It $hall be the duty of the City Clerk to make all necessary arrangesumts for the attendance of a stenographer at the executive sessions of the City Council, held prior to each regular Council Meeting, to record the discussion during the session; the stenographer to furnish to the Clerk a transcript of the discussion which, upon request to the Clerk, shall be distributed to the Council members.
