ORDERED,
THAT the City Manager is hereby authorized and directed to execute an
agreement with the Maine State Highway Commission, a copy of which is
attached, providing for the Installation of traffic signals and other improve-
ments at the following transactions:
1. Hammond, Main, Central, and Broad Streets
2. State, Exchange, and Harlow Streets
3. Harlow and Central Streets
4. Union and Fourteenth Streets
5. Union Street and Westland Avenue
6. Union Street, Airport Access Road, and Airport Mall
7. Union Street and Griffin Road

THIS AGRETIENT entered into this by of
In the year of our Iced one thousand nine hundred and seventy two, by and between
the State of Maine, through Its State Highway Commission, duly authorized by the
laws of the State of Voice, hereinafter referred to as 'the State' and the City of
Bangor, Penobscot County, a body corporate, by and through its City Aanager, there-
unto duly authorized (by vote of the City Council), hereinafter referred to as 'the
City,, _ _.
'dHAHI A . 'the State' is planning to install new traffic control devices and perform
other minor construction in the City of Bangor, and
FID &A6, said installation will conform with "The Manual on Uniform Traffic Control
Devices for Streets and Highways", 1971, published by the Department of Transportation,
Federal Highway Administration, and
VHSTSAS, portions of said Highway Systems are in the City of Bangor,
NOW, THEREFORE, 'the State' agrees to do and perform the following:
(1) To prepare the necessary plane, specifications, and operating characterietics
for the installation of a traffic sigtals at the following intersections:
1. Me intersection of Union Street and Fourteenth Street.
2. The Intersection of Union Street and Westland Avenue.
3, The intersection of Union +treat and Airport Access Road.
4. The intersection of Union Street and Griffin Road,
5. Me intersection of 1-95 and Galin Road.
b. The intersection of Main Street, Hammond Street, central Street and
Broad Street.

7. The intersection of State Street, F.achange Street and Harlow Street.
B. The intersection of Carlow Street, Central Street, and Center Street.
(2) To let a contract for the installation of said traffic signals substantially
in accordance with the plane, specifications, and operating characteristics
prepared by 'the State' and approved by 'the City'.
(7) To pay 100% of the total contract price for installing the aforementioned
traffic signals,
(4) To transfer ownership of all existing equipment not used to up grade and
standardize the aforementioned traffic signals to the 'City', except for the
existing controller cabinet and internal equipment at the intersection of
Union Street and Griffin Road.
(5) To provide minor construction at the intersection of Union Street and Four-
teenth Street as prepared by 'the State' and approved by 'the City'.
(6) To furnish and place the necessary traffic .signing and pavement markings at
the completion of construction,
(7) To regulate the allowable speeds within the limits of the aforementioned inter-
section in accordance with Title 29 M.R.S.A. Section 1251 through 1256 as
amended.
(8) To notify 'the City' two (2) weeks prior to the commencement of work at any
intersection.
AND 'the City' agrees to do and perform the following,
(1) To hereby approve the proposed installation of traffic signals and the improving
of the intersection of Union Street and Fourteenth Street as described above
under 'the State' agrees.

(2) To assume future maintenance and power cents of the aforementioned traffic sig-
nals, repairing and/or replacing all malfunctioning parts and assuring a clean
and wall kept appearance and to expeditiously correct a" deficiencies In the
signal system if notified by 'the State'.
(j) To provide the engineering necessary for the proper timing and operation, In-
cluding future adjustments, at aforementioned signalized intersections, and
to obtain permission of 'the State' before making any major alterations to
said signal system in any aspect as stated in the requirements of the "Manual
on Uniform Traffic Control Wvices for Streets and Highways'.
(4) To preserve the visibility of said traffic signals causing any sign, poster,
billboard, or other installation either public or private impairing visibility
to be removed when notified thereof,
(5) To assume all future maintenance of traffic signing and pavement markings as
originated by 'the State' with the exception of State guide signs.
(6) To assume responsibility to upgrade or cause the upgrading of the entrance to
the Airport Mall opposite the Airport Across Road in close conformity to place
on or before September 1, 1372.
(7) To continue to enforce the no -parking regulations which are now in existence
as described baled or eget no -parking regulations as followers:
(A) On both side of Union Street from a point 130 feet southeasterly from
the intersection of Onion Street and 14t1a Street to a point 250 feet
northwesterly from the intersection of Union Street and Griffin Road.
(R) Along both sides of 14th Street southerly for 50 feet from the southerly
Union Street curb line extended and on both sides of lath Street north-
erly for 90 feet from the northerly Union Street curb line extended.

(C) Along both sides of Westland Avenue for 130 feet from the southerly Union
Street curb lines extended.
(D) Within 50 fact of the intersection of the Airport Access Read and Union
Street along the Airport Access Road.
(E) On both sides of Griffin Road for 100 feet southerly from the southerly
Union Street curb line extended and 150 feet northerly from the northerly
Union Streat curb lines extended.
(F) Along both aides of Main Street for 200 feet from the southerly Hammond
Street and southerly State Street curb line extended.
(G) Along both aides of Hammond Street from Central Street and Main Street to
Columbia Street and Franklin Street.
(H) Along both sides of Hammond Street for W feat from the easterly Genteel
Street and Main Street curb lines extended.
(I) Along both sides of Central Street for 35 feet from the northerly Hammond
Street curb lines extended.
(J) Along the northerly aide of State Street for 125 feet from the westerly
Harlow Street curb line extended.
(K) Along the southerly side of State Street for DO feet from the westerly
Exchmage Street curb line extended.
(i) Along the westerly side of Exchange Street for 40 feet from the southerly
State Street curb line extended.
(M) Along the easterly side of Exchange Street for 55 feet from the south-
erly State Street curb line extended.
(R) Along the westerly side of Racine Street for 30 feet from the northerly
State Street curb line extended.
(C) Along the easterly aide of Harlow Street for 100 feet from the northerly
State Street curb line extended.
(P) Along the northerly side of State Street for 110 feet from the easterly
Racine Street curb line extended.
Along the southerly side of State Street for $0 feet from the easterly
exchange Street curb line extended.
(8) To provide the necessary enforcements for all traffic regulations required.
(3) ''To make such changes in the 'City' fire alarm system, 'City' sewers, including
service connections and other 'City' owned and maintained utility fixtures (if
existing) without expense to the State' we may, be required as a result of the
proposed work. When the changes require work on subsurface utility facilities
(including services) all backfilling shall be done 16 conformity with the
attached "Backfilling Requirements' which is made a part of this agreement.
(10) To sudden all claims for damages to private underground utility type in-
stallations wherever the location of such installations are not known by
'the State' or the contractor or which Ltatallations may not be shown on the
plana;
Also to be responsible for the removal, replacement, alteration, or relocation
of any existing private underground utility type installations (such as wire,
water, sewer and drain pipes) ad may be necessary to permit the necessary aerk.
(11) To pass such city ordinances as necessary to comply with the traffic control
measures set up as a part of the proposed work.
(12) To remove existing traffic control equipment and necessary poles within 2 weeks
from date of notice from the State; to supply temporary traffic signal control
until the new system is in operation; and to supply a" necessary traffic son -
tool (including police officers) at the time of initial adjustment of the
proposed signal systems.
(13) To continue the existing one way traffic pattern on the State Street, Harlow
Street, and central Street rotary.
(14) To prohibit the left turn from Broad Street to "lain Street.

AGREEMENT
THIS AGREEHENT entered into this day of
in the year of our Lord one thousand nine hundred and seventy two, by and between
the State of Maine, through its State Highway Commission, duly authorized by the
laws of the State of Maiae, hereinafter referred to as 'the State' and the City cf
Bangor, Penobscot County, a body corporate, by and through its City Manager, there-
unto duly authorized (by vote of the City Council), hereinafter referred In as 'tFx
City',
WHCANEAS, 'the State' is planning to install new traffic control devices and perform
other minor construction in the City of Bangor, and
WHEREAS, said installation will conform with "The Manual on Uniform Traffic Control
Devices for Streets and Highways", 1971, published by the Department of Transportation, -
Federal Highway Administration, and
ePPHEAS, portions of said Highway Systems are in the City of Bangor.
NOW, THEREFORE, 'the State' agrees to do and perform the £ollowingl
(1) To prepare the necessary plans, specifications, and operating characteristics
for the installation of a traffic signals at the following intersections:
1. The intersection of Union Street and Fourteenth Street.
2. The intersection of Union Street and Westland Avenue.
7. The intersection of Union Street and Airport Access Road.
4. The intersection of Union Street and Grif£ia Head.
5. The intersection of 1-95 and Odlln Read.
6. The intersection of Mein Street, Hammond Street, Central Street and
State Street.

amended.
(8) To notify 'the City' two (2) weeks prior to the commencement of work at any

AND 'the City' agrees to do and perform the following;
(1) To hereby approve the proposed installation of traffic signals and the Improving

(6) To assume responsibility to upgrade or cause the upgrading of the entrance to
the Airport Mall opposite the Airport Access Road in close conformity to plane

as described below or enact no -parking regulations as followers:
(A) On both side of Union Street firm a point 180 feet southeasterly from the
Intersection of Union Street and 14th Street to a point 259 feet oorta-
westerly from the intersection of Union Street and Griffin Road.
(B) Along both sides of 14th Street southerly for 50 feet from the southerly
Union Street curb line extended and on both sides of 14th Street north -
arty for 90 feet from the northerly Union Street curb line extended.

(C) Along both sides of Westland Avenue for 130 Fast from the southerly union
Street curb lines extended.
(0) Within 50 Feet of the intersection of the Airport Access Road and Union
Street along the Airport Access Road.
(E) On both aides of Griffin Road for 100 feet southerly from the southerly
Union Street curb line extended and 150 feet northerly From the northerly
Union Street curb lines extended.
(F) Along both aides of Main Street for 200 feet from the southerly Hammond
Street and southerly State Street curb line extended.
(G) Along both sides of Hammond Street from Central Street and Main Street to
Columbia Street and Franklin Street.
(H) Along both sides of State Street for 90 feet from the easterly Central Street
and Main Street curb lines extended.
(I) Along both aides of Central Street for 35 Feet from the northerly Hammond
Street and northerly State Street curb lines extended.
(J) Along the northerly side of State Street for 125 feet from the westerly
Harlow Street curb line extended.
(K) Along the southerly side of State Street for 100 feet from the westerly
Exchange Street curb line extended.
(L) Along the westerly side of Exchange Street for 40 feet from the southerly
State Street curb line extended.
(M) Along the easterly aide of Exchange Street from State Street to York Street.
(N) Along the westerly side of Harlow Street for 30 feet from the northerly State
Street curb line extended.
(0) Along the easterly side of Harlow Street for 100 feet from the northerly
State Street such line extended.
(P) Along the northerly side of State Street for 110 feet from the easterly Harlow
Street curb line extended.

(� Along the southerly side of State Street for 200 feet fees the easterly
