Dear Mr. Frawley:
In accordance with your telephone request,we submit
for your consideration this proposal for preparing a report
with recommendations upon sewage service. charges. for. the City
of Bangor.
The report would cover the following subjects:
1. An estimate. of the cast of maintaining and
Operating the sewerage system, wastewater
treatment plant, and pump stations.
2. An estimate of total annual revenue require-
ments over a five to ten year. future period.
3. Determination of the amount .which should be
provided for annual depreciation and/or
replacement of sewers.
4. An investigation of alternative sources of
revenue.
5. Allocation of revenue requirementson an
equitable basis among residential, commercial,
and industrial Customers.

6. Determination of surcharges for existing or
future industrial customers to recover any
additional expense required for treating such
wastes.
We would furnish. 25 copies of the report and would .complete
it within six months. following authorization to proceed.
Payment .for the services indicated above would be derived
by applying a multiplier o£2.25 to the salarycoat of personnel
for timecharged to the work plus nonsalary expenses at cast.
It is suggested that $12,000 be budgeted. for these services.
Salary costs are defined as salary and wages paid to
personnel for time charged to the project plus a percentage
covering allowances for sick leave,vacation, and holiday pay;
taxes and insurance premiums based on payroll; medical and retire-
ment benefits.
Nonsalary expenses include such typical expenses as east
of:. transportation and subsistance, long distance telephone and
telegraph, and printing and reproduction.

any questions relating to the matters presented herein and con-
sider such changes as may be required by the City.
