The State Attorney General's Office has raised the point as to whether Fir . Shook, as administrator of the Hospital, has the authority to sign for the City on this document. Shook, Jr., Administrator, City Nursing and Health Center SUBJECT: Nemo of Agreement Between Nursing Center and ENVTI I have base Asked to comment for the Council on the rroposed nurses train- ing program with the City Nursing Center and Eastern Maine Vocational Technical Institute. The City Nursing Center and other nursing homes in the Bangor area, he" been asked to participate in the in-service phase of training far EMVTI's v Licensed Practical Nurse Training Program. This entails the participating institution arranging to have groups of the student nurses work along side of nurses in the facility to became Acquainted with providing applied n rsing services to patients under supervision from the facility and a represent- ative of the school. The training program for an L:P.N. is one year and each class will Com - pried approximately 30 women. Fiore or six of these will be assigned to the City Nursing Center for a period of four or five weeks and probably spread through all three workshifts. g. a first Claes will probably begin in March 19'2 According to Mrs. Pederson, Director of the program, and it will not be until the students are into the curriculum for b to 8 weeks before assignments Are began. Mrs. Pederson, Mrs. Greene, Director of Nursing at the Nursing and Health Genter, and I, reviewed the program as Outlined in the agreement, several times, Mrs. Greend and I agree that, the program would be beneficial to the Nursing and Health Center both from a standpoint of Community parti- Clpetlon and from benefits to both the patients and staff which may came from the program. We felt that we ought to partSCinate at least for the First year and than evaluate the experience to see if we should continue. The student nurses will not effect a reduction instaff needs here but neither will there be a need to hire added people � There will be no Bost to the City engendered by the Nursing Centerfs Participation. Our participation on the other hand, may result in strengthen- ing the ability of the Center and other participating nursing homes and hospitals, to recruit graduate UN's to work effectlwely with the chronically ill. Wd111�Shle Administrator or memorandum of Agreement Between Department of Education State of Maine This AGREEMNT made and entered into this day of ,.pgU094, 1941; by and between the 60N6d4 Gr4 N, f .Ilf4LIN lFnrC¢ , hereinafter referred to as the HOSPITAL and the DEPARTMENT OF EDUCATION, State of Maine in behalf of the Eastern Maine Vocational -Technical Institute, Bangor, Maine, hereinafter referred to as the SCHOOL. The (,En rfd , functioning as a COOPERATING AGENCY with the SCHOOL, agrees to: 1, accept a mutually agreed upon number of students for planned clinical experience at the practical nursing level for periods of time agreed open in advance and designated in the curriculum clan of the school 2. make available to the school: a. appropriate clinical resources necessary to implement the educational program of the school b. clinical facilities and classroom space, when indicated, on prescheduled basis C. the use of non -expendable equipment for teaching purposes when available d. expendable supplies and services at established cost of such supplies and services. 3. maintain standards of patient care, nursing services, supplies and equipment essential for qualitative patient care 4. provide an environment conducive to student learning 5. appoint a duly authorized personto function as adminis- trative coordinator with the school practical nurse program director 6. orient faculty members t0 the hospital 9, keep the faculty of the school apprised of any changes in policies or procedures that could affect the school program B. interpret to nursing staff clinical nursing experiences necessary for students 9. provide cafeteria facilities and locker room space for students during regularly assigned clinical laboratory experience. The SCHOOL agrees to: 1, conduct a program in accord with the standards of MINE STATE BOARD of NURSING and the DEPARTMENT OF EDUCATION, Bureau of Vocational Education 2. appoint faculty members who shall be responsible for the instructional program and the direct supervision of students during the clinical laboratory experience 3. appoint the practical nurse program director of the school as the duly authorized administrative representative of the SCHOOL 4. assign students in good health without discrimination as to race, creed, or sex, in numbers and for periods of time agreed upon in advance S. require all students to have health, accident, and liability insurance 6. provide the COOPERATING AGENCY with a clinical experience plan, designating the number of. students, their names, .and the time and place of their assignments in advance of scheduled assignment ]. notify the CWPEMTI14G AGENCY of any changes in the plan such as student absences, withdrawal=_, or change of assignment B. interpret to nursing service nerionnsl the criteria for the selection of clinical nursing experiences for students and plan cooperatively for such experiences. 9, appoint, upon request, faculty members as consultants or resource persons to committees for cooperative planning relating to patient care. It is mutually agreed that: 1. the SCHOOL shall: a. assume full responsibility for the educational program b. notify the COOPERATING AGENCY of all faculty appoint- ments and withdrawals 2. the SCHOOL shall adhere to policies, patterns of nursing care, and practice of the hospital nursing service. Change in the pattern Of nursing practice may be effected through committee activity and by mutual agreement 3. the SCHOOL and COOPERATING AGENCY agree that nursing education, care and practice changes be communicated 4. a liaison committee, composed of designated representatives Of the administration of the COOPERATING AGENCY and the SCHOOL be organized to meet as needed to identify and resolve problems as they arise. This AGREEMENT between Tat Ctme and Eastern Maine Vocational Technical Institute, Bangor, will be effective for a period of one Year following the present date �HHUH2j 1Prior to the date of termination D4uNg9e 31 1911 the agreement will be reviewed by both parties and shall be automatically renewed for an additional year unless either party requests a change or termination of this agreement. 1. In the event of termination of the agreement the students' educational program will be safeguarded and the SCHOOL shall be granted the right to complete the period of clinical practice at the HOSPITAL for students currently enrolled under conditions as set forth in this agreement. This agreement shall be subject to change after discussion and due consideration of both parties and with their mutual consent. Any such changes become a part of this agreement and shall be so stated in writing. If, because of unanticipated circumstances either party is unable to fulfill the above agreements, special consideration for the necessary adjustment shall be given by both parties.
