THAT Chapter Ii, Article 35 of the Laws and Ordinances of the City of
Bangor be amended by adding the following:
Section 6. Airport Rules and Regulations
6.1 Definitions. Whenever used in these Rules and Regulations, the
fallowing terms sra1L gave the meanings respectively
hereinafter indicated:
ARRODRW - Shall mean landing area, ramp and apron areas,
aircraft parking and storage areas, hangars and terminal
buildings add such other areas as my be designated by the
Manager.
AIRCRAFT - MALL mean and include any and all contrivances
now or hereafter used for the navigation of or flight in
air or e pace including, but not Limitei to, airplanes,
airships, dirigibles, helicopters and gliders.
AIRCRAFT PARKING AM STORAGE AREA - Shall mean and include
those portions of the Airport desigmtel and made available
temporarily or permanently by the Managsr to the public for
the parking or storage of Aircraft.
AIRPORT - Rball mean the Bangor International Airport,
specifically the lands and developments Owned, controlled,
operated add maintained by the City of 3angor, consisting
of runways, taxiways, hangars, control towers, ramps,
aprons, buildings,9roads, streets, parking and
storage improvements, utilities, facilitiesother
sal property, necessary or convenient, or desirable, for
the landing, takeoff, acommodation, and servicing of
aircraft of all types and for any commercial, individual
or other activity transpiring within the perimeter of the
Airport.

THAT Chapter II, Article 35 of the Laws and Ordinances of the City of
Bangor be emended by adding the following:
Section 6. Airport Rules and Regulations
6.1 Definitions. Whenever wed in these Rules and Regulations, the
following terms shall have the meanings respectively

AERODRORE - Shall mean landing area, rape and apron areas,
aircraft parking and storage arms, hangars and terminal
buildingg and such other areae as may be designated by the
Mmnager.
AIRCRAFT - Shall man and include any and all contrivances
now or hereafter used for the navigation of or flight in
air or apace, including, but not limited to, airplanes,
airships, dirigibles, helicopters and gliders.
AIRCRAFT PARKING AND STORAGE AM - Shell mean and include
those portions of the Airport designated and made available
temporarily or pecmanently by the Manager to the public for
the perking ar storage of Aircraft.
AIRPORT - Shell mean the Bangor International Airport,
specifically the lands and developoents owned, controlled,
operated and maintained by the City of Bangor, consisting
of runways, taxiways, hungers, control twets, ramps,
spread, buildings, structures, roads, streets, parking and
storage areas, improvements, utilities, facilities or other
eel property, necessary or convenient, or desirable, for
the landing, take -off, aco®adation, and servicing of
aircraft of all types and for any commercial, individual
or other activity transpiring within the perimeter of the
Airport.
AIRPORT CORAITTRE - The Airport Committee of the Bangor
City Council.
AIRPORT HIGHWAY - Shall mean and Include those vehicular
ways on the Airport designated and made available temporarily
Or permanently by the City of Bangor a says to which the

public has the right of a within the meaning of the
laws of the State of Maine applicable to regulations of motor
vehicles.
APRON AREA - See "Ramp and Apron Area.
CHILDREN - Shall man persona under the age of eighteen.
CITY M&NAGER - City Manager of the City Of Bangor - M. It,
Art. 1 of the Laws and Ordinances of the City of Bangor.
PMBRCENCY CREW HEADQUARTERS - Shall mean and include the
facility or facilities which house the fire fighting and
rescue organization maintained at Bangor International
Airport.
EIRE CONTROL MAN - Shall mean and include the chief of the
fire fighting and rescue
organization maintained by Bangor
International Airport at Emergency Crew Headquarters or his
authorized representative.
FUEL SERVICING VEHICLE - Shall mean and include any vehicle
designated and operated for the Purpose of fuel transfer
handling in connection with the fueling or de£ueling of
aircraft,
FURL TRANSFER HANDLING - Shall mean and include the process
of transferring Petroleum fuels on the Airport between a bulk
storage facility and fuel servicing vehicle or between a fuel
servicing vehicle and an aircraft.
ITINERANT AIRCRAFT - SM11 mean and include any aircraft
using the Airport, the Operator of which has not entered into
a lease agreement with the City of Bangor.
SET AIRCRAFT - SM11 mean and include any and all aircraft
which are not propeller driven, and which accomplish motion
entirely by a direct reaction of the thrust of any engine,
including, but not limited to, engines which operate on
turbine, ram, rocket, or nuclear principles,
LANDING'ARBA - Shall mean and include any locality, either
of land Or water, including airports and intermediate fields
which is used or intended to be used, for the landing and
take -off of aircraft, whether o m[ facilities are provided
for the shelter, servicing or repair of aircraft or for
receiving or discharging passengers or cargo. (Ann O.: 6 MRSA 63)
MANAGER - Shell mean the Airport Manager appointed by the
City Manager of Bangor, and charged with the duty to super-
vise the entire operation of the Airport Department and to
Perform such other duties as my be prescribed by the City
Manager or any applicable Federal, State or local laws or
ordinances. (Anne.; Ch. II, Art. 05)
MOTOR VEHICLE - Shall mean and include any self-propelled
vehicle not operated exclusively on tracks, Including
motorcycles and snowmobiles.
NON-SCREDULED CARRIER - Shall mean any airline without a
written agreement with the City of Bangor governing its
operations at Bangor International Airport.

OPERATOR - Shall man and Include the owner Or other
person, fire or corporation controlling the operations
of one or more aircraft or one or more vehicles; ory
person who has rented much aircraft o vehicle for the
Purpose of operation by his own agents.
PEW SSION - Shall mean permission granted by the Manager
or his authorized representative.
PERSON - Shall mean and include any ind Cviduml, firm, co-
partnership, corporation, association, ortompany (including
any assignee, x teiver, trustee or similar representative
thereof) of the United States of America, or any foreign
government or any state, political division thereof, or
Cho United Nations, and shall further include aircraft
operators, crew members, passengers, spectators, sightseers,
pleasure end commercial Vehicles, officers and employees of
airlines, lessees and other persona Occupying space at the
Airport, persona doing business with the City of Bangor o
the Manager, its lessees, subleeaeda and permittees and all
other persona whatsoever.
POLICE - shall mean and include the members of the Bangor
Police Department assigned to duty at Bangor International
Airport, or other such Members of the Bangor Police Department,
or other law enforcement agencies authorized by the Police
Chief, as may be assigned temporarily to duty at Bangor
International Airport.
RAMP An APRON AREA - Shall man and include those portion.
Of the Airport designated and made available temporarily o
permaner antly by the City of Bangor for loading o not of
both paeaengers and cargo to or from aircraft,

Part of any building designated by the Manager for the use of
the public for observation.
TURBO -PROP AIRCRAFT - Shall mean and include any and all
aircraft which accemlieh m n

having a turbine driven propeller whose thrust may or may
not be supplemented by that of hot exhaust gases issuing
in a jet from the engine itself.
VEHICLE - Shall include all kinds of conveyances o ways
for persons and for property, including m vehicles and
those propelled or draw by human power, such as bicycles,
except those need exclusively on tracks.
VEHICULAR PARSING AND STORAGE AREA - Shall mean and
include these portions of the Airport designated and made
available temporarily or permanently by the City of Bangor
as vehicular parking and storage areas to which the public
has the right of acwe within the meaning of the Taof
the State of mins applicable to regulations of motor
vehicles.
6.2 general pulse and Regulations.

necessary to implement the purposes of these rules and
regulations and which even approval by the Airport Committee
shall supplement and have such force and effect as the rules
and regulations herein contained. The manager shall determine
which areas of the Airport shall be public and which shall be

inspection of any person and three copies shall be filed with
the City Clerk for the convenience of the public.
B. RESTRICTED AREAS

C. SOLICITING, ADVERTISING, SALES, DISPLAY
No person,unless duty authorized by the Manager r by
contract signed by the City Manager, shalt in or upon
any arae of the Airport:
1. Sell, or offer for sale, any article of merchandise.
2. Conduct any co®ercial activity.
3. Solicit any business or trade. -
4. Solicit alma or funds for any purpose.
5. Poet, distribute, or display signs, posters, handbills,
newspapers, advertie events, circulars, or any other
printed or written matter.
D. USE OF AIRPORT FACILITIES
1. No person shall travel on any portion of the Airport,
except upon the roads, walks, or places provided for
the particular class of traffic{ nor Occupy the roads
or calks in such manner as to hinder or obstruct their
proper use.
2. No person shall place, discharge, at deposit in any
offal garbage, or any refuse in or upon any
Landing area, amp and apron area,
aircraft parking
and storage a , 1n any public building or any other
area
on the Airport except in receptacles provided
for that Purpose.
3. No person shall enter into any building, loading dock,
or observation platform, not sha1L they enter upon the
landing areas, Tamp and apron areae, or aircraft parking
and storage areas of the Airport wit', a dog or other
animal, except aeeing eye dog", or one.property am -
fined for shipment Doge and other subsets are permitted
In other public areas of the Airport if on a leash or
confined in such a manner as to be under positive control.

4. Passengers shall not be permitted to enplane or deplane
except in the presence of authorized a_r11ne or fixed
base operator personnel or their designated agents o
In the case of private aircraft, in the areas designated
for enplaning or deplaning private aircraft.
5. Unless otherwise provided in a lease o other agreement,
o person shall use any area
of the Airport for storage
of cargo 0 other property without permission of the
Manager. If, notwithstanding the above prohibition, a
person uses such areas for storage as aforesaid, without
first obtaining such permission, then the Manager shall
have the authority to order the cargo at other property
removed.
6. No person shall operate, hinder, Impale, tamper with or
otherwise effete heater valves, hydrants, sprinkler
valves and devices, blower motors, the electrical, air
conditioning or heating system at the Airport without
the express permission of the Manger. No person shall
hold open by any device or mechanical means or in any
way cause to be held open or left open any door o window
In any building at the Airport unless so authorized by
the Manger.
>. Any non-scheduled airline, general aviation and off-line
scheduled carrier using Bangor International Airport shall
e only such entering services as are licensed by the
City of Bangor to contract business at Bangor Internatiaml
Airport.
g. Phere shall be no distribution at or en the Airport by any
person m
of any promotional customer dividends, including,
but in no any limited to, trading stamps. Whether e
Particular Item constitutes a promotional customer dividend
within the meaningof this paragraph shall be determined by
the Manager.
B. Cognucr
1. No person shall, at or upon the Airport, do or omit to
do any act if the doing or mission thereof endanger
or is likely to endanger persona or property.
2 No person shall commit any disorderly, obscene, indecent,
Or unlawful act, commit any nuisance or abandon any
personal property at the Airport.

and the Maine National Guard or Maine Air National Guard on
official duty or any ocher persons authorized by the Manger
shall possess any landed or copms led firearm or explosives
at the Airport. All persons, other than those in the excepted
classes shell, while at the Airport, surrender all
such objects in their possession to the police.
G. ACCIDENTS
All persona involved in any accident o ing at
the Airport shall make a full report thereof to the
Police as soon after the accident as possible and
before leaving the Airport.
E. PRRSRRVATION OF PROPERTY
No person almll destroy, injure, deface or disturb,
tamper with, ora
attempt to destroy,. injure, deface
or disturb any building, sign, equipment fixture,
marker or any other air=cure or property of the
Airport.
1. TERMINAL BUILDINGS
In order to provide for the safety of persons and
the prevention of damage to property, including the
terminal buildings, no meetiuge,maes demonstrations,
or crowds unwarranted by the primary function of
facilitating the traveling public, shall be permitted
to occur within a terminal building. The Manager may
authorize groups to greet or escort d-gnitaries, each
groups not to exceed 25 pets one. The Manager may
authorize a press conference if M determinea that such
a conference will not interfere with public transportation.
6.3 Vehicular Operations
A. GENEML
1. No person shall operate a motor vehicle on the Airport
unless said vehicle is properly registered in accordance
with the laws of the State of Name, or by permission of
the Manager.
2. No vehicle shall be operated on the Airport if such
vehicle is so
constructed, equipped, or lauded as to
endanger or to be likely to endanger persons or property.
3. No vehicle shall be permitted to operate upon any area
of the Airport to which the public does not have a right
of access unless and until such vehicle has been
inspected, by or under the authority of the Manager, and
a permit with an assigned number issued to the owner
thereof and displayed as required by the Manager. The
inspection of the vehicle shall not relieve the operator
or or thereof of the duty to comply with any requfre-
meuce imposed by Saw or by these Rules and Regulations.
4. Mo Person shall operate a motor vehicle anywhere
n the Airport without a valid motor vehicle operator's
or chauffeur's license issued by a Seta Registry of
Motor Vehicles.
5. No person shall operate a vehicle on the Airport in
careless or negligent manner,or in disregard of
the rights and safety of others, or without due
caution Or circumspection or at a speed or in a manner
which endangers or is likely to endanger persona or
property, or while under the influence of intoxicating
liquor, Or any m eotic or habit-forming drug or in
violation of any statute or ordinance.
6. No person shall park a vehicle or leave same standing
except at such places and for such periods Of time as
my be prescribed or permitted by the Manger.
y. Motor vehicles on the Airport shall be operated In
strict compliance with speed limits prescribed by the
Manger, as indicated by posted traffic signs, and in
no case in excess of thirty-five ;35) miles per hour.
8. The Manger may remove from any area of the Airport any
vehicle which in disabled, abandoned, parked in vlolati on
of these Rules and Regulations, o- which presents an
operational problem, at the own expense and without
liability for damage which my result in the course of
such droving.
9. The driver of any vehicle involved In a accident on the
Airport which results in injury or death any person
r damage to any property ehe1L Immediately atop such
vehicle at the scene of the accident, and give his
address, operator'sname license comber, and registration
comber to any other person involved in the accident or to
any officer witness to the accident. The operator of
such vehicle shall promptly provide a full report of the
accident to the Police.
B. OPERATION ON THE AIRPORT HIGHWAYS OR VEHICULAR PARKING
ANO STORAGE AIRS
1. The operator of a vehicle moat at all times comply with
any lawful order, signal, or direction of an authorized
representative of the Manager. When traffic upon such
highways or areae is controlled by traffic lights, signs,
Pavement markings, or by mechanical or electrical signals
Such as lights, signs, or markings, these shall be obeyed,
unless an authorized representative of the Manger direct@
otherwise.
2. No pare on shall stop, Brand or park a vehicle:
(a) In front of a driveway.
(b) Within a bus scop, safety zone, limousine
or taxicab zone, except with permission.
(c) In ocher than leased or authorized ae
for the purpose of washing, greasing,a
repairing a vehicle, except for repairing
necessitated by an emergency.
(d) On the roadway aide of any stepped or
parked vehicle. (double parking)
(a) Within twelve (12) feet of a fire hydrant.
(f) Other than in accordance with restrictions
posted on authorized signs or indicated by
painted markings on curbs or pavements.
3. No person shall perk a vehicle within any vehicular
parking and storage area

be prescribed by the contract of the parking authority.
No person shall refuse to pay or evade or attempt to
evade the payment of such tariffs or charges.
4. No person shall park a vehicle in any area designated
'Tor Employee Parking Only" unless such person has
obtained authorization for such parking from the
Manager and can produce valid evidence of such
authorization
C. OPERATION ON AgROORq
1. No vehicles shall be operated on rhe a rodreme, which
shall include landing areas, ramp and apron areas and
aircraft parking and storage a except those speci-
fical Ly author lzed by the Manager, who my require
that there be displayed on such vehicle identifying
umbers, symbols or flags. The Manager shalt euepeM
or evoke such authorization if the vehicle is not in
safe condition.
2. The Manager Shall not authorize individually owned
private passenger vehicles to operate on the aerodrome
unless unusual circumstances of the business of an
Airport tenant absolutely requires such operation,
which my be given by the Manager only temporarily
and span proof of minimum liability insurance coverage
of $100,000 per person and $300,000 per accident and
minimum property damage insurance of $100,000 per
Occident.
3. The npentnr of any vehicle on much aroax
of the
Airport must at all times comply with any Lawful
order, signal, or direction by an authorized rep-
reeentative of the Manager andmost possess a
valid aerodrome motor vehicle operator's permit,

4. All vehicles operating on the landing area
shall
obtain clearance it= the Control Tower before entering
thereon. Such vehicles shall be equipped with or
shall be escorted by a vehicle equipped with an
operating two-way radio on the appropriate ground
frequency. Between the hours of sunset and sunrise,
and during tiara of tenured visab_lity, such vehicles
shall display appropriate lights a5 designated by the
Manager. All vehicles operating on the landing area
shall continuously monitor the appropriate ground control
frequency and shall immediately comply with any instruction
from the Control Tower. During daylight hours, construction
vehicles may enter upon the Lending areas under special
Provision which shall be prescribed by the Manager with the
concurrence of the Canal Tower.
5. Vehicles operating on the ramp and apron and aircraft
parking and storage areas
tshalt strictly conform to the

observe the following ruleere
(e) All vehicles except emergency vehicles
responding to emergency, shall yield
the right of way to an aircraft.
(b) entry to or exit from the "Traffic Lane"
Shall be made at a right angle and opposite
the point of origin or destination.
(c) Vehicles shall COM toe C011PIeLe atop whenever
an aircraft Is approaching the "Traffic Lane"
from the landing area
or is preparing to depart
its gate position. Vehicles will not proceed
until the aircraft is well clear.
(d) Through vehicles shall never be driven between
an aircraft and its Loading gate.
(e) No vehicleecept emergency vehicles shell be
drive at aspeed inexcess
of 5 miles per hour
within 100 feet of any aircraft or any terminal
building or 15 miles per hour elsewhere on the
aerodrome.
(f) Drive of all vehicles shall be continuously
alert end shall exercise extreme autin at all
times.

in areas designated for parking by the Manager.

(h) Due to the danger of carbon monoxide fames,
no vehicle stall be left unattended with the
motor running In the Terminal Building.
(i) Vehicles smoking excessively $hall be restricted
from the aerodrome.
D. AERODR@B MOTOR VEHICLE OPERATOR'S PERMITS
The M$vger may issue Aerodrome Motor Vehicle Operator's
Permits and the Manager may revoke or suspend any Aerodrome Motor
Vehicle Operator's Permit upon violation of any law,
ordinance or rule or regulation.
(e). PERMITS
1. Application: Persona employed at the Airport my
apply for an aeredromm motor vehicle operator's
permit by submitting an application to the Officer
in Merge of the Airport Pol ce Unit. Tenants and
owmere of equipment authorized for operation he the
ee"reme my submit the application for their
employee operators.
2. Requirements: Applicants must:
(a) Be at least 18 years of age.
(b) Demonstrate their ability to properly operate
the vehicles for which they request a permit
if required by the Police.
(c) Attain a passing grade on rel, written
and a road test, if required by the Police.
B. Classes of Permits: Applications for permits for
operating vehicles on the aerodrome of Bangor
International Airport sha1L be made in accordance
with the vehicle classes outlined helm:
Class 1: Basic permit for Operation of station
wagons, passenger cars, panel trucks, baggage
toga, mobile baggage conveyers, and any vehicles
not exceeding one run net might.
Class 2: Permit for operation of large vehicles
such as fuel tank trucks, busses, large food
dispensing vehicles exceeding one ton net weight.

4. Expiration and Renewal of Permit. The permit
shall show an expiration date not to exceed two
years from the date of issuance. It shall expire
at the end of the applicant's birth month. It
may be renewed o r before the date of expiration,
upon application to the pollee.
5. Restrictions on permit' The permit will show
whether the operator Mae any restrictions when
driving, such as the need for &Lasses, hearing
aides, or other compensations for physical impairment.
6. Classification on Permit: No person it permitted to
operate any motorised vehicle an the aerodrome of Bangor
International Airport In a class ocher than a class
shown on said person's permit
]. Carrying and zxhlblting permits:
(a) Any person operating a unto[ vehicle on the
aerodrome meet have in his immediate possession
his valid aerodrome permit.
(b) This permit eha1L be exhibited upon request of
the Airport Manager or his authorized representative.
S. Permitting Unlicensed Operators to Operate Motor
Vehicles on the Aerodrome
(a) No person shall permit or direct the asof
any motorized vehicle on the aerodrome of
Bangor International Airport unless the
operator of the vehicle Me in his immediate
possession a valid aerodrome permit in his name.
(b) The foregoing paragraph shall not apply to
a person undergoing training for obtaining a
eredrome permit by an authorized licensed
aerodrome motor vehicle operator.
E. OPERATION 0 TAXICABS, LIMOUSINES, CHARTER AUTOMOBILES,
MOTOR BUSES AM RENTAL GARS
1. No person shall operate a taxicab, Limousine, charter
automobile o motor bus upon the Airport for the purpose
of carrying passengers, baggage or both for hire except in conformity
with directives 4n-eeefeemnee-w4eh-she-v Wee-ett6-'rmgmlm64ute governing
the operation of taxicabs, limousines, charter auto-
mobiles, and motor buses, as established by the Menages.
2. No person shall solicitntal car businessr transact
ental car business on the Airport premises unless be is
the holder of a permit or contract issued by the Airport
Manager. This section shell not be construed to as to
prevent delivery of rental care for arriving passengers `
previously reserved by the cost beer a nother
point. evidence of such prior reservation my
be required by the Manager.
6.4 ENFORC@,2NT
1. The Laws of the State of Maine ahall,vhere applicable,
be enforced in the ma r provided by law. City Ordinances
and Rules and Regulations of the Airport shall be enforced
in the manner provided.
2. All rules and regulations herein contained shall be
enforced by the Manager or his authorized representative
or the Foam.
3. My person who shall violate any provisionh of this
ordinance, upon conviction thereof, shall be punished
by s fine or penalty of not more than $100. Each and

shall constitute a separate offense.
If any section, or part thereof, of this ordinance is
held invalid by any curt, the remainder of the ordinance
shall not be effected thereby.
AIRPORT COMMITTEE - The Airport Committee of the Bangor
City Council.
AIRPORT uIGHNAY - Shall mean and include those vehicular
ways on the Airport designated and made available temporarily
or permanently by the City of Bangor as ways to which the
public has the right of access, within the meaning of the
Laws of the State of Palms applicable to regulations of motor
vehicles.
APRON AREA - See "Ramp and Apron Area."
CHILDREN - EMIL mean persons under the age of eighteen.
CITY MANAGER - City Manager of the City of Bangor - Ch. LI,
Art. l of the Laws and Ordinances of the City of Bangor.
EMERGENCY CREW HEADQUARTERS - Shall mean and include the
facility or facilities which house the fire fighting and
rescue organization maintained at Banger International
Airport.
FIRE CONTROL NAR - Shall mean and include the chief of the
fire fighting and rescue
organization maintained by Bangor
International Airport at Emergency Crew Headquarters or his
authorized representative.
FUEL SERVICING VBRICLE - Shall mean not include any vehicle
designated and operated for the purpose of fuel transfer
handling in connection with the fueling or defueling of
aircraft.
FUEL TRANSFER HANDLING - Shall mean and include the process
of transferring petroleum fuels on the Airport between a bulk
storage facility and fuelservicing vehicle or between a fuel
servicing vehicle and an aircraft.
ITINERANT AIRCRAFT - Shall man and include any aircraft
using the Airport, the operator of which has not entered into
a lease agreement with the City of Bangor.
TET AIRCRAFT - Shall maand include any and all aircraft
which a t propeller driven, and which accomplish motion
entirely o
by a direct reaction of the thrust of any engine,
including, but not limited to, engines which operate on
turbine, ram, rocket, or nuclear Principles.
LANDING AREA - Shall mean and include any locality, either
of land or water, including airports and intermediate fields
which is used or intended to be used, for the landing and
take -off of aircraft, whether c not facilities are provided
for the shelter, servicing or repair of aircraft or for
receiving or discharging passengers or cargo. (Anne.: 6 MRSA 93)
MANAGER - Shall mean the Airport Manager appointed by the
City Manager of Bangor, and charged with the duty to super-
vise the entire operation of the Airport Department and to
perform such other duties as my be prescribed by the City
Manager or any applicable Federal, State or local laws or
ordinances. (Anno.: Ch. II, Art. 35)
MOTOR VEHICLE - Shall was and include any self-propelled
vehicle not operated exclusively on tracks, including
motorcycles and snowmobiles.
NON-SCHEDULED CARRIER - Shall mean any airline without a
written agreement with the City of Bangor governing its
operations at Bangor Internacional Airport.
x OPERATOR - Shall man and include the owner or ocher
person, firm or corporation controlling the operations
of one or more aircraft or one or more vehicles{ or any
person who has rented such aircraft or vehicle for the
purpose of operation by his Own agents.
PERMISSION - Shall mean permission granted by the Manager
or his authorized representative.
PERSON - SM11 mean and include any individual, firm, co-
partnership, corporation, association, or company (including
any assignee, receiver, c similar representative
thereof) of the United States of America, or any foreign
government or any state, political division thereof, or

the United Nations, and shall further include aircraft

operators, crew members, passengers, spectators, sightseers,
pleasure and commercial vehicles, officers and employees of
airlines, lessees
and other per occupying spat at the
Airport, persons doing business with he City of Bangor o
the Manager, its Lessees, sublessees and permittees and all
other persona whatsoever.
POLICE - Shall mean and include the members of the Bangor
Police Department signed to duty at Bangor International
Airport, or other such Members of the Bangor Police Department,
or other law enforcement agencies authorized by the Police
Chief, as my be assigned temporarily to duty at Bangor
International Airport.
FAME AND APRON AHE& - Shall mean and include those porticos
of the Airport designated and made available temporarily o
permanently by the City of Bangor for loading or unloading of
both passengers and cargo to or from aircraft.
STORAGE AREA - See "Aircraft Parking."
* OBSERVATION HECK - Shall meanthat area of the roof or other
part of any building designated by the Manager for the use of
the public for observation.
TURBO -PROP AIRCRAFT - Shall mean and include any and nil
aircraft which accomplish motion by of a jet engine
having a turbine driven propeller whose may or may
not be supplemented by that of hot exhaust gases issuing
in a jet from the engine itself.
VEHICLE - Shall include all kinds of conveyances or ways
for persona and for property, including motor vehicles and
those propelled or drawn by human power, such as bicycles,
except those used exclusively on tracks.
VEHICCLAR PARKING AHO STORAGE AREA - Shall mean and
include those portions of the Airport designated and made
available temporarily or permanently by the City of Bangor
as vehicular parking and storage areas to which the public
has the right of access, within the meaning of the laws of
the State of Maineapplicable to regulations of motor
vehicles.
6.2 General Rules and Regulations.
A. COMPLIANCE WITH ROLES ANO REGULATIONS
Permission granted by the Manager, directly or indirectly,
expressly or by implication for entry into or activity upon
the Airport is conditioned upon compliance with the Airport
Rules and Regulations and entry into or ctivity upon the
Airport by any person shall be deemed to
constitute a agree-
ment by such person to comply with said Rules and Regulations.
The Manger shall issue, from time to time, additional rules
and regulations as are
necessary and which upon approval by
the Airport Committee shall supplement and have such force and
effect as the Rules and Regulations herein contained. The
Manager shall determine which areas of the Airport shalt be
public and which shall be restricted and shall revise the
restricted areas, from time to time, as he shall determine.
The Manager shall have three copies of this ordinance and
addltic,uL Rules and Regulations in his office for the inspection
of any person and three copies shall be filed with the City
Clerk for the convenience of the public.

embarkation and debarkation.
C. SOLICITING, ADVERTISING, SALES, CIRCUS
No person,unless duly authorized by the Menage[ or by
contract signed by the City Manager, shall in or upon
any area of the Airport:
1. Sell, or offer for sale, any article of merchandise.
2. Cormuct any commercial activity.
3. Solicit any business or trade.
4. Solicit alms or funds for any purpose.
5. Poet, distribute, or display signs, posters, handbills,
newspapers,advertisements, circulars, or any other
printed or written matter.
D. USE OF AIRPORT FACILITIES
1. No person shall travel an any portion of the Airport,
except upon the reads, walks, or places provided for
the particular class Of traffic: nor Occupy the rands
or walks in such manner as to hinder or obstruct their
proper use.
2. No person
shall place, discharge, x deposit in any
offal garbage, or any refuse in or upon any
landing area,

3. No person shall enter into any building, loading dock,
or observation platform, not shall they enter upon the

when on the observation deck.
G. Passengers shall not be permitted to enplane or deplane
except Iv the presence of authorized airline or fixed
base operator personnel or their designated agents o
n the cane of private aircraft, in the areas designated
for enplaning or depleting private aircraft.
5. Unless otherwise provided in a lease or other agreement,
o person shall use any a of the Airport for storage
of cargo 0 other property without permission of the
Manage[. If, notwithstanding the above prohibition, a
person uses such areas for storage as aforesaid, without
first obtaining such permission, then the Manager sha1L
have the authority to orderthe cargo or other property
removed.
6. No person shall operate, hinder, impair, tamper with or
otherwise effect heater valves, hydrants, sprinkler
valves and devices, blower motors, the electrical, air
conditioning or heating systema at the Airport without
the express permission of the Manager. No paxs on shall
hold open by any device o mechanical me rIn any
way c o be held open or left open any door o window
in any building at the Airport unless Be authorized by
the Manager.
). Any non-scheduled airline, general aviation and off-lin
scheduled carrier using Bangor International Airport shall
use only such catering services as are licensed by the
City of Bangor to contract business at Bangor International
Airport,
8. There well be no distribution at or on the Airport by any
pe[ of any promotional customer dividends, including,
but sin no way limited to, trading stamps. Whether a
particular item constitutes a promotional customer dividend
within the meaningof this paragraph shall be determined by
the Manager.
E. CONDUCT
1. No persan shall, at o upon the Airport, do mit to
do any act if the doing or omission thereof endanger
or in Likely to endanger persona or property.
2. No person shall commit any disorderly, obscene, indecent,
or unlawful a commit any nuisance or abandon any
personal propertat the Airport.
F. FIREARMS AND EXPLOSIVES

and the Maine National Guard or Maine Air National Guard on
official duty or any other persons authorized by the Manager
shall possess any loaded or concealed firearms o explosives
at the Airport. All persons, other than those in the excepted
classes shall, while at the Airport, surrender all
such objects in their possession to the police.
G. ACCIDENTS
All persona involved inc
any accident occurring at
the Airport shall mekea full report thereof to the
Police as soon after the accident as possible and
before leaving the Airport.
R. PRESERVATION OF PROPERTY
No person shall destroy, injure, deface or disturb,
tamper with, orattempt to destroy, injure, deface
r disturb any building, sign, equipment, fixture,
marker or any other structure or property of the
Airport.
I. TERMINAL BUILDINGS
In order to provide for the safety of persona and
the prevention of damage to property, including the
terminal buildings,omeetings, s demonstrations,
or or w
owes unwarranted by the primary function of
facilitating the traveling public, shall be permitted
to occur within aama
rminal building. The Manager y
authorize groups to greet o t dignitaries, such
groups not to exceed 25 persons. The Manager may
authorize a press conference if he determines that such
a conference will not interfere with public transportation.
6.3 Vehicular Operations
A. GENERAL
I. No person shall operate a motor vehicle on the Airport
unless said vehicle is properly registered in accordance
with the laws of the grate of Ma fee, or by permission of
the Manager.
2. No vehicle shall be operated an the Airport if such
vehicle is so
constructed, equipped, or loaded as to
endanger or to be likely to endanger persons or property.
3. No vehicle shall be permitted to operate upon any area
of the Airport to which the public does not have a right
of access unless and until such vehicle has been
inspected, by or under the authority of the Manager, and
a permit with an assigned numberrued to the own¢
thereof and displayed a required by the Manager. The
inepectioa of the vehicle shall not relieve the operator
or Owner thereof of the duty to
comply with any require-
ments imposed by law or by these Rules and Regulations.
4. No person
shall operate a motor vehicle anywhere
n the Airport without a valid motor vehicle operator's
or chauffeur's license issued by a State Registry of
Motor Vehicles.
5. No person shall operate a vehicle on the Airport in
careless negligent manner,or in disregard of
the rights and safety of others, or without due
caution or circumspection or at a speed or in a center
which endangers or is likely to endanger persons or
property, or while under the influence of intoxicating
liquor,
rany n r habit-forming drug or in
violation of any statute or ordinance.
6. No person shall park a vehicle or leave same standing
except at such pieces
and for such periods of time as
my be prescribed orpermittedby the Manager.
J. Motor vehicles on the Airport shall be operated in
strict compliance with speed limits prescribed by the
Manager, as indicated by posted traffic signs, and in
no ease in excess of thirty-five (35) miles per hour.
8. The Manager may remove from any area of the Airport any
vehicle which is disabled, abandoned, parked in violation
of these Rules and Regulations, or which presents an
operational problem, at the ow expenseand without
liability for damage which may result in the course of
such moving.
9. The driver of any vehicle involved in an accident on the
Airport which results in injury or death to any person
r damage to any property shall immediately atop such
vehicle at the scene
of theaccident, and give his ,
address,operator'slicense number, and registration
umberto any other person involved in the accident or to
any officerowitness to the accident. The operator of
such vehicle shall promptly provide a full report of the
accident to the Police.
B. OPERATION ON TIS AIRPORT HIGHWAYS OR VEHICULAR PASSING
AMU STORAGE AREAS
1. The operator of a vehicle most at all time comply with
any lawful order, signal, or direction of an authorized
representative of the Manage[ When traffic uponsuch
highways o areas i controlled by traffic lights, signs,
pavement markings, or by mechanical or electrical signals
such as lights, signs, or markings, these shall be obeyed,
unless authorized representative of the Manager directs
otherwise.
2. No person shall stop, stand or park a vehicle:
(a) In front of a driveway.
(b) Within a bus stop, safety zone, Limousine
or taxicab zone, except with permission.
(c) In other than Leased or authorized ae
for the purpose of washing, greasing,o
repairing a vehicle, except for repairing
necessitated by an emergency.
(d) On the roadway side of any stopped or
parked vehicle. (double parking)
(e) Within twelve (12) feet of a fire hydrant.
(f) other than in accordance with restrictions
posted on authorized signs or indicated by
Minted markings on curbs or pavements.
3. No person shall park a vehicle within any vehicular
parking and storagearea
except upon the payment of
such parking tariff s charge as may from time to Lime
be prescribed by the contract of the parking authority.
No person shall refuse to pay or evade or attempt to
evade the payment of seek tariffs or charges.
4. No person shall park a vehicle in any area designated
'Tor Employee Parking Only" unless such person has
obtained authorization for such parking from the
Manager and can produce valid evidence of such
authorization.
C. OPERATION ON AERODRQID
1. No vehicles shall he operated on thearodrome which
shall Include landing areas,amp and apron areas and
aircraft parking and storage a except those speci-
fically authorized by the Managers who may require
that there be displayed on such vehicle identifying
numbers, symbols or flags. The Manager shall suspend
or evoke such authorization if the vehicle is not in
safe condition.
2. The Manager shall not authorize individua LLy owned
private passenger vehicles to operate on the aerodrome
unless unusual circumstances of the business of a
Airport tenant absolutely requiressuch operation,
which my be given by the Manageronly temporarily
and upon proof of minimum liability i rage
of $100,000 per person and $300,000 per a,,tions and
minimum property damage insurance of $100,000 per
accident.
3. The operator of any vehicle on such areas
of the
Airport moat at all times comply with any lawful
order, signal, or direction by an authorized rep-
resentative of the Manager and.must possess a
valid aerodrome motor vehicle operator's permit.

4. All vehicles operating on the landing area shall
obtain clearance from the Control Tower before entering
thereon. such vehicles shalt be equipped with or
shall be escorted by a vehicle equipped with a
operating two-way radio on the appropriate ground
frequency. Between the hours of sunset and sunrise,
and during times of reduced visab111ty, such vehicles
shall display appropriate lights as designated by the
Manager. All vehicles operating on the landing area
shall continuously monitor the appropr Late around control
frequency and shall immediately comply with any instruction
from the Control Tower. During daylight hours, construction
vehicles may enter upon the landing a under special
provision which shall be prescribed by the Manager with the
concurrence of the Control Tower.
5. Vehicles operating on the ramp and apron and aircraft
parking and storage a shalt strictly conform to the
marked 'Traffic Lane" areas

an aircraft is approaching the "Traffic Lane"
from the landing area or
s preparing to depart
its gate position. Vehicles will nut proceed
until the aircraft is well clear.
(d) Through vehicles shall n r be driven between
an aircraft and its loading gate.
(e) No Vehicle except emergency vehicles shall be
driven at a speed in excess
of 5 miles per hour
within 100 feet of any aircraft or any terml nal
building or 15 miles per hour elsewhere on the
aerodrome.

D. ARRDORCHE MOTOR VEHICLE OPERATOR'S PERMITS
The Manger may issue Aerodrome Motor Vehicle Operator's
Permits and the Manager my revoke or suspend any Aerodrome Motor
Vehicle Operator's Permit upon violation of any law,
ordinance or rule or regulation.
(a) PERFIITS
1. Application: Persons employed at the Airport may
apply for an aerodrone motor vehicle operator's
permit by submitting an application to the Office
1n Charge of the Airport Police Unit. Promote and
of equipmentauthorized for operation on the
aerodrome may submit the application for their
employee operators.
2. Requirements: Applicants must.
(a) Be at Least 18 years of age.
(b) Demonstrate their ability to properly operate
the vehicles for which they request a permit
if required by the Police.
(c) Attain a passing grade on an oral, written
and a road test, if required by the Police.
3. Classes of Permits: Applications for permits for
operating vehicles on the aarodrome of Bangor
International Airport shall be made in accordance
with the vehicle classes outlined below
Class 1: Basic permit for operation of station
wagons, passenger cars, panel trucks, baggage
tugs, mobile baggage conveyers, and any vehicles
not exceeding one ton net weight.
Class 2: Permit for operation of large vehicles
such as fuel tank c[ocks, busses, large food
dispensing vehicles exceeding one ton net weight.

4. Expiration and Renewal of Permit. The permit
shall show an expiration date not to exceed two
yeas from the date of ies It shall expire
at the end of the applicant's birth month. It
my be renewed on
r beforethe date of expiration,
upon application to the Police.
5. Restrictions on Permit: The permit will show
whether the operator has any restrictions when
driving, such as the need for glasses, hearing
aides, or other compensations for physical impairment.
6. Classification on Permit: No person is permitted t
operate any motorized vehicle on the a rod[ome of Bangor
International Airport in a Claes other than a class
shows on said person's permit
]. Carrying and Exhibiting Permits:
(a) Any person

(b) This permit shall be exhibited upon request of
the Airport Manager or his authorized representative.
8. Permitting Unlicensed operators to Operate Motor
Vehicles on the Aeredtome
(a) No person shall permit or direct the asof

Bangor International Airport unless the
operator of the vehicle has in his immediate
possession a valid aerodrome permit in his name.
(b) The foregoing paragraph shall not apply to
a person undergoing training for obtaining an
rodrme permit by an authorized licensed
aerodrome motor vehicle operator.
E. OPERATION OF TAXICABS, LIMOUSINES, CHARTER AUTOMOBILES,
MOTOR BUSES AND RENTAL CARS
1. No person shall operate a taxicab, Limousine, charter
automobile o motor bus upon the Airport for the purpose
of carrying passengers, baggage or both for hire except
inc onforms with therulesand regulations governing
theoperation of taxicabs, limousine char a -
mobiles, and motor buses, as established by the Manager.
2. No person

shall solicit rental car business or transact
rental n
car bus n the Airport premises unless he i
the holder of apermit or contract issued by the Airport
Manager. Thissection
shall not be construed so as be
prevent delivery of rental cars for arriving passenger
previously reserved by the customer at another
point. Evidence of such prior reservation may
be required by the Manager.
6.4 ENFORCEMENT
1. The Laws of the State of Nuine shall,wheve applicable,
be enforced In the wanner provided by Law. City Ordinances
and Rules and Regulations
of the Airport shall be enforced
in the manner provided.
2. All rules and regulations herein contained shall be
enforced by the Manager or his authorized representative
or the police.
3. The Manager shall at his discretion have the authority to
expel froa the Airport, and to deny any person re-entry
thereon, any Pere on who violates any law or any provision
of these rules and regulations.
4. Any person who violates any provision of this ordinance
shall be fined not
wore than one hundred dollars at the
discretion of the
ct having jurisdiction. Each and
every viola[ of the provisions of this ordinance shall
constitute a separate offense

of taxicabs, limousinescharter automobiles, motor buses
and -rental -ears as maybe established by the Manager.
6.4 BNFORCENENT
3. Any person who shall violate any provisions of this
ordinance, upon conviction thereof, shall be punished
by a fine or penalty of not more than $100. Each add
every violation of the provisions of this ordinance
shall constitute a separate offense.
