SUBJECT: Transportation of School Children
On July 7, 1972, I submitted to the Council a request to investigate
the possibilities of the City leasing buses from Hudson Bus Lines
and operating the school transportation Sys -,em. As indicated in
the memorandum, I would make my recommendation by the first Council
meeting in August.
S had several discussions with Mr. Hudson and representatives of
his office with regard to the City leasing 24 buses with two spares
for 9620,000 for the coming school year. There were several stipu-
lations placed upon this lease --the most important being the City
must inspect and accept each of the buses. A11 of the buses are
presently equipped with new tires and Hudson still has some tires
in stock which would be part of the lease, Bob McKmbnie, Motor
Pool Director, has inspected 12 buses, two of Which are unacceptable.
The other ten had minor deficiencies which Hudson will correct.
Another stipulation was that Hudson would relinquish to the City
its common terrier routes with the Maine Public Utilities Commission
which operated in the city of Bangor. At the present time, the only
line mute operated by Hudson Bus is between Old Town and Bangor.
Based upon the information supplied by Hudson, I have projected our
expenses to properly operate the buses. (See attachment,) I have
requested the Fire Chief to inquire as to the availability of
Off-duty fireman to drive the buses. Although the response is
still small, I believe we can get enough man to form a basic
nucleus. Bob McXecbnie feels he Would need two additional mechanics
to properly maintain the buses In a safe manner. The buses also
have to be swept daily and washed a couple times a week, so I have
proposed adding a laborer to the Motor Pool budget, It also will
require a dispatcher which I have classified as a supervisor and
the salary reflected is for the school year, only.

The School Department budget contains 4105,610 for the lease of
20 buses with an additional 813,260 for extra curricular activities.
If the Council were to appropriate the additional $6,880 as pro-
posed by Councilor Henderson, I believe the maximum exposure for
the City in the bus operation would be approximately $110,000.
Hudson Bus Lines is charging the high school students 15 cents per
trip and 25 cents per trip for three living in the Capehart areas.
I would propose that if the $$6,880 were approved that every high
school student travel for a standard rate of 10 cents per trip, or
15 cents per trip at maximum.
1 an recommending that the City lease these buses from Hudson Bus
Lines under the condition that we can find 26 buses acceptable to
our inspector. Under no circumstances will we enter into an agree-
ment if the buses have a great many existing maintenance problems
that connot be corrected to our satisfaction. According to my
study, there will be no margin to do any experimenting with common
carrier routes. I believe it would be to our advantage to do a
limited amount of experimenting to determine costs, scheduling and
routing problems and general citizen interest. School buses are
not very desirable in this type of public transportation, and any
Suture system would have to be designed utilizing smaller mini-
buses. Ido feel, however, that by presenting some form of trans-
portation to the public we can develop some statistics that will
better able us to determine the feasibility of Suture public trans-
portation in Bangor. If the Council feels we should run selected
routes, this would require an additional appropriation of $$10,000.

Following a review Of our school tranepoitatlon situtetion, the School Coca.
allies has requested me to convey its recommendation to the Council. The
Committee recommends that the Council lease vehicles free Hudson Bus Lines
and operate the school transportation servLce free the Motor Pool for the
1972-73 school year.
Discussion with Mr. Kenneth Hudson, President of Hudson Bus Lines, reveals
his willingness to lease 22 Of the vehicles which were utilleed in Bangor
Operation last year for 920,000 for the duration of the school year. There
may be some of these vehicles unacceptable to a lammed, and 22 buses may
Allow an insufficient number of spare buses, but I am confident a suitable
arrangement can be made.
Let me point out mime apparent advantages to the city
L It will allow the School Committee to terminate its present
contract without having to enter into another longrtere
contract and without having to capitalise a fleet of buses.
Neither course is clearly Open to the Committee as long as
the Council wishes to be free to initiate a municipal hue
operation as suggested by the Transportation Subcman ittee
of the Citizens' advisory Geometries,
2. It will serve to explore in ammet practical manner, the
Pros and tone of municipal busoperation.
3. It wLll provide experience in bus Operation which will be
extremely valuable in case the city should undertake such

While there hes been no detailed study of costa, I have mode 801ou estimates
peraonally. One, based on an assumption that each of 20 buses would average
50 miles of daily operation at A cost of 50 cents a mile, would result in
e daily fleet teat of $500 or $90,000 for a 180.day school year. This,
added to the $20,000 lease test, would exceed present tests by about $6000.
Let me assure you that I believe the 50 -mile daily figure could be 10 to
15 miles toe high, and that average operational costa for publicly Owned
fleets are closer to 42 cents. Another approach, estimating separately
the coats of mechanics, dispatcher, drivers, and read operation, yields e
total figure of about $115,000.
The School Committee urges the Council to give serious Consideration to this
commendation. While such an Ope.raeton la Often undertaken by school de•
partments, our satisfactory experience with the city motor pool leads u
to feel that it could better handle the operation with the results [pen
directly to Council scrutiny. An early decision should be reached, an the
operation meet coarsened but a Short nine weeks from new.

rusted. Now erlvust pipe, no leaks.

BODY: - Checked body condition, service door, emergency door, steps,

One battery cap missing. Rear bumper loose. Emergency door buzzer
does not work. Horn does not work. Hudson Has sign loose, Body
condition fair for age of bus. Wheal well bent in over right rear
wheel.
