Mesa Guidelines are issued to supplarent and interpret Regulation 18 CFR 601.34: as published in the FEDERAL REGISTER on July 2, 1970. As you know, Condition No.7 of your Great requires compliance with this section of the Regulations. The objective of the Regulation is to ensure that the industrial share a- the allocable treatment mets, Se., the local capital, operation and main- tenance, and debt service charges, to be recovered is proportionate to the seats of treating industrial wastes. Please subnit sufficient SMoraation regarding the industrial wastes to be treated in your cowwrndey, add iNbrmation pertaining to your present or proposed cost recovery syster, to enable us to determine whether your cystre satisfies the intent of the Regulations. The amunt of information needed to be submitted varies considerably among asmtmitias. We suggest that you use Item$ 1 through 10 on Pages 2 and 3 of the Guidelines as a ganeral refer- ence. Should you wish to obtain assistance from your consulting engineers, Please be advised that reasonable engineering fees for this type of work cony be Included as part of the aligibls cast of the project. The "Standard Industrial Classification Manual^ referred to on Page 1 of the Guideline is presently out of print.
