ORDERED,
TBAT in accordance with 30 MRSA A 1911 at seg., the City Council of the
City of Bangor hereby orders the City Clerk to place on a ballot at the election
to be held on November 2, 1971 the following proposed amendments to the City
Charter of the City of Bangor.
The Chanter of the City of Bangor is hereby amended by adding the following
article:
ARTICLE II -A
EBPERINTBNOING SCHOOL COMMITTEE
Sec. 1aserf Duties. The Superintending School Committee shall have
all the powers and perform all the duties in regard to the c and management of

the public schools of the City of Burger, which map hereafter be con-
ferred
-
ferred and imposed upon Superintend4g School Committees by the laws of the State
of Maine, except as otherwise provide] in this Charter. They shall elect a
Superintendent of Schools for a term not to exceed five (5) years, who shall have
the ewe and supervision of said public schools under their direction, and act as
secretary of their Board; aerf they shall fix his salary. They shall annually
furnish to the City Council an estimate in detail of the s ral s required
during the a r
ensuing municipal year for the support of public schools. On the basis
of such estimates, the City Council shall make one grass appropriation for the
support of the public schools for the aa uing municipal year, and such appropriation
shall not be exceeded, except by consent of the City Council, but the expenditure
of said appropriation shall be under the direction and control of the Superintending
School Committee.
Sec. 2. Composition, Election, Tenure of Office, etc. At a special election
to be held not more than ninety (90) days after the effective date of this amendment,
the qualified voters of the City of Bangor shall ballot for the five (5( members of
the Superintending School Transmitter to be elected, at large, by popular vote of the
qualified voters of the City of Banger, and thereafter at each regular municipal
election the qualified voters of the City shall ballot far candidates for offices
of School Committee Members whose terms expire that year. All members of the School
Committee shall serve for terms of three (3( years, except that in the first instance
the candidate a ruing the largest total of votes shall be elected to s until
the first Monday r
in November 1974; the next two in total number of votes to be
elected to serve
until the first Monday in November 1973; weal the next two in total
number of votes
to be elected to serve until the first ronday in November 1972.
Those members of the Superintending School Committee holding offices at the
time this amendment takes effect shall serve only until their successors are duly
elected and qualified.
Sec. 3 Chairman. The members of the School Committee shall annually by
majority vote designate one of its members to serve as Chairman of the School Com-
mittee.
Sec. 9. Vacancies. in case of a vacancy caused by the death, resignation,
removal from the City, or removal from office, or for any other reamon, of the
Superinteexlieg School Committee, the vacancy shall be filled forthwith by the
City Council for a period to terminate at the next regular municipal election, at
which time there shall be elected a member who shall serve the remainder of the
unexpired term, or fill the vacancy if there be no unexpired term.

ARTICLE 1V, Section 3, of said Charter is hereby repealed and replaced with
The following:
Sec. 3. Nominations for elective officers to be made by petition. The n i
ation of all candidates fox elective office provided for by this Garter shall be
by petition. The petition of a candidate for Councilman shall be signed by not
less than one hundred and fifty nor more than two hundred qualified voters of the
City. The petition of candidates far wooden and word clerk shall be signed by not
less than twenty-five n e than fifty qualified voters of the ward wherein the
candidate is to be elected.And the petition of a candidate for a member of the
Superintending School Committee shall be signed by not lees than one hundred nor
more than one hundred and fifty qualified voters of the City. The number of Said
petitions for candidates far any office that may be signed by any voter Shall not
teed the comber of candidates to be elected to said office, Serf in no case may a
voter sign more than ane petition for any we candidate.
ARTICLE V, Rection 1(a), of Said Charter is hereby repealed and replaced with
the following:
Sec. 1. Titles and Appointment, ]Tare shall be the following administrative
officers and boards:
(a) The following officers and boards shall be appointed by ballot by a
majority vote of the members of the City Council: City Manager, City Clerk, City
Solicitor, City Auditor, Treasurer and Tax Collector, Mambers of the Based of
Assessors, Trustees of the Water District, Civil Service Commissioners, such members
of the Board of Registration, or a Registrar as provided under the Taws of the State
Of Maine, Trustees of Sophia Kirstein Student FLnd and Trustees of the Hersey Fund.
ARTICLE V, Section 9, of said Charter is hereby repealed.

ORDERED,
THAT in accordance with 30 MRSA § 1911 at seq., the City Council of the
City of Bangor hereby orders the City Clark to place On ballot at the election
to be held on November 2, 1971 the following proposed amendments to the City
Charter of the City of Bangor.
The Charter of the City Of Bangor is hereby avanded by adding the following
article:

Committee shall serve for terms of three (3) years, except that in the first instance
the candidate accruing the largest total vote shall be elected to serve for three
(3) years; the next two in total number of votes to be eleoted to serve for two (2)
years; and the next two in total number of votes to be elected to serve for one (1)
year.
Those members of the Superintending School Committee holding offices at
the tine this amendment takes effect shall serve onW until their successors
are duly elected and qualified.

aimed by not less than one hundred conal fifty nor mare than two hundred qualified
voters of the City. The petition of candidates for warden and ward clerk shall
be aimed by not less than twenty-five nor more than fifty qualified voters of
the ward wherein the candidate is to be elected. And the petition of a candidate
for a member of the Superintending School Committee shall be signed by not less
than one hundred nor more than one hundred and fifty qualified voters of the City.
The number of said petitions for candidates for any office that may be Signed by
any vo-er shall am exceed the number of candidates to be elected to said office,
and in no case may a voter sign more than one petition for any one candidate.
ARTICLE V, Section 1(a), of said Charter is hereby repealed and replaced with
the following:
