To: The Municipal Officers
Reference is made to a letter from Ernest A. Caliendo, dated
February 24, 1972, requesting that the city complete the construc-
tion of Hempstead Avenue, as laid out on the Woodlawn Development
Subdivision Plan; a copy of his request is attached. Field sur-
veys, construction plans, and cost estimates have been completed
for the proposed street, and the following report is submitted;
The right-of-way for the proposed road is 60 feet wide, and
the total length is 1836 feet. The new road would consist of a
30 foot wide travel way having a 3 inch asphalt mulch surface on
a 21 inch gravel base. A sidewalk would be constructed on one
side, and all other graded areas would be provided with 4 inches
of topsoil and seed.
There is an existing storm sewer within the right-of-way;
however, five additional catch basins will be required, the exist-
ing catch basins will have to be adjusted to the new road grade,
and the entire system will require c siderable rehabilitation.
The sanitary sewer has been installed, and appears to be in Sat-
isfactory condition.
The total estimated cost of the roadway construction i
$43,100. In accordance with Chapter XII, Article 12, Section
1.6.1 of the Laws and Ordinances of the City of Bangor, the
city's share would be $6.75 per foot for the roadway construc-
tion, which would total $12,390. The owner's share would be
the remaining $30,710. The rehabilitation of the are= sewer
wouldcost$6,230. Of this amount, 75 percent, or $4,670, would
be assessed against the owner, and the city would pay the re-
maining $1,560. The total coat to develop the roadway would be
$49,330, with the private cost totalling $34,840 and the city's
share being $14,490. The road would serve twenty-four lots,
having a total assessable frontage of 2700.23 feet. The assess-
ment
ent per foot would be $1B.27. mr. Caliendo has requested that
the assessments be deferred, to be levied as the adjacent lots
are sold.

It is recommended that the street be constructed as des-
cribed above, and that the assessments be deferred until the
lots are sold, provided that Mr. Caliendo submits a bond o
other guarantee that water service and other public utilities
will be installed at no cost to the city.
Plans of the proposed roadway are attached.
