RESOLUTION CONCERNING THE APPOINT!¢NT
OF TENANTS AS MEMBERS OF THE
HOUSING AUTHORITY
from the
Subcommittee on Urban Barisal and Public Housing
WHEREAS, no tenants, whounder its jurisdiction, Bit as
Comms Ssicne Ts on the Bangor HousingAuthority, and
WHEREAS, the Capehart Community Council voted to request the
appointment of several such tenants as Commissioners, and
WHEREAS, the Director of the Bangor Housing Authority has been
ceptive to the notion of vm, or possibly m , tenant asmber(s) on
the Commission, and
WHEREAS, the tenants' viewpoint would He institutionalized and
heard in the Commission to the benefit of both tenants and other
Authority personnel, and
WHEREAS, Bangor public housing and other housing under the
jurisdiction of the Authority have aonawhat different concerns, and
WHEREAS, the Capehart Community Council is the formal structure
Of local representation, and
WHEREAS, the City Council retains the right and the responsibility
fa: all appoittnents to the Housing Authority,
BE IT THEREFORE RESOLVED, that the Citizens Advisory Committee
espectfully recommends to the Bangor City Council as follows:
1. that the City Council accept the principle. that tenants,
order M
the jurisdiction of the Housing Avtharity, represented
onthe Authority's Commission, and
1. that the City Council agree that two of the five Commissionsrs
shall reside in the area under the jurisdiction of the Housing
Authority, and
3. that the City Council seriously consider the seminars presented
by Me Capehart Community Council to fill the next We vacancies
On the Commission, provided that o vacancy be filled bya
resident of the Bangor public housing area, and that the other
be filled by a resident of other areas under the jurisdiction
Of the Authority.

I have your letter of V.ay 6 relative to the appointment of tenants as
commissioners of the Housing Authority. I am refarring this communication
W John Cox, Chairmen of the City Council.
It Is my impression that the City Council is open minded on the Wattled of
apDOlntments W any committee or authority of the City and, In fact, has in
the past conaldereo residents Of Capahsrt for veriaie positions. These
cmaiderations, however, always Involve all people in the community
Interested, not Just one group • However, I am sura from time W time you
will find that the Council will be placing people from the Capehast community
oa the Housing Authority and other committees.

Dear Mr. rto-f,
Congress, in the Hmasing and Urban Development Act
of 1970, has amended the nOusina Act of 1939 by addinu a nolicy
statement to the effect that no Person should be barred fres
serving as Commissioner of e local housing authority because
of his tenancy in a low -rent housing. project.
The Department of Housing end Urban Develcoment
further encourages an 'Open door" nolicy by localcommunities
to consider the annointment of tenants a vsnis,sioners of
local housing authorities in order to Increase tenant participa-
tion in manaeenent of low-inc one hcusinc nroiects.
's'e, the Capehart Community Council, have considered
this new federal nolicy for application in our own city; namely,
for Capehart tenants to serve on the Bangor ]sousing Authority
Commission. At a recent open community meeting, Capehart tenants
by a vote of 28 to 4 favordd one or two Capehart tenants to serve
on the Bangor Housinc Authority Commission.
In discussing avalifidations of tenant candidates, w
agreed that while low-income tenants may not he crofessionala in
their respective fields, persons of into-rity nenerally acceptable
to our community of Capehart tenants can 5e chosen from their group.
Moreover. some tenants have already proven to uc by their past
performance in community involvement that they are -r nsible
and dedicated to serving the best interests of the housing prow" m
as a whole, including the interest of Cenants.
