ORDERED,
THAT WHEREAS, taxation should be based primarily on the
citizens' ability to pay,
WHEREAS, the current real and personal property tax
systems do not accurately reflect the taxpayers financial
abilities, especially those who receive fixed incomes,
WHEREAS, the property tax system has been pushed
virtually to the limit of public endurance,
WHEREAS, a tax based onincome rately
reflects the ability to pay amongbothrindividuals and
corporations,
WHEREAS, the Maine State Legislature has sole
authority to reduce the effects of the local property
tax system,
WHEREAS, a special interim legislative committee
to study Maine's tax structure will soon begin its
investigations,
WHEREAS, an undue reliance o"revenue sharing"
reduces local autonomy from both national and state
governments by transfering the taxing power away from
local citizens and toward those higher levels of
government,
HE IT THEREFORE ORDERED THAT the City Manager
prepare a report to the City Council outlining the
feasibility of
1) substituting a city income tax for
a major portion of the property tax
and,
2) collecting such tax through the
fisting state income
e tax mechanism
by a method suchasaddition of
city llsuachargeTl which is automati-
cally refunded to the city by the
State of Maine.
