ORDERED,
THAT in accordance with Title 30, Section 1914, subsection 1, the
municipal officers of the City of Bangor hereby amend the Charter of the
City of Bangor to read as follows and that the sacrament be placed on a
ballot on the next regular municipal election held not Lees than thirty
(30) days after this order is passed.
ARTICLE IV, SECTION 1, of the Charter of the City of Bangor, titled
"Nominations and Elections", is hereby amended by adding the following at
the end of the first paragraph of said section:
(SBC. 1) There shall be elected by the qualified voters of the City
of Bangor two members of a Superintending School Committee,
consisting of five members, each of the two elected members to serve
a term of two (2) Issue,and who shall be elected as follows: Namely,
e (L) at the next
regular municipal election for a term of two (2)
yea commencing on January 1, 1973; one (1) member at the following
municipal election to cake office on January 1, 1974, and in a like
manner in succeeding years.
(SEC. 2) Two members of the Superintending School Committee,
determined by Lot from among the five members at the time
this amendment takes effect, shall serve only until their successors
e duly elected and qualified in accordance with the terms, ofpace-
graph one of Section 1.
(SEC. 3) In case of aancy caused by the death, resignation,
removal from the city oval from office, of any elected
member of the Superintending School Committee, the vacancy shall be
filled forthwith by the City Council for a period to terminate at the
ext regular municipal election, at which time there shall be elected
member who shall serve the reminder of the unexpired term, or fill
the vacancy if there be no unexpired term.
ARTICLE IV, SECTION 3, of said Chatter is hereby amended and
replaced with the following:
(SEC. 3) Nominations for elective officers to be made by petition.
The nomination of all candidates for elective office
provided for by this Charter shall be by petition. The petition of
candidate for Councilman shall be signed by not lees than one
hundred and fifty nor more than eao hundred qualified voters of the
City. no petition of candidates for warded and ward clerk shall be
signed by not lees than twenty-five nor =me than fifty qualified
voters of the Wand wherein the candidate is to be elected. And the
petition of a candidate for an elective member of the Superintending
School Committee shall be signed by not lees than one hundred nor
re
than one hundred and fifty qualified voters of the city. The number
of said petitions for candidates for any office that may be signed by
any voter shall not exceed the number of Candidates to be elected t
said office,and Ivase may a voter sign more than one petition
for any one candidate. c
ARTICLE V, SECTION 1, of said Charter is hereby amended and
replaced with the following:
(SEC. 1) Titles and Appointment. There shall be the following
administrative officers and beards:
(a) The following officers and boards shall be appointed by
ballot by a majority vote of the members of the City Council: City
Manager, City Clerk, City Solicitor, City Auditor, Treasurer and Tax
Collector, Three Members of the Superintending School Committee,
Members of the Board of Assessors, Trustees of the Water District,
Civil Service Commissioners, such members of the Board of Registration,
or a Registrar as provided under the laws of the State of Maine,
Trustees of Sophia Einstein Student Loan Fund add Trustees of the
Hersey Fund.
ARTICLE V, SECTION 9, of said Charter is hereby amended by replacing
the first paragraph thereof with the following:
(SEC. 9) Supetintendin¢ School Committee. The Superintending School
Committee of the City of Bangor shall consist of five
members, three members to be appointed by the City Council to serve
for terms of three yea and until their s appointed and
qualified. If for anyreasonvacancy shall exist
samong the appointed
members of the School Committee, the vacancy shall be filled forthwith
by the City Council for the unexpired term.
