Section 3. All elected officers shall serve for a term of one year or until their
successors have been elected. Officers are eligible to succeed
themselves.
ARTICLE VII - DUTIES OF OFFICERS
Section 1. The chairman shall preside at all meetings of the Committee and
is eligible to vote on all matters coming before the Committee.
The chairman shall appoint all subcommittees subject to the
confirmation of the majority vote of the Committee. The chairman
shall be responsible for scheduling regular meetings and shall
have the sole responsibility for calling special meetings of the
Committee. He shall have the responsibility for preparing all
agendas and for conducting all meetings in an orderly marmer.

Section 2. The vice-chairman shall perform all the duties and assume all the
responsibilities of the chairman In his absence.
Section 3. The secretary -treasurer:
1, Shall keep accurate records on all proceedings of the Bangor
Citizens Advisory Committee.
2. Shall be responsible for issuing all necessary notices, copies
of agendas, etc.
3. Shall be responsible for compiling reports, typing, and related
activities.
4. Shall be responsible for the custody of all funds and financial
reports.
ARTICLE VIII - EXECUTIVE COMMITTEE
There shall be an executive committee to be made up of the chairman and secretary
of the Bangor Citizens Advisory Committee, and the chairmen of the Individual
subcommittees.
ARTICLE 9 - MEETING DATES
Section 1. The regular meeting date of this Committee shall be the first second
asday of every moth
ARTICLE X - SPECIAL MEETINGS
Section 1. Special meetings of the Bangor Citizens Advisory Committee shall
be called by the chairman, or In his absence by the vice-chairman.
Notice by letter or by phone, twenty-four hours previous to the
scheduled time shall be considered ample notice.
ARTICLE XI - ANNUAL MEETING
Section 1. An annual meeting of the Bangor Citizens Advisory Committee shall
be held at the last regularly scheduled meeting in each year. During
this annual meeting the following activities shall take place:
A. A summation of progress made, work accomplished, and the
proposed work program for the coming year, shall be prepared
for delivery to the chief executive of the community.

B. A work program shall be formulated for the coming year.
C. Officers for the coming year shall be elected.
ARTICLE X11 - AMENDMENTS TO BY -LOWS
Section 1, The By -Laws of the Bangor Citizens Advisory Committee, as
officially adopted, shall be amended only in accordance with the
following procedure:
1, All members, holding official appointments to the Bangor
Citizens Advisory Committee shall be furbished a copy of
the proposed changes and/or amendments to the official
By -Laws, at least slaty (60) days prior to any official
vote on said proposed changes and/or amendments.
2. Any changes and/or amendments to the official By -Laws of
the Bangor Citizens Advisory Committee shall be read at
two consecutive meetings of the Committee, said meetings
to be regular meetings held to accordance with the provisions
of the By -Laws presently In effect.
3. A simple majority of the members present at a regular
scheduled meeting of the Bangor Citizens Advisory Committee
shall be deemed sufficient to adopt any changes and/or
amendments to the By -Laws of the Committee provided a
Quorum is present and further providing that other provisions
of this Article have been complied with.
Motion made by Dareforth West,
seconded by Richazd Collenbeeg
that the By -Laws as set forth herein, be adopted and declared by the chairman to
be the official By -Laws of the Bangor Citizens Advisory Committee. Resulting
vote: as Aye, 0 Nay.
