adjacent to the Bangor Gardens and Kenduskeag Gardens Srbdivisions, so called; said
parcel containing approximately 20 acres and being more particularly described as
follows:

Gentlemen:
Please be advised that the Planning Board held a public bearing on the
above request April 27, 1971.
The Board gave very careful consideration to the proposal, those in favor
of it as well as those opposed to the zone change.
After a lengthy discussion of the pros and cous of the proposed project,
its effect on the area and the needs of the Community, the following motion
was approved unanimously by the Planning Board:
The Planning Board finds Nat the proposed land use consistent
with the Comprehensive Plan, but the Board i of the opinionthat the
proposal for development submitted to it is incomplete, in that n
provisions for adequate access
and from the site in question are
provided and unlesse
adequate a acceptable to the Planning Board
s provided, the Board recommends against the approval of the requested
zone change.
The following are some of the conclusions the Board came to in its
considerations:
The Planning Board feels that:
1. limited as it is to multi -family housing, the project would constitute
an appropriate use of the land and would not be inconsistent with the
comprehensive plan
2, it is unanimous
o s in its thinking that the creed for this type of housing
is undisputed and that the designccept adopted by the developer
would L a we Is one addition to the housing market in the City of Bangor
3. such a project, in and of itself, need not have a depreciating effect
on the surrounding neighborhood but rather that this becomes a question
more
related to the reliability of the management of such a project and
theprotection offered by the city's housing code.

4, it seems to be generally agreed that no sexist 1n the City that

similar to that proposed

integral part of the proposal because such a project of this size and
nature necessarily hes an impact on the surrounding neighborhood
6. based upon the information provided the Board at its public hearing,
it appears that the only access to the proposed site of the project
is via Blanchard Street which is absolutely inadequate to support such
a project.

Noremter 1, 1971 gave reconsideration to their recommendation
relative to Council Order No. 160 - Y.
The Planning Board gave very careful consideration to the
traffic access proposals presented and their relationship to the
project needs and to the overall City requirements.

consideration the Planning Board approved by a

The Planning Board having considered the proposal and proposed
access Dads, recomands the zoning change from Residence "A" to
Residence
"C" with a s to ganduskeag Avenue only; Forever, the
Board is of the opinion that as City would be better served by the
construction of the road directly iron Kenduskeag Avenue through to
Broadway.

Subject; Construction of roadway from Renduskeaq 4venue to aroalway
in accordance with your recent request, this office has com-
pleted a preliminary study into the coat of constructing a road
from the Dusson Road near eenduskeag Avenue in an easterly direc-
tiOn to aroadway, bordering the northerly line of land camel by
the Catholic Diocese.
The total length of the roadway would be 3600 feet, and a
70 foot wide right-of-way would be required. .The road would be
classed as a Residential II roadway, which would eventually con -
slat of a 40 foot wile paved travel way with asphalt curbing,
9 foot esplanades, and 6 foot sid walks. For the initial levelop-
meat, it is proposed that the roadway have the following character-
istics,
1. From the Hasson 9oe1 to the went line of the nioceae nev-
elepnent - length. 950 feet.
5incp the land in this area will not be developed for scale
time, it is proposed that the roadway consist of a 24 foot wide
travel way with B foot gravel shoulders and open ditches on both
sides, with no silewalk.As future development occurs, the pave-
ment can be extended to the limit of the shoulders, asphalt curb
can be installed, and a closed drainage system can be provided.
The roadway along the Diocese ncvelopment - length,
1760 feet.
it is proposed that the northerly Bide of the roadway border-

mentioned for the first section, with an 8 foot gravel shoulder
and an open ditch. it is further recommended that the pavement
On the Diocese side be carried t0 the limit Of the shoulder, or
20 feet from the centerline, with the installation of a storm
sewer system, asphalt curb, and a sidewalk.

wcause this section of the roadway will not immediately
be developed, it is proposed that it have the same crass -
section as the first -mentioned length of roadway, with the
exception of the addition of a sidewalk along the southerly
side, since it is anticipated that a reasonable amount of
fact traffic will require access to ncoadway.
The total estimated cost of construction from the Musson
Road to the easterly line of the 0tocese Development is
5130,355, and the proposed assessments are broken down as fol-
low,

The City's share includes 25-c of the storm ower cost, or
$6,2101 950 lineal feet Of roadway at 511.50 per foot, or
$10,9251 anA 1760 feet at $12.75 per foot, or 522,4401 total
$39,575. The Catholic Diocese would pay the remaining 75% of
the storm ewer cast, and would pay a higher front fact assess-
ment due to the extended paving, asphalt curb, and sidewalk
an their side.
The cost of censtructLq the roadway for the entire length
between the Mlsson Road and Broadway would be 5178,795, and the
assessments are broken down as follows:

In computing these assessments, it was assumed that all.,
of the frontage lying west of the westerly line of the catholic
nioeese property would probably not benefit by the extension
of the roadway to nroadway, since the principal access to their
property would be from ;;enduskeac Avenue. consequently, the
McLaughlin assessment would not increase, and only the qusson
frontage opposite the catholic n+ocese would benefit by the
extension of the road to (roadway.
