That Article 21 of Chapter II of the laws and ordinances of
the City of Bangor be amended to include the following:
SECTION 6. WELFARE APPEALS BOARD. There is hereby established
a Welfare Appeals Board which shall consist of five (5) members
who shall be appointed by the City Council after proper
qualification.
SECTION 6.1. MEMBERSHIP. The initial appointments to the
Welfare Appeals Board shall be as follows: one

term of five years, one for four years, one forthree years,
e for two years, and one for one year. Thereafter, expired
terms shall be filled annually with members to serve for five
(5) years or until a successor is duly appointed.
Three of the five members shall be low income
with under
$7,000 total household income. Two of these shall be past
r present welfare recipients. The remaining two members
shall be any qualified citizens other than city employees or
salaried city officials. The Welfare Director shall be a
member ex officio.
The members of the Board shall be selected by the City Council
from 'among a list of candidates who shall have presented a
petition bearing the signatures of one hundred (100) registered
Bangor voters supporting his or her candidacy. The City Council
shall publish the names under consideration prior to appointment
to allow comments and/or recommendations from interested citizens.
SECTION 6.2. MEETINGS. Meetings shall be held within twenty-
four (24) hours of request for a hearing by any individual who
has been denied aid and/or by the Welfare Director. Three
members shall constitute a quorum.

SECTION 6.3. FUNCTIONS. It shall be a function of the Welfare
Appeals Board to conduct an annual review
of the Guidelines of
the Bangor Welfare Department, and tojoin with the Welfare
Advisory Committee and the Welfare Department in making
recommendations for revisions in these Guidelines.
It shall also be a function of the Welfare Appeals Board to
hear appeals of cases
arising from interpretations of the
above guidelines, and to base its decisions on the then
existing Guidelines. The Board shall record its decisions
for clarity and precedent. The City Attorney shall be available
for legal interpretations when needed. The person appealing
shall be entitled to an advocate and/or legal council of his
r her choice. The caseworker whose case is being appealed
shall be present at the hearing to respond to questions and/or
clarify the Welfare Department's disposition of the c in
question. In event of further appeal, the City Council
retains the right of final judgment, with anaffirmative vote
of six (6) councilors necessary to override the decision of
the Welfare Appeals Board.
