JVED 1171 AIM 24 N3: 55 oxuea CITY CLERK'S iFFICE rine, STV nr aNc.SR. MAINE IN CITY COUNCIL June 28, 1971 PASSED 235-Y .. City. ...................................... Introduced and filed by .. c zn k CITY OF BANGOR, MAINE Engineering Department .Tune 24, 1971 To: The Municipal Officers Pursuant to a petition received from the Hannan Company for sanitary sewer and pumping station to serve the proposed K-Mars tDevelopment on Hogan Road, dated September 18, 1970, the following report is submitted: Surveys, final plans, and cost estimates have been completed, which would provide for the installation of a sewage lift station adjacent to Penjajawoc Stream which would intercept the flow from the existing Hogan Road ser n 8 inch force m would extend from the pump station for aedistance of 4200 feet in westerly direction to Stillwater Avenue; an additional 1430 feet of 8 inch gravity sewer would be installed an Stillwater Avenue, connected to the existing Meadowbrook sewer extension located on the north aide of Interstate Highway I-95 and west of Stillwater Avenue. The existing package sewage treatment plant located on the east side of Penjajawoc Stream would be discontinued. The proposed pump station will have a capacity of 300 GPM which should be sufficient to serve approximately 100 a If additional capacity is required in e the future, relatively minor modifications can be made to increase the capacity to 450 GPM. The total estimated cost of the installation is $80,000. Of this amount, 75 percent, or $60,000, may be assessed against the property benefited. Since the installation is being made to bene- fit property owned by Burt L. Holstein, it is recommended that the full assessment be made against him, with pro rata reimbursement if other land owners wish to enter the system in the future. Since the system is presently designed to serve 100 a and the K -Mart Development is 11.5 acres, 11.5 percent of the assessment, or $6900, should be permanently assessed against Mr.6Wolstein. Other future developers should be assessed in the same proportion, and the assessment would than be reimbursed to Mr. wolstsin. If the land development exceeds 100 acres, requiring enlargement of the sewer system, then the additional costs should be levied against the excess development. To: The Municipal Officers - 2 - June 24, 1971 It is recommended that the sr be constructed and that the assessment beleviedas noted above. A plan of the proposed in- stallation is attached. Respectfully submitted, Sohn T. Frawley City Engineer aTF:L Encl.
