THAT Chapter x of the Laws and Ordinances be amended by adding Article 2 am
follows:
RENTAL HOUSING LICENSE
Sec. 1 license Required. After March 1, 1972 no person, firm, corporation or

Housing Incense the dwelling owner or his duly authorized
agent shall first file an application therefor in writing on

application shall:
(1) Identify the address of the dwellinq
(2) Identify the notes and addresses of all handed; of the dwelling
(3) Identify the nates and addresses of all tenants in the dwelling
(4) State the number of dwelling units in the dwelling

who may be required to subnit evidence of their authority.
Sec. 3 Action on Application. Unless the Code Enforcement Officer or any of his
autharized representatives have personal knowledge
of any violations of Chapter X of the mdina mSS of the City of Bangor in
said dwelling w any dwelling unit therein, the Code Enforcement Officer
shall issue

a Rental HousiLicense within three (3) days after receipt
of Saidapplication. Said Rental Housing License shall expire one year
after date of issuance aid shall contain the following information:
(1) The license number
(2) The date of issuance of the license.

(3) The e%piration date of the license
(4) The address of the dwelling
(5) The number of dwelling units in said dwelling
(6) The name and address of the dwelling owner or Owners
(7) The name of the person issuing the license
Sac. 4 Temporary Rental Housing License. In the event the Code Enforcement
Officer had reason to believe that
said dwelling contains violations of Chapter X of the Ordinances of the
City of Bangor, he shall issue
a Temporary Rental Housing license to
expire not more than ninety (90) days from date of issuance. During
said period the Code Enforcement Officer or his authcrizedrepiesentative
shall inspect said dwelling, if no violations are found, the Code Enfarce-
mast Officer shall issue
a Rental Housing License i accordance with Section
3 of this ordinance. If violations are found in saiddwelling and said '
dwelling is not found to he unfit for human habitation as defined in Chapter
X, Article13 of the Ordinances of the City of Bangor, the Code Enforcement
Officer may order the dwelling Own s tocect said violations within a
reasonable time not to exceed thirty (30) days.
Sec. 5 License Pees. HO application for a Rental Housing License shall be c sid-
ered to have been filed until an annual fee of five ($5.00)
dollars for dwellings containing three (3) orfewer dwelling units or ten
($10.00) dollars for dwellings containing four (4) or mre dwelling units
has been collected by the Code Enforceuent officer.
Sec. 6 Revocation. Violation of this Ordinance or any other provision of Chapter
X of the Collusions of the City of Bangor shall be grounds
for the revocation of said license by the Code Enforcement Officer.
Sec. ] Appeals. If the Code Enforcement Officer fails to issue
a Rental Housing
trcense or
a Tempen
Temporary Rental Housing License as provided herein,
the dwellingcener(s) Or their authorized agent may appeal the Code Enforce-
ment officer's decision to the Housing Appeals Scary in accordance with
Chapter X. Article 10, Section 6 of the Ordinances of the City of Bangor.
