with the following as Chapter 1, Article y
Citizens Advisory Committee. There is hereby established a Citizens Advisory
Committee on Municipal programs which shall :onaist of 33 members who shall be
appointed by the city council.
1. Membership. Members shall be appointed annually to serve for a
term of three years
s and until a s duly appointed. Any
ancy created on the Committeeshallbefilled by appointment

the City Council for the remainder of aie term.
2. Meetings. Regular meetings shall be held at least a each month

and special meetings may be cal Led as pxided for iv the By -Laws
of the Citizens Advisory Committee.
3. 8v Laws: The By -Laws of the Committee shall include provisions
for the election of a Chairman and such otier officers as the
Committeems
Committee deenecessary, tteesbablishment of a quorum, the

scheduling and calling of regular and special meetings, and the
procedures for the holding of an annual meeting and the issuance
of a annual report to the City Council. Me By -lows maybe
adopted and amended by a majority vote of the Committee, subject,
however, to ratification and approval by the City Council.
4. Functions. It ahall be the function of this Committee:
4.L To consider or stogy such matters of Municipal concera
as my be referred to the Committee by the City Council
or the City Administration, and to report the recommend-
ation of the Committee to the referring party within a
reasonable period of time.
4.2 To consider or study any other =free$ concerning
community improvement for Bangor Mich mabebrought
to the attention of the Committee by any citizen, and
to report recommendations to city officials if it i
deemed appropriate by majority vote of the committee.

matters which may bereferred to the Committeegub-
ommittees shall be appointed by the Chairman and their
areas Of concern my include, but shall not be limited
to, CommunityPlanning, Codes and Codes Enforcement,
Urban Renewal and Public Housing, Capital Improvements,
and Industrial Development.
4.4 To establish and maintain a permanent sub-commi tree
consisting of 1 members appointed by the Chairmanof
the Citizens Advisory Committee, known as the Welfare
Advisory Committee. So fat as the composition of the
Citizens Advisory Committee will permit the Welfare
Advisory Committeewill reflect a broad c section
of the c nftynclud ing at least one client of the
Bangor Welfare Depax teen[ and oncitizen professionally
qualified in the areas Of homanzelations and social
welfare.
4.4.1 Hx-officio Member
The Director of the Welfare Department will
serve as an -officio member of the Welfare
Advisory Committee..
4.4.2 Functions
It shall be the function of this sub-
committee to review the Welfare Policy
Manual, to research and develop recommendations
for the Welfare Director, to gain direct
necessarily input in its research on welfare
policies, to help aim we lfaxe resources at
problem specific to Bangorresidents, to
rec seemed projects that will seek to provide
the Welfare Department with better utilization

actions taken concerningtheseerecommendation .
The sub -committee will provide copies of its
rec endacions to the appropriate City officials
(City Welfare Director, City Manager, City Council,
etc., as the recommendation my warrant)
4.4.3 Meeting_
The Welfare Advisory Committee shall hold regular
meetings at least Once each month.
