Bangor Hydro OTalephone Co. ❑Nestem Union Introduction and philosophy Maine has a dual system of welfare, one run by the State and the other by the' municipality. State programs include the well-known Aid to Dependent Cbfldren, the Old Age Assistance, Aid to the Disabled, Child Welfare and various Medical Assistance programa. The Municipal program is known as General Assistance. The Municipal Welfare Department moat accept applications from anyone who applies. To determine who pays when relief is given, the Laws of Legal Settlement and Support apply. The majority of our applications are direct; net i , the applicant applies on his own behalf. Some applications are made in behalf Of others - these are called referrals. The Municipal Welfare Department must have an 'open-door polity" fully realising that this is Me first step for some people and the last resort for ethers. The Bangor Welfare Department will fully utilize total community resources and involvement to supplement and enhance benefits to recipients. Ful and active participation of the recipient is needed and warranted with mutual decisions always oeing sought. CONFIDENTIALITY Due to the privileged mature of the discussions taking place in the Welfare Department offices, great care moat be taken to protect the identity of the client. The information given by the client should be recognized as privileged and strictly confidential. However, there are times when it is proper to discuss information about a client with some other person in the agency and out of it. No one outside the Welfare Department should be able to obtain any of the information without the expressed written consent of the client. The client, himself, should have access to his own file whenever the situation warrants it. No information other than what is required by State Settlement Laws and/or any information needed to determine eligibility for assistance shall be included in the client's case Me. ELIGIBILITY Municipal welfare is governed by two factors - state law and municipal policy set forth in accordance with state statutes. State law requires the municipality to help those in need, therefore, the applicant moat be able to demonstrate his need to his caseworker. Since the Sure recognizes $4200.00 as a minimum income needed to sustain a family of four, we might assume that those applying for aid who receive less than this annual income (from whatever source) may have need for additional medical allowance, food allowance, clothing allowance or housing allowance. Secondly, the State still recognizes Laws of Settlement. While an applicant may mt be denied because he does not have Bangor settlecent, it is important to determine where his settlement is derived since that community or the State (for those without settlement) reimburses the municipality for his needs. Thirdly, applicants should be 20 years of age or have been emancipated by marriage. If someone under age does apply, parent or guardian of the applicant is financially responsible Bar that client. Make the client aware of this situation and allow him to choose one of these alternatives; be may notify his parents of his need himself or the department will give emergency assistance until the parent has been notified and requested to reimburse the city. The parents who are financially able to care for clients and fail to do will be notified of possible court action Bar reimbursement. It is the policy of the Bangor Welfare Department to allow applicants to retain their personal property and still be eligible for assistance. Per- sonal property is defined as furniture, clothing, essential transportation, medical insurances, and annuities for older clients and any equipment or tools necessary for employment. If the applicant woe real property other than that occupied as a home, continued eligibility will depend on reasonable efforts to dispose of that property at fair market value. The Department has a clear responsibility to provide the necessities At a mother and children deserted by the husband. We should bring it to the courts attention when men with sufficient ability do not provide for their family. Since those on categorical assistance do cot receive All need, they may apply for assistance before their next check arrives. Anyone applying four days before payment,use the lowest figure on the food allowance scale. Old Age Assistance recipients not living in a boarding home may not be able to meet their full needs. It is often necessary is supplement then particularly in winter months since their grants are usually insufficient for the hard -to -heat dwelling. Although it is desirable for a person in this situation to have a heated apartment, we recognize that it is not always possible. Evictions. Condemnations, Fire Victims In cases of eviction, condeeation or fire, we can provide emergency shelter if the person or family cannot find shelter with friends or relatives. If it is necessary for the client to find new housing, we can guarantee rent At the first month or for a pre -arranged period of time. If the problem is Failure to pay rent, and the landlord agrees to continue ranting provided payment is made, we may assist in paying the back rent assuming the dwelling meets City Housing Code Regulations. In those cases where the landlord has shut off heat or utilities we should advise the client that the landlord has engaged in an illegal act. The client may wish to seek legal assistance. Stranded Persons. We will find or provide emergency shelter for persons stranded in Bangor. We can assist vacationers who become stranded or need help, but we should stress the fact that we expect reimbursement when they reach their destination. There are farms for these people to sign pledging repayment. Illness and Disability. When an individual requests assistance on the basis of an illness, ask the doctor if he considers his patient permanently and totally disabled; if so, a referral should be made to Brewer Family services for possible AD grant. Temporary assistance can be given until this application is acted upon. The Social Security Administration considers a person disabled if he has a mental or physical condition which; (1) Prevents him from doing any substantial gainful work and is expected to last (or has lasted) for at least 12 months or is expected to result in death. (2) The individual's age, education, training and work experience are considered in determining whether he is able to do other substantial work. (3) To get disability benefits, the person must be fully insured, and five years of his employment must have been in a 10 -year period ending with his disability. If assistance is given as the result of an acci�ent, get particulars in- cluding names of persons involved (no hospital or doctor's bills should be paid until insurance possibilities are investigated). If there is insurance coverage. we should try to get th person to reimburse. Occasionally, a municipal Welfare Department has a person on its rolls who, by doctor's diagnosis, is a severe neurotic. This condition disallows gainful employment, but is not considered permanently disabling. Therefore, he moat be helped through general. assistance. Welfare Appeals. There are times when an applicant does not agree with the caseworker's decision on granting aid. When this occurs, inform the applicant that he can speak with the Welfare Director about the decision. If he is not satisfied, he may bring his case before fee Welfare Appeals Board for a hearing. The final recourse, should he not agree with the Board's decision, would be to petition the City Council for redress. Making Application The client may feel any number of emotions since he is usually in an emergency situation before he reaches our office. We should remain calm and reassuring in a professional manner. Our community has many resources for referral - be sure your client is aware of them. If the client has school -age children, be sure to ask if they have ade- quate outerwear in winter. Any special medical needs that may not have come up should be covered also. Serious effort should be made to notify the applicant of his rase status within 2 hours after his application. of course, ir. emergency situations, suitable temporary assistance should be given pending compliance with the requirements. If the applicant is not eligible, be sure he understands the Department's reasons for denial. Improper Application. Esmaples of improper applications include request for assistance from persons not residing in Burger. It would also Include those who request assist- ance who have adequate resources to meet their critleal needs; i.e., food, clothing, housing and medical needs. Application Withdrawn An application would be considered withdrawn if the caseworker is unable to complete the interview; i.e., the client walks out before completing his application. other situations where we consider an application to be withdrawn would include a person dying before the service can be rendered, or availing themselves of another service as wall as his personal request that his applica- tion be withdrawn. Need In determining need, we must know of all the income the applicant receives or may receive. This includes employment wages, unemployment benefits, cate- gorical assistance, child support or other contributing members of the household. Have the applicant supply verification when possible and sign a report of his declaration with the understanding that he may be prosecuted if he has given any false information. After determining income, we then determine the applicant's expenses These are the recognised budgeted expenditures: Rent (Interest on mortgage payments Laundry in lieu of rent) Fuel Medital/Dental Food Transportation: fuel, car payments, taxi or bus fare Utilities -Electricity, gas,water sewer Misc.(Telephone) clothing Explanation of Budgeted Needs Rent: We pay the full amount of current rent directly to the tenant in the form of a voucher made payable to the landlord upon receipt of the rental bill on those dwellings that have been approved by the Code Enforcement Officer. For those who own their home, the interest on the mortgage can be paid in lieu of rent. papers do not pay Property tax. Be sure the client knows he must declare to assessor. When the clieat is looking for housing, the Department should inform him of knwn housing opportunities. Groceries: See amounts listed herein under Food Needs, Heat: We have an oil fond if beating needs cannot be met by the client. We may suggest a heated rent if bill appears too exorbitant. Fuel Needs Bide on fuel Oil purchased by the Welfare Department are received by the Purchasing Department and we are notified of the names of the suppliers and the contract price of each type. We do not put the purchase of cooking gas out for bid erne each of the suppliers has a different type hook-up. The caseworker is instructed to negotiate satisfactory terms _ usually no more than $8.50 per l0O Sb. tank. The majority of clients' requests Car fuel should be made at the Welfare office. The telephone request far Fuel should be discouraged so as to avoid the possibility of providing assistance without first obtaining financial information. Other possibilities to ...aider include arranging for credit and guaranteeing payment. In Bangor, we also have a fuel Society which each year, from November through February, provides fuel at no cost to low-income families. Obtain the number from Welfare office. However, this service ie meant for families who are generally self-supporting, bat unable to meet fuel costa in winter. Usual limit is one order a month Utilities: Includes eleerricity, gas, water -sewer bills. Gioi__bing: May cover adequate outerwear for adults and children, shoes, clothing necessary fur employment; undergarments. Laudry:_If the client does Out own a washing macbine, an appropriate amount should be designated for using a public laundromat or if payments for a reasonable machine are being made by client, they may continue. Dental/Medical: There are may clients covered by Medicaid or Medicare. Those who do not qualify or who need continuing prescriptions, we do help with drugs, eyeglasses, and dental problems following the policies given under Medical Indigence. Transportation: Fuel and reasonable car payments are acceptable for those employed, those who need constant medical care, or those who live one mile from the center of town. Taxi and bus fare is allowable for shopping, school children, and all those ca=egories listed above. If this formula produces a $45.00 figure or under, we pay the entire medical expenses; if $55.00 or over, the family pays the entire cost. Between $45.00 and $55.00, some participation by the client is expected. Hoseitalization and lacroIe Caseworker should not agree to pay any hospital or doctor bills for any person receiving a grant through the categories of OAA, AD and AS nor for any member of the family included in an Aid to Dependent Children grant. These bills are payable under the Medicare program and the doctor or hospital should submit bills to the proper fiscal intermediary on appropriate forms supplied all physicians and hospitals by the State of Maine, Department of Health and Welfare. The spouse or imediate family of persons get married may apply to the Bangor Welfare Department, either before admission or, in case of emergency admission, within three working days of the admission for Bangor Welfare to assume the expense of hospitalization. Each of the hospitals has forms which must be signed by the client and/or the spouse, attesting to their inability to pay the bill. Again, we use the $45.00 figure par person to determine medical indigency for paying total hospital bills. In cage of needy clients whose medical indigency formula figure is $45.00 Or below, the Welfare Department may pay the entire coat of the medicine. In case of needy clients whose medical indigency formula figure is be- tween $45.00 and $55.00, the patient is expected to purchase the first 15% of prescriptive medicine each month. If the medical indigency formula figure is above $55.00, we do not participate unless the individual is eligible for a hardship deduction. Hardship Deductions may be allowed when the not of medicine exceeds 10% of net monthly income. Dental Needs Occasionally for health reasons, it becomes necessary far this Department t0 arrange for fall mouth teeth extractions, with dentures to be supplied. Referral of this type might come from a doctor, public health nurse or from the client themselves, (a) The client can be anyone not served by the eanor Health Department. (b) Clients must pay some of the cost of both extractions and dentures. Medical - Eyeglasses Referrals of this type might came from a doctor, public health nurse, school teacher or the client himself. (a) Medical need can only be determined by a person licensed to practice Optometry. (b) We pay the entire war if medical indigency is $45.00 or below. (c) Clients most pay a portion if their formula is between $45.00 and $55.00. (d) If the indigency formula is above $55.00, we do not help. Social Services and General Assistance Responsibilities As outlined in the Operation umbrella, Bangor has many social services; This Department will utilize all resources to supplement and enhance benefits for the applicant. The caseworker will act as a resource counsellor, providing information about services and establishing eligibility. Once the client has set his own priorities, the caseworker will help with arrangements and/or will accompany the client, and will follow up to ensure that the client's desired results wets obtained. In cases of unemployed clients, the caseworker will check to see if the client might be eligible for unemployment compensation, and also that the client has registered with the Maine Employment Security Commission. Many welfare clients may need help in spending food money wisely, and it is suggested that the caseworker spend some time discussing food purchases with clients. The Bangor Welfare Department also handles the Federally Donated Commod- ity program to supplement the regular food orders g_ven by this Department. For information on this program, consult the informational handbook on the Donated Commodity program. Remember, these commodities cannot be given in lien of a grocery order. Application for Donated Commodities The Bangor Welfare Department has signed an agreement with the State Department of Health and Welfare to participate in the Federally Donated Commodity program. Where to apply - At the Bangor Wafers Office. Who is eligible? (1) Low income households. (2) Those families that receive their entire income from either public assistance or general assistance.
