The Board gave nsideration to the recite of such signing, to the similar needs of other activities and to the many problems inherent in permitting such signs. After considering the potential for proliferation of such "directional" signs the Board reiterated their previous policy. "It is the opinion of the Planning Board that private directional signs should not be Permitted on the public right-of-way. The approval of any such signs would tend to lead to a proliferation of signs throughout the city. {chile they are intended e a public they could, in effect, become advertising. The implication is than, that if a need exists that is critical - than the City should erect and maintain such necessary public service signs." The Planning Board than voted unanimously to recommend against the request by the Airport Mall Me cohorts for dire ctlonal signs. Also, Mr. Kosobud�s office will have displayed at the October 27th Council Meeting, a map which we sent to him, pin -pointing the suggested sign locations. Members Of The Board: In behalf of the Airport Mall Merchants Association, we hereby respectfully request affirmative approval by the City of Bangor Plan- ing Board for the placement of a limited number of highway signs indicating to vehicular traffic the direction of Airport Mall. ° It is our belief that such signs would perform a valued service n guiding quickly and efficiently both intown andout-o£-town shoppers to the important Airport Mall area. ° A consumer traffic survey conducted at Airport Mall by the Bangor Daily News Marketing Research Department (December, 1970) revealed that 63% of Airport Mall shoppers came from outside of Bangor. The remaining 37% comprised inner-city shoppers. With Airport Mall being such a magnate to draw shoppers to orcity, the requested indicator signs would assist greatly our visitors to reach the Mall easily. ° We propose that the traffic flow to Airport Mall be guided by placing a minimum number of twenty directional signs. ° For suggested locations, please refer to number -keyed map which is a part of this request. 1. We understand that following deliberation by your Board, orre- quest for highway directional signs will them be submitted, with your recommendations, to the City Council for consideration and action. In making o request v realize fully the problems which may arise concerning placement of highway directional indicators. We also realize that some form of standard practices and procedures governing such devices must be formulated. Such action would establish regula- tions applicable to all interested groups including those who now have directional signs in use or planned for in the future. Until .such time as a unified highway directional sign code can be formulated and implemented, werequest a favorable recommendation to o request for the temporary placement of Airport Mall directional signs. This would be in keeping with the spirit of approval which has been granted by the Bangor City Council to the Downtown Merchants Association and Husain College.
